1.0 INTRODUCTION
The Naval Surface Warfare Center (NSWC), Corona Division, Performance Assessment Department, Code PA44 requires Pre-Exit Telemetry Retransmission Amplifier (PETRA) used in the field and by the fleet.
2.0 BACKGROUND
The NSWC Telemetry Systems Branch (PA44) facility at Corona has a requirement to support the fleet.
The PETRAs now in use by the fleet have become difficult and costly to repair with most being over 20 years old. The units have become unreliable due to age. NSWC activities are in need of a replacement PETRA that will: allow for improved field maintenance and support; handle both existing and new fleet workload; and eliminate the current field support deficiencies .In order to meet this requirement, PA44 requires the item listed in the Specifications.
3.0 SPECIFICATIONS
3.1 Systems Engineering.
3.1.1 Design. The Contractor shall provide the necessary adapters, cables and ancillary equipment required to interface the PETRA during the various testing phases of this contract. The tests must be designed to meet all the requirements of the attached Technical Specifications. A list of required equipment/adapters “to be interfaced with the PETRA during normal field use” is included in Technical Specification. The finished product (PETRA ready for shipment) should include any adapters, cables, manuals, software and ancillary equipment required to interface the PETRA during normal field use.
Commercial items should be used where possible. See following detailed specifications:

3.1.3 Technical Review. Before contract is awarded a technical review of every proposal is required by the Technical POC. After a technical review has been performed, and a vendor has been presumed capable of fulfilling requirements, a plant survey is required to ensure that vendor is capable of meeting technical requirements.
3.1.4 Preliminary Design Review (CDRL E001). The contractor shall schedule a Preliminary Design Review (PDR) meeting within 60 days after contract award. A PDR agenda shall be sent out 10 days prior to the scheduled meeting. A pre-production/production milestone plan shall be presented/discussed at the meeting along with a Design Review Summary Report, which provides a summary overview of major components, proposed changes, proposed performance/reliability, control software/firmware, proposed built-in diagnostics and a supportability overview.
3.2 Progress/Status Report (CDRL E002)
3.2.1 A Progress/Status Report is required every 90 days starting 90 days after the PDR is held. This report will show progress toward Pre-Production and Production milestone goals and objectives.
3.2.2 Communications. The Contractor shall establish a communications procedure to report the status of key events, problems and achieved milestones as they occur rather than rely solely on the various scheduled periodic reviews/reports.

3.4 Management. The Contractor shall manage and control the PETRA program in accordance with the following documents:
Preliminary Design Review (CDRL E001) Progress/Status Report (CDRL E002)

The test plan shall be provided in the contractor’s format. The test plan shall include summary descriptions of all tests, test data sheets, lists of test equipment, accessories, and test fixtures required for each test and be easily referable to the detailed test procedure. Data for proof of 85% (or better) end of period reliability is required. Previous certification reports or test data to prove end of period reliability for same or similar instruments is acceptable. Items which are not verifiable through test should be verified through design analysis and similarity. The government will review and comment on the Test Plan, and approve, conditional approve or disapprove within thirty (30) days. The contractor has 30 days to resubmit if rejected. Additional review/submit process will be performed if required. 30 day response times are again.

3.5.2 Contractors Facility Testing. The contractor shall perform testing on the pre-production unit in accordance with the government approved pre-production test plan. The contractor shall notify the government of the date of the testing 14 days prior to occurrence, so that government personnel may witness the testing. Government representatives must be present for all testing at the contractor’s facility.
Notification of contractor facility testing shall be given to:
Naval Surface Warfare Center, Corona Division 1999 4th Street, B502 Norco, CA. 92878-5000

The notice of conditional approval or approval shall not relieve the contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the contractor. A notice of disapproval shall cite reasons for the disapproval.
3.6 Pre-Production/Production Technical Manual (CDRL T001). A pre-production technical manual shall be submitted for government review 180 days after contract award. Note that the pre-production manual may be in the form of a commercial manual with change sheets or marked up pages. Marked up pages and/or change sheets must be legible and organized for ease of use. Pre-Production Technical Manual shall also be included with the pre-production units when presented for pre-production test. Initial submission shall be 30 days prior to the delivery of the first production unit. The Government will review, comment and approve or disapprove within twenty (30) days. The contractor has 30 days to resubmit if rejected. The final production manual shall be in accordance with every production unit

This manual will support the operation and maintenance of the unit throughout its service life. The manual shall provide information in a clear concise, unambiguous manner. The printed copy shall be consistent high quality, clarity and permanence throughout the manual in accordance with MIL-M-7298. The pages and binding shall be of such durability to be useable throughout the normal life of the item. For format, layout and organization of the manual, MIL-M-24100 is recommended.
3.7 Production Unit.

4.0 WARRANTY
4.1 Warranty Sticker. A warranty sticker will be affixed to the PETRA unit. The sticker will include a warranty start date and warranty end date.
4.2 Warranty Turn-Around Times (TAT). The contractor shall make every effort to expedite in-warranty and out of warranty repairs by insuring parts availability. This is particularly important for long lead-time items. The desired average turnaround time should be approximately 4 weeks from the time the unit is received by the company.
5.0 TRANSITION PLAN/EXIT CRITERIA
In the event that the contractor elects to discontinue warranty and repair support, they shall provide the Government a minimum of 6 months advance notice. The contractor and government will develop a joint transition plan for transition to an organic or other commercial source of support. During this period the contractor shall continue to perform to the contract, and assist in the transition (NOTE: Contractor obligation shall be until the end of the warranty terms). Should the parties fail to reach agreement, the contractor shall perform as directed by the PCO, and the decision shall be subject to the disputes clause.
6.0 PACKAGING, HANDLING, STORAGE AND TRANSPORTATION
The Contractor shall ship and pack the PETRA and any spare/repair parts using the best commercial practices and ship by any approved traceable conventional mode of transportation. Handling of the PETRA is not expected to pose any unusual problems. The Contractor shall ensure that the unit is secured; taking care that displays, buttons, and switches are protected.
