Self Defense Test Ship (SDTS) and Test Facility Support:

Jet Aircraft w/EW Pod and Propeller Aircraft, with GPS/NDGPS

SSDS MK 2 Mod 5C (ET12), and SeaRAM MK 15 Mod 31 LCS-2 Variant (ET11B) Tracking Exercise (TRKEX) Support

STATEMENT OF WORK

1.

INTRODUCTION

NAVSEA Port Hueneme NSWC PHD has been tasked by PEO IWS to establish, operate and maintain the Self Defense Test Ship (SDTS) Facility comprised of the SDTS, permanently installed Combat and Weapon Systems and Test Ship Remote Control Network (TSRCN) with its primary equipment and operations located in the Remote Control Center (RCC) within the Surface Warfare Engineering Facility (SWEF) PHD Bldg. 1384. The TSRCN provides for the remote control of the SDTS’ navigation while underway during Test and Evaluation Project events and includes the remote control of the installed combat, weapon and sensor systems in the SDTS. Part of T&E Project event support operations utilizing the Self Defense Test Ship Facility are tracking exercises (TRKEX) requiring controllable manned aircraft sorties operating with pre-scripted flight scenarios and on-board ground truth (Time Space-Position Information - TSPI) data collection equipment. This task provides for TRKEX support services including specific manned jet and propeller driven aircraft with Electronic Warfare (EW) Pod and NEMESIS Differential Global Positioning System (NDGPS) equipment capability. This task further provides helicopter transport services during TRKEX events for support personnel and data transfer. The intended TRKEXs will support general SDTS/TSRCS pier side testing during the 2nd quarter of FY17 and SSDS MK2 Mod 5C – ET12 and LCS-2 Variant SeaRam ET11B Test and Evaluation (T&E) events scheduled for the 2nd and 3rd quarters of FY 17.

2.

SCOPE

This task requires a total of eight (8) manned aircraft sorties for tracking exercise (TRKEX) events. TRKEX events will take place on both the east and west coasts. TRKEX events include seven (7) Low Velocity Air Target (LVAT) manned aircraft sorties and one (1) jet aircraft sortie configured with an EW POD. These events will support Ship Self Defense System (SSDS) and SeaRAM Test and Evaluation programs and Test Ship Remote Control System (TSRCS) operational performance maintenance activities.

Five of the eight total sorties are required to be configured with and utilize active NDGPS for positive aircraft control during TRKEXs and to collect Time Space Position Information (TSPI) data. Three sorties require the collection and delivery of passive GPS TSPI data.

Technical and engineering support is required for individual test sortie planning and coordination, NDGPS/GPS equipment installation, set up, operational verification/check on sortie aircraft, post test equipment de-installation, and posttest TSPI data download, compilation and delivery. Support will also be provided through planning meeting participation for future test sortie technical requirements determination, target aircraft options and cost factor identification.

5.2.1 Aircraft proposed for use during the accomplishment of TRKEX support described herein shall be in compliance with applicable NAVAIR 13034.1D requirements regarding flight clearances for aircraft and equipment carried/operated. Public Aircraft Operation (PAO) designation will be requested not less than three (3) weeks prior to scheduled TRKEX operations requiring the designation (e.g., EW POD carry/operation). The following documentation (copies) will be required.

5.2.2 Pilot license (certificates) for pilot/co-pilot who will be flying the support missions. A minimum of Commercial license/certificate is required.

5.2.3 Medical Certificates (current) for pilot/co-pilot who will be flying the support missions.

5.2.4 Aircraft Registration and Air Worthiness Certificates for the aircraft that will be utilized during the support missions.

5.3. Provide one (1) twin engine propeller driven aircraft for low speed TRKEXs (2 each) capable of 200 KIAS and 4.0 hour on-station time. Aircraft will be equipped with UHF voice communication radios, TACAN, and passive GPS for TSPI data collection/download. TRKEXs will be conducted in the vicinity of Norfolk Naval Shipyard (1), and Wallops Island, VA (1).

5.4. Provide one (1) twin engine propeller driven aircraft for low speed TRKEXs (2 each) capable of 200 KIAS and 4.0 hour on-station time. Aircraft will be equipped with UHF voice communication radios, TACAN, and NDGPS. TRKEXs will be conducted with the SDTS off range in the vicinity of Santa Barbara Island, CA.
