Statement of Work (SOW)

11 Meter Willard Rigid Hull Inflatable Boat (RHIB) Operator Course Technical Training Support Services

Part A: RHIB Basic Operations & Maintenance Course (3 Weeks)

Part B: Littoral Combat Ship (LCS) Differences, Proficiency and Personal Qualification

Standards (PQS) Course (5 Days)

PART A - RHIB Basic Operations & Maintenance Course (3 weeks)

1.0 Scope

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), California performs as the In- Service Engineering Agent (ISEA) for many combat weapon and support systems and as such, is required to provide engineering and logistics services to the Fleet.

The requirements under this procurement will support the Littoral & Strike Warfare Department (Unmanned and Small Combatant) in providing Technical Training Support Services on an interim basis for the Littoral Combat Ship (LCS) Class. Specifically these services shall be to conduct a three-week (15 training days) 11-Meter Willard Rigid Hull Inflatable Boat (RHIB) Operator training course.

As the LCS Mission Package matures it undergoes changes, and therefore the exact configuration of the 11-Meter Willard RHIBs may change during the course of this requirement, thus requiring the contracted support to be flexible with the training asset(s) provided. The Government will notify the contractor of any RHIB engineering or operational modifications or potential changes no later than 30 working days prior to the anticipated training dates. The Government will also notify the contractor no later than 30 working days prior to the anticipated training dates if the training will be cancelled, or if there is a change to the training dates established in section 4.1 below.

3.0 Requirements

3.1 Course of Instruction (COI) – The contractor shall conduct the three-week 11-Meter Willard RHIB Operator Curriculum Outline of Instruction (COI) for designated Mission Module crews. This course will support the overall training pipeline for Mission Package Maritime Security Module Detachments. Students will train on the 11-Meter Willard RHIB for mission operations, and unit level operational maintenance.

The Curriculum Outline of Instruction shall adhere to the following guidelines: present a clear understanding of the requirements; time sensitivity; degree of detail required; complexity of the tasks and subtasks; classroom Instructor Lead Training (ILT), and practical application - pier side training and underway environments. 3.2 Deliverables. The contractor shall provide an Instructor Planning Document, Student Guides, supporting media presentations, the Testing Plan and Materials and a final Post Training Operations report. All curriculum materials for baseline courses must be submitted for review and approval 100 days prior to the anticipated training dates established in Section 4.0.

The ‘Post Training Report and Operations Report’ shall be developed and delivered within three

(3) weeks after completion of course. The report shall include the following items:

1. Course data information – dates, location, and instructors

2. Summary of the course events

3. Key Statistics from the class – PQS sections covered by percentage, and any issues

4. Mission data – hours underway, nautical miles traveled, number of times refueled, fuel used, fuel cost, and any issues

5. Student roster (including rate/rank and command)– and any attendance issues

6. Practical application hours trained

7. Course Master Schedule and/or course planning

8. Course Testing Data Analysis

9. Lessons Learned

10. End of Course Critique (EOCC) data – provide copies

11. A list (if any) curriculum issues and redline adjudication level of effort for corrections needed.

3.3 Class loads. Class load is a maximum of 12 students, with a minimum of six (6) students required to hold the class.

3.4 Safety. All applicable safety requirements (noted in Section 2.0) shall be adhered to during preparation for conduct of the training. Additionally the contractor shall know the following:

1. Local and/or command SOPs

2. Local and/or command engineering practices

Publications will be provided if needed.

3.5 Instructors’ Education and Qualifications. The government retains the option to request and review the instructor qualifications.

SENIOR or LEAD INSTRUCTOR:

1. The Senior/Lead Instructor must possess a valid USCG Near Coastal Masters License of 100 Gross Tons or greater

ALL INSTRUCTORS:

1. Boat Captain qualified for the 11-Meter Willard RHIB and/or Naval Special Warfare (NSW) 11M RHIB qualified.

2. Boat Coxswain qualified for the 11-Meter Willard RHIB by the US Navy or Coast Guard.

3. Served in a training department of an active duty or reserve US Navy or US Coast Guard command. Instructors will interact with military ranks from E-1 to O-6, and shall maintain the class room using a military system.

