SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS 1

Question 1: On Solicitation, page 79, under “Offeror’s Questions”, it states “[t]he offeror’s questions shall be sent via email to the assigned Contract Specialists using RFP attachment J-2.” J-2 is an attachment referencing DD254.

Did the Government mean to reference J-3 Request for Specification Clarification Form?

Answer 1: Yes, change reference to read “J-3” vice ”J-2”

Question 2: Question as to Solicitation, page 25, Section 2.0 Applicable References/Documents. Please explain the reference to the Joint Fleet Maintenance Manual? We are unable to find a specific reference to “NAVSEA B&M

BMP” as part of the Joint Fleet Maintenance Manual.

Answer 2: Reference to Joint Fleet Maintenance Manual does not apply and is hereby deleted as an applicable reference.

Question 3: On Solicitation, page 26, Section 3.1.3, it states that the requirement is to accomplish deep cleaning, repairs and assessment. Please provide historical data relative to labor hours associated with assessments, repairs, and unique rekeying requirements to assist in pricing.

Answer 3: No information available relative to labor hours associated with assessments, repairs, and unique rekeying requirements to assist in pricing.

Question 4: On Solicitation, page 77, Section 4.0 Technical Capability Statement Format, the page count is limited to thirty (30) pages. Will the government make allowance for a transition plan and increase the allowable page count by five pages for its inclusion?

Answer 4: No, the page count limit remains thirty (30) pages.

Question 5: Is specific workforce training and/or a training plan required?

Answer 5: See Solicitation, page 78, sub factor (B2)

Question 6: On Solicitation page 78, Subfactor B: Manpower Resources (B3), will the government please provide examples of emergent requirements expected to be encountered during performance of the contract?

Answer 6: Ability to support all Area of Responsibility (AOR) due to schedule changes.

Question 7: Solicitation, page 78, Subfactor - Manpower Resources, (B1) requests information of personnel qualifications. Are specific qualifications required for performance of the work described in the Solicitation, such as

Personnel Qualifications Standards (PQS) or Job Qualification Requirements (JQR)?

Answer 7: There are no specific qualifications required for performance of work described in the

Solicitation.

Question 8: On Solicitation, page 78, based upon the requirements of Subfactor B: Manpower Resources (B1), is a staffing plan required?”

Answer 8: Per Section “Subfactor B: Manpower Resources”, there’s no requirement for a “staffing plan”, however, Offerors shall provide information per Section “Subfactor B:Manpower Resources.

Question 9: The Solicitation references several NAVSEA Standard Items (NSI) (009-04, 009-19, 009-39, 009-41, 009-42 and 009-69) but does not indicate which fiscal year NSI applies. Will the government please provide the desired fiscal year NSI’s that apply? FY16 has three current versions: FY16, FY16 CH1 and FY16 CH2.

Answer 9: FY16 NSI CH1 applies.

Question 10: On Solicitation, page 27, Section C.4.1, fifth bullet, requires a 3M System to be in-place for the barges to coordinate PMS work with the barge code Managers. (a) What PMS checks are required on the barges? (b) Are

Maintenance Requirement Cards (MRCs) and the latest Force Revision Notice (FRN) available for a better analysis of the workload required to complete this part of our pricing; (c) Who performs administration and implementation as 3M coordinator for any future FRNs? (d) Please identify the name and type of software that the barge program currently uses for scheduling PMS so we can ensure our systems is compatible

Answer 10: PMS Checks are not required under the subject Solicitation.

Question 11: On Solicitation, pages 33 to 34, under Clauses Incorporated by Full Text, “HQ C-2-0029 HEAVY

WEATHER PLAN (NAVSEA) (JUNE 1999)” describes responsibilities of a contractor regarding the protection of vessels under their control. Given that the Solicitation Statement of Work, page 25, under 1.1 Performance

Objective, states the contractor is to provide “cleaning support to the Commander, Pacific Fleet Berthing and

Messing Barge Program”, it is evident that responsibility for control of the vessels never shifts from the Government to the contractor. If this is in fact the case, then it also evident the responsibility for and updating of Heavy Weather

Plans (HWP) rests with the government and therefore, a Heavy Weather Plan is not required. Is this correct?

