STATEMENT OF WORK (SOW)
ENVS-T-AGS SHIPBOARD WEATHER STATION
(Revision 4, 4 December 2007)
TECHNICAL SPECIFICATIONS AND REQUIREMENTS (S&R)
TAGS 60 LIFE CYCLE REPLACEMENT (LCR) OF ENVS-XBT DECK LAUNCHERS & TEST DEVICES
1.0 Scope:
This is a multiyear purchase requisition package for the LCR of the existing Lockheed Martin Sippican (LMS) Model LM2A XBT Deck Launchers on all USNS TAGS-60 Class Military Survey Ships. The Deck Launchers are a sub-part of the LMS MK21-Ethernet XBT Data Acquisition (DAQ) Recorder and Launcher System. The XBT Launchers must meet form-fit-function and backward compatibility with: the existing system, the existing LS1SMU-5 Ship Cables; Navy termination boxes, and the expendable XBT, XSV, and XCTD Sensor Probes. The entire Shipboard System must meet the Navy ElectroMagnetic Compatibility (EMC) requirements as well as meeting Coast Guard and ABS requirements for installation and use aboard a military survey ship which is not an issue as long as the existing system is replaced with the same manufacturer model numbers. Each XBT Deck Launcher will come with the specified XBT Test Device.
2.0 Background:
Lockheed Martin Sippican (LMS) made its mark revolutionizing the Underway Expendable Physical Oceanography Measurement System with the cooperation effort of the United States Navy for the past seven (7) Decades. The main goal today is to provide the US Navy with a system that could acquire and process physical oceanographic data used for Anti-Submarine Warfare (ASW) operations on both surface ships and submarines. It has always been a navy mission requirement to collect XBT and CTD data without stopping the ship while deploying expendable non-retrievable sensor probes. The sensor probes measures temperature, conductivity, sound velocity, and depth parameters. The analog data is transmitted to the Ethernet Data Acquisition (DAQ) Recorder system that in-turn transmits the Ethernet data to the ENVS-Physical Oceanography Acquisition and Processing workstations. Once the XBT data is compared to other CTD Sensor Data and GDEM (Historical Oceanographic Database), and processed in real time, sound velocity profiles are created and transmitted to a central ship server that provides sound velocity corrections to the various sonars aboard ships and HSLs that acquire Bathymetry (Ocean Floor Mapping) data. The server transmits the raw and processed data back to the Naval Oceanographic Office for further Analysis, Filtering, and Data Ingest that is provided to other naval and coast guard ships in the same oceans and seas for their sound velocity corrections.
3.0 Manufacturer Specifications:
3.1 Refer to Lockheed Martin Sippican, LM-2A XBT Deck Launcher Installation Drawing No. 352363 Sheets 1 and 2, dated 16 July 2015 for all specifications and manufacturer requirements.
3.2 LMS XBT Test Device is LMS Part Number 301040-1. It provides a simulated 1.500 degrees Celsius plus or minus 0.100 degrees Celsius tolerance signal to the simulation test on the ENVS-Physical Oceanography Workstations. The XBT test device is used prior to each deployment to system test the entire system equipment and cabling and program. It is used in the event of any system problems to assist in troubleshooting.
4.0 Government Requirements:
4.1 The overall requirement is for eighteen (18) LMS Model LM-2A Deck Launchers with twenty five (25) feet of shipboard LS1MU-5 assembled to each launcher, and eighteen (18) LMS XBT Test Devices PN 301040-1 over the full term of the contract. They shall be provided via one (1) base year plus two (2) option years as quantities of six each as per the delivery schedule in paragraph 5.0. Each year the contractor shall provide:
4.1.1 Six (6) LMS Model LM-2A Deck Launchers with twenty five (25) feet of shipboard low smoke cable LS1MU-5 or equivalent assembled to each Launcher and open ended for later interfacing to the existing shipboard termination boxes.
4.1.2 Six (6) LMS XBT Test Devices PN 301040-1.
4.2 The LMS Deck Launcher and XBT Test Device must meet the form-fit-function and backward compatibility with the existing Sippican Model LM-2A Deck Launchers and existing LMS MK21-Ethernet Data Acquisition Recorders (DAQ).
4.3 The deck launchers shall be primed, painted, and lubricated the same as the existing deck launchers and per the manufacturer specifications. They shall not require any additional preventive maintenance by the government upon delivery.
4.4 The government requires each delivery order shown in the attached schedule to be delivered no later than 8 weeks after award and notification by the government. The first delivery order is mission critical and must be met due to the ship overhaul period and lead time for inspection test and acceptance. The delivery orders are spread out by ship quantity and ease for the contractor to provide us with what is needed in time.
4.5 The Contractor shall provide one (1) Hard Copy Installation, Maintenance, and Operations manual for each Deck Launcher.
4.6 The Contractor shall provide one (1) Hard Copy Installation, Maintenance, and Operations manual for each XBT Test Device.
4.7 The contractor shall email their latest manuals as pdf copies of the manuals in the preceding paragraphs to the technical POC name on this contract.
4.8 When Packing Equipment for shipping, the contractor shall provide packing list and government contract delivery order documents inside and outside each shipping container.
4.9 The Contractor shall contact the NAVOCEANO Transportation Officer Specialist when equipment is ready to ship via GBL.
4.10 The Government shall perform inspection, test, and acceptance upon receipt of equipment at their Engineering Quality Assurance Laboratory and ISS60/PHYSO SIL.
4.11 Inspection, Test, and Acceptance shall be done via the government.
4.12 The contractor is responsible for submitting invoices into the government WAWF Accounting System when equipment is shipped so they can be processed in the most efficient manner.