4. Possession of a valid US Coast Guard Masters License - A 25 Ton Masters License with a near coastal endorsement.

5. Navy NEC 9502 or 805A instructor qualification.

6. Normal color vision (must not be color blind).

7. Physically capable of standing for prolonged periods on small boats, while wearing 20 lbs. of flotation, communications, and other gear.

8. Physically capable of climbing Jacob ladders while wearing flotation gear.

9. Capable of working on an open deck 11-Meter Willard RHIB in all weather.

10. Meet US Navy 1st Class swimmer requirements per CNET Inst. P 1552/16

11. Pass a security background check (National Crime Information Center).

12. Eligible for, or hold a, valid SECRET clearance.

13. Successfully complete Drug Screen (5-panel DOT).

14. Possess current CPR/1st Aid Certifications (American Red Cross/American Heart

Association).

15. Received training for, and participated in, Launch Handling and Recovery System operations for the: Freedom variant 1 Water Maneuvering Zone (WMZ) Stern Ramp, and the Independence variant 2 Twin Boom Extension Crane (TBEC).

16. Must have a valid state driver’s license.

17. Background in the creation and delivery of Concept of Operations (CONOPs) briefing to staff level officers and Government Specialist (GS) personnel.

18. 11-Meter Willard RHIB troubleshooting knowledge, skills, and abilities.

4.0 Training Dates

4.2 Planning. The contractor shall participate in three (3) 30-minute planning meetings (via conference call) with the Government prior to each course. The meetings will be planned and lead by NSWC PHD. These planning meetings will be held at 60 days, 30 days and 15 days prior to the class start date.

4.3 Changes and Cancellations.

1. The training dates and locations are estimations only, and are dependent upon student availability. Training will be canceled if the minimum number of students (6) to safely hold the class is not met.

2. Training dates may also change due to training and fleet asset availability, or other unforeseen events.

3. Surge classes are listed in the event that Fleet Demand and Requirements change. These Training dates will be discussed with the contractor to best fit Fleet training needs.

4. If class start/stop dates cannot be changed, the class training event will be removed from the schedule.

5. Coordination with the contracted instructors and the Government SUW Training Lead, located at Port Hueneme, is required.

6. Any cancellation notification will be provided by the Government 30 days prior to listed class convening date.

5.0 Place of Performance

5.1 Training shall be performed in/around the LCS homeports of Naval Amphibious Base (NAB)

Coronado in San Diego CA, or Naval Base Mayport FL, to include local harbors/bays/ocean, and onboard ship or other facilities identified by the Government. Meetings, curriculum reviews, curriculum development and course preparation may be performed at the contractor’s facility.

5.2 Classroom portions of the course shall be taught in-person at Government-designated commands located in the respective places of training performance. The Government will reserve space in third party commands for the classroom portions of the course. The contractor shall follow all procedures set forth by the Government with regards to state of the classroom and cleanliness on turnover.

6.0 Security

6.1 Navy Base access will be required. Naval Station Mayport, and Naval Station San Diego Base

Pass and Security Offices will assist members with base access.

6.2 Access to classified material is not required and classified material will not be generated for this course of instruction. Access to classified or controlled buildings will not be required for instruction.

6.3 Ship access may be required. If working operations with a ship underway, or pier side ship, access assistance will be provided.

7.0 Inspection and Acceptance

7.1 Inspection and acceptance review(s) will be performed by NSWC PHD, L50 Department.

1. NSWC PHD may visit/audit the course during the course offering. PHD will notify the course Lead Instructor of intended dates of visit.

2. NSWC PHD and other Navy Subject Matter Experts (SME) will review, approve and accept the following deliverables:

a) Instructor Planning Document

b) Student Guide

c) Testing Plan/Testing Materials

d) Post Training Operations Report

8.0 Training Support Equipment

1. RHIBs.

a) RHIBs are maintained and stored at the Mission Package Support Facilities (MPSF), Mission Module Readiness Centers (MMRC). Two (2) 11M Willard RHIBs will be provided by the Government on the first (or second) day of training. The class will be provided one (1) MK3 and one (1) MK4 RHIB. The MMRCs will obtain the RHIBs from storage and launch them for the class.

b) Checkout procedures shall be in accordance with references noted in Section 2. The senior military member enrolled in the class will sign for the craft at the MMRC. The contracted instructors shall command the craft during the training period and maintain responsibility for the safe handling and condition of the vessels throughout the course.

c) The Government will provide the requirements for returning the RHIB to the MMRC at the end of training.

