Performance Work Statement (PWS)
Behavioral Interviewing Expert for NCIS Training
PURPOSE
The purpose of this Performance Work Statement (PWS) is to obtain contractor support for conducting specialized interview training, focusing on behavioral information collection and techniques, which have been shown to be required for assessing the potential violence and/or national security risk a person of concern, may pose.
BACKGROUND
The Naval Criminal Investigative Service (NCIS) is the federal law enforcement agency charged with conducting investigations of felony-level offenses affecting the Navy and Marine Corps.
NCIS is comprised of approximately 2,000 personnel in over 40 countries around the globe. The organization is roughly 90% civilian, and its cadre of federal agents, about half its total personnel, is 98% civilian. Criminal investigation is at the foundation of virtually all the organization does, but the NCIS mission is broad, “Prevent Terrorism, Protect Secrets, and Reduce Crime.” A portion of the NCIS mission encompasses conducting proactive efforts aimed at threat mitigation, intervention and prevention involving Department of Navy (DoN) personnel, facilities and assets.
DESCRIPTION OF SERVICES
The Naval Criminal Investigative Service (NCIS) requires contract instructional services to conduct seven (7) hours of specialized behavioral and protective intelligence/threat assessment interview training to enhance NCIS’ ability to more effectively and efficiently gather the relevant information required for analyzing and managing potential threats. Training shall be presented at the Federal Law Enforcement Training Center (FLETC) located in Charleston, SC.
Specifically this seven (7) hour block of training will focus on interview tactics, information elicitation and behavioral aspects of interviewing through lectures, interactive simulated case studies, social media site and contractor provided videotaped interview to be used in practical exercises. This specific block of instruction shall cover concepts related to threat assessment and management principles in the context of extracting information during interviews in order to ascertain the level of concern the interviewee may pose for violence and/or a national security risk. Instruction shall be provided on how to conduct challenging interviews of individuals who may pose a violence and/or national security threat. This training shall provide students with hands-on practical experience, offering the opportunity to enhance the ability to established rapport, navigate a difficult interview of a person of concern and how to successfully obtain critical information that will allow better assessment of the situation.
Each case study shall be designed to deepen interest of interviewing techniques and the process of conducting threat assessment investigations. Each case study shall incorporate the psychodynamics of a specific mental illness/disorder, situations involving domestic violence/stalking, homicidal ideations related to workplace violence and a direction of interest to a DON asset, but shall also be adjusted during the action to meet the appropriate skill level of the interviewing teams. The contractor will use an interactive behavioral simulation method, for use with law enforcement, to emphasize and integrate complex threat assessment and protective intelligence concepts as well as newly acquired skills.
GENERAL DUTIES AND RESPONSIBILITIES
The contractor shall provide one (1) qualified interviewing expert and one (1) role-player for the
Protective Intelligence/Threat Assessment Simulations & Practical Exercise Course. Contractor shall provide for advance preparations of the course and shall develop a social media site, videotape interviews of actors portraying witnesses to be used with the interactive simulated case studies. The speaker will also present a one (1) hour lecture covering behavioral aspects of interviewing and devise and execute three (3) separate behaviorally interactive simulated case studies, including the video at least once during the one day course. The contractor will submit draft Case Simulation Outline (for each Simulation) to NCIS within ten (10) days of contract award and the final outline for each to NCIS within five (5) days of contract award. The contractor will submit draft Case Simulation Scripts to NCIS within ten (10) days of contract award and the final Case Simulation Scripts within five (5) days of contract award. Within ten
(10) days of the contract award, the contractor will also provide NCIS any video-taped role player interviews as well as any social media pages that were created for the case simulations.
The Case Simulations (outlines and scripts) must be approved by the Program Manager of the
TMT Program. These Case Simulations will become the property of the US Government when approved. Contractor will also submit to NCIS the PowerPoint content within ten (10) days of contract award. Five (5) days prior to the training, the contractor will provide the names of their instructor to facilitate access to FLETC Charleston, SC.
SPECIFIC REQUIREMENTS AND QUALIFICATIONS
The contractor shall be responsible for arranging off-site billeting and subsistence for their employees. All transportation, billeting, per diem, and incidental expenses will be calculated and included within the contractor’s price.
The contractor shall provide one experienced Instructor and one role player. This instructor shall have 10 or more years conducting training related to behavioral interviewing techniques and 10 years of experience teaching federal law enforcement agents the concepts of protective intelligence and the behavioral analysis approach to threat/person of concern investigations using interactive behavioral simulations to include the psychodrama theory. The contractor shall have previous experience presenting training at federal law enforcement training venues and have over a 10 year work history of providing training, consulting and classroom instructions related to the class topic of interviewing techniques. Additionally, the Instructor shall have at least 10 years of experience interviewing severely mentally ill individuals in a law enforcement environment. The instructor shall have knowledge of general law enforcement investigations related to threat assessment and protective intelligence. The role player shall also have more than 10 years of experience participating in live behavioral simulations used to train law enforcement agents. Additionally, the role player shall have received at least 300 hours of psychodrama training from a board certified Trainer, Educator and Practitioner (TEP).
AUDIENCE
The class will be comprised of approximately twenty-four (24) NCIS personnel to include special agents, investigators and analysts.
CONTRACTOR TIME AND SECURITY REQUIREMENTS
The contractor will provide documentation of employment eligibility, individual identification as required to facilitate installation access at FLETC Charleston, SC. All personnel must be U.S.
Citizens. NCIS will assist the contractor in obtaining installation access. Contractor must supply full name to the Threat Management Training (TMT) Program Manager (SA Sarah Griffin) at least five (5) business days prior to arrival. Her contact phone numbers are 571-305-9784 and

Upon award of the contract, and NLT 14 calendar days prior to the start of training, NCIS will contact the contractor regarding the upcoming threat interviewing training. The contractor will report to the NCIS TMT Program Manager no later than 7:45am on June 14, 2018. The contractor with will need to allow approximately forty-five (45) minutes to enter through security and gain access to FLETC Charleston. The contractor will need to provide at least seven
(7) hours of instruction. The instructional day will not run over the normal eight (8) hour block of instruction.
COURSE MATERIALS
The contractor will not be providing any printed materials for this course.
COURSE OBJECTIVES
The goals of the course will include the following.
1. Students will become familiar with the different behavioral characteristics and psychological aspects inherent in threat related investigations. This knowledge will be at an advanced level.
2. Students will enhance their interview skills and methods, by learning how to develop approach tactics and interview strategies aimed specifically at eliciting the type of behavioral information that is necessary for a viable assessment.
3. Students will be afforded the opportunity to personally gain practical interview experience through the use of case simulations, which are similar to investigations worked in the field setting. Additionally, the practical exercises conducted in the course allow real time audience participation, creating yet another avenue for learning through the observations of others.
INSPECTION AND ACCEPTANCE CRITERIA
Final inspection and acceptance of all work performed shall be performed at the place of delivery. Measurable standards are:
(1) Did the contractor provide the lesson plan/training outline, applicable power point presentations and handouts on time?
(2) Did the instructor arrive on time?
(3) Did the instructor meet the qualifications set forth in this contract?
(4) Did the class instructor execute the lesson plan/training outline as approved by the
Advance Training Program Supervisor, in a clear, concise and professional manner?
NCIS will validate and approve all goods and services reflected on invoices submitted by the contractor.
