Statement of Work
Joint Warfare Assessment Laboratory (JWAL)
Video System Upgrade – Video LED Tiles
1. INTRODUCTION
The Naval Surface Warfare Center Corona Division, (NSWC CORDIV), Range Systems Department, Code RS10 requires telecommunications Infrastructure operating materials and supplies (OM&S) in support of Naval Test and
Training Range systems. Items are of infrastructure class and type of OM&S required to design, build, deliver and maintain telecommunications systems.
2. BACKGROUND
RS10 has a requirement to upgrade the Video Display System (VDS) at the NSWC Corona Joint Warfare
Assessment Lab (JWAL) Theater. The existing system was installed in 1993 and cannot support the number of data and video sources required during mission support. The system is currently at the end of life; it is not expandable and does not provide the capability to support additional users.
3. SPECIFICATIONS
RS10 has been tasked to design, procure and install a new video display system capable of more users, more data and video sources, supporting HDMI interfaces and digital video. In order to meet these requirements, RS10 requires the Video LED tiles and ancillary material listed in this SOW.
Salient Characteristics:
The system shall meet the following requirements:
Compliance
All material shall comply with the Trade Agreements Act
HDCP compliant
Interfaces
Include HDMI input for video source to LED tile control unit (sending unit)
Wireless connectivity to rack equipment or LED tiles is prohibited
Performance:
Stacked resolution: 4500 x 1080 (width x height) minimum
Brightness: 800 NITS minimum
Contrast Ratio: 2500:1 minimum
Refresh Rate: 1440 Hz minimum
Display Colors: 16 bit (281 trillion)
Horizontal Viewing angle: 140° minimum
Vertical Viewing angle: 140° minimum
LED Packaging: 3 in 1 LED type (1R1G1B)
LED life of 100,000 hours to half brightness
Shall include 5% sparing of LED modules
Color/brightness: replacement modules shall match existing tiles automatically (for at least the first 5 years after installation)
Redundancy
Data path redundancy is planned; in the event a tile becomes non-operational, the sequential tiles in the daisy chain shall not lose their image.
The redundant sending unit (or secondary sending unit), shall not require additional video input from the video source but shall receive required video stream data from the primary sending unit.

Physical Characteristics
Dimensions:
Overall Tile Canvas Width: the video display shall not exceed 60 FT, shall not occupy less than 59 FT
Overall Tile Canvas Height: the video display shall not exceed 14 FT 10 in, shall not occupy less than

Overall Tile Canvas Weight: the total weight of the LED Tile system shall not exceed 5000 lbs
Tile Stacking Height capacity: minimum 15 FT. Individual LED tiles shall be able to interlock with adjacent tiles using cam locks or magnets
Installation Option: Hanging
Power and Heat:
Input: 110 VAC, Line to Neutral or 208 VAC, Line to Line
Max current draw per panel daisy chain: 20A
Power draw, on average, shall not exceed 60-70% of maximum
Tile canvas shall not exceed 30 x 20A circuits.
Necessary interconnect power and data cables shall be included with the display system
Heat output: shall not exceed 150,000 BTU/hr
Serviceability
Rear-only serviceability: tile modules, circuitry, and power supply shall be rear serviceable