2. Fuel.

a) RHIB fueling operations will be performed during the course by the Contractor. The contracted instructors shall supervise and provide fueling operations training in accordance with references noted in Section 2. Fuel costs shall be included in the contractor’s proposal.

3. Emergency Repair and Maintenance of RHIBs.

a) The Government will provide the contractor a tool kit for performing training as well as emergent repairs on the craft during the course and minor maintenance as may be required for training instruction.

4. Personal Protective Equipment (PPE). The Contractor is not required to provide PPE.

The Government will issue students some PPE for use during the training, and will instruct students to bring additional personal PPE items and wet weather gear. PPE items shall be returned to the MMRC

5. Safety and survival items. The Government will issue two way radios, binoculars, and portable Global Positioning System (GPS) for use during training. Items shall be returned to the MMRC

PART B

LCS Differences, Proficiency and Personal Qualification Standards (PQS) Course (5 Days)

1.0 Scope

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California performs as the In-Service Engineering Agent (ISEA) for many combat weapon and support systems and as such, is required to provide engineering and logistics services to the Fleet.

The requirements under this procurement will support the Littoral & Strike Warfare Department (Unmanned and Small Combatant) in providing Technical Training Support Services on a “surge” basis for the Littoral Combat Ship (LCS) Class. Specifically these services shall be to conduct a 5-day 11- Meter Willard Rigid Hull Inflatable Boat (RHIB) Operator proficiency course.

For reference, a “Surge” is a tentative course offering. Offering will be driven by fleet demand following the plan laid out in this SOW.

2.0 Background

As of the writing of this SOW a Learning Center under Naval Educations and Training Command (NETC), is developing an 11-Meter RHIB course. The assumption is LCS Coxswain will attend this new course, and then would need to learn the unique differences for operating an 11 Meter RHIB in and around the Freedom and Independence class variants. Additionally, this course will serve to provide individual coxswain proficiency before deploying.

The services requested - Conduct an 11-Meter Willard Rigid Hull Inflatable Boat (RHIB) Operator Proficiency and Differences course specifically targeted to strengthen coxswain confidence and Knowledge, Skills, and Abilities (KSAs) for operating in and around the Freedom and Independence LCS variants.

The exact configuration of the 11-Meter Willard RHIBs may change during the course of this requirement, thus requiring the contracted support to be flexible with the training asset(s) provided. The Government will notify the contractor of any RHIB engineering or operational modifications or potential changes no later than 30 working days prior to the anticipated training dates. Students will gain coxswain proficiency training for operational missions while continuing through their Personal Qualification Standards (PQS).

3.3 Class loads. Class load will have a maximum of six (6) students per RHIB, with a minimum of three (3) students required to hold the course. A student to instructor ratio of 3:1 shall me maintained.

3.4 Safety. All applicable safety requirements (Section 2.0) shall be adhered to during preparation for conduct of the training. Additionally the contractor shall know the following:

1. Local and/or command SOP

2. Local and/or command engineering practices

3.5 Instructor Education and Qualifications are identical to those required in Part A, Section 3.4.

4.0 Training Dates

4.1 The contractor shall use the planned training course dates in the table below. A surge class is a

“planned” class and not under contract until requested. Each class will be initiated per fleet demand, and are anticipated to follow the 3-Week Operation & Maintenance courses.

4.2 Planning. The contractor shall participate in three (3) 30 minute planning meetings via Conference call with the Government prior to each start date. The Government will plan and host these meetings. The first meeting will be scheduled 60 days prior to class start date.

4.3 Changes and Cancellations

Change and cancelation policy is identical to Part A, Section 4.3 except that the minimum number of students required is three (3).

5.0 Place of Performance

Place of performance requirements are identical to Part A, Section 5.0.

6.0 Security

Security requirements are identical to Part A, Section 6.0.

7.0 Inspection and Acceptance

Inspection and acceptance requirements are identical to Part A, Section 7.0

8.0 Training Support Equipment

Training support equipment requirements are identical to Part A, Section 8.0.