Answer 11: Yes, a Heavy Weather Plan is not required and subject clause (HQ C-2-0029) is hereby deleted.

Question 12: On Solicitation, page 51, under CLAUSES INCORPORATED BY FULL TEXT, 5252.217-9107

GROWTH AND NEW WORK (SEP 1990), one sentence reads “The initial prime Contractor and other Master Ship

Repair Agreement (MSRA) holders may enter the competition.” This sentence would imply that in order to win the contract in question it is necessary to be a MSRA. Is this assumption valid?

Answer 12: No, Offerors do not have to be an MSRA holder to be eligible for contract award. Subject clause (5252.217-9107) is hereby deleted.

Question 13: The proposal lists several requirements for a QMS program which may conflict with each other.

Solicitation page 27, section C.4.1, states contractor must have at time of award an “Approved SWRMC QMS manual per NAVSEA standard item 009-04”

Solicitation page 43, HQ E-2-0015 Quality Management System Requirements (NAVSEA) (SEP 2009), “The

Contractor shall provide and maintain a quality management system that, as a minimum, adheres to the requirements of ANSI/ISO/ASQ 9001-2008 Quality Management Systems and Quality Management Systems and supplemental requirements imposed by this contract.”

Solicitation page 76, Section 3.0(e), “Provide a written confirmation of the offeror’s Quality Management System

(QMS) has been approved by SWRMC Quality Assurance Department.”

Solicitation page 79, Section 6.0, Quality Assurance Information, “The offeror(s) must submit an either written confirmation of an approved QMS, or written confirmation that a QMS Plan has been submitted for evaluation.”

Request the government clarify the requirement. Please note: the QMS requirement is not listed as a requirement in

Section M.

Answer 13: The requirements of a Quality Management System are covered in NAVSEA Standard Item

009-04.

Question 14: Solicitation, page 36, CLAUSES INCORPORATED BY FULL TEXT HQ C-2-0045

QUALIFICATION OF CONTRACTOR NONDESTRUCTIVE TESTING (NDT) PERSONNEL (NAVSEA) (APR

2004) includes “The Contractor and any Nondestructive Testing (NDT) subcontractor shall utilize for the performance of required NDT….” (a) Historically, what repairs have required NDT and what Level of qualification has been required? (b) Please explain what NDT is anticipated to be performed?

Answer 14(a) and (b): No NDT will be required. Subject clause (HQ C-2-0045) is hereby deleted.

Question 15: On Solicitation, pages 2 through 20, the requested services include “Assessment, deep cleaning and

Maintenance support” in CLINs 0001, 0003, 1001, 1003, 2001, 2003, 3001, 3003, 4001, and 4003; yet on Statement of Work page 25, Section 1.3, under Scope of Work it states “The contractor shall, in accordance with the reference and specifications provide following Maintenance, cleaning and renovation….” (a) What renovation is anticipated to be accomplished? (b) Please state the specifications that are to be followed for purposes of providing a realistic bid price as the referenced JFMM does no address any specifics with regard to Berthing Barges.

Answer 15(a): No renovation will be required under the subject Solicitation. Statement of work is hereby revised to delete “renovation” under Section 1.3.

Answer 15(b): Offeror’s price should be based on work. JFMM (Joint Fleet Maintenance Manual) is not applicable to Berthing Barges and is hereby deleted as an applicable reference.

Question 16: On Solicitation, page 25, under Statement of Work, section 1.2, Background, the document reads the

“COMPACFLT Messing and Berthing Barges require I-level maintenance (Deep cleaning and repair) during scheduled IMAV periods to insure sustained high standards of habitability and quality of life for the Navy crews living onboard Berthing Barges are not compromised.” While deep cleaning is defined in some detail, there are no details regarding the scope of maintenance. (a) Can the government provide a list of standard maintenance functions beyond deep cleaning performed by the incumbent contractor? (b) Can the government provide the government approved standard maintenance processes and procedures that are followed in performing the “I level

Maintenance”?

Answer 16 (a): Standard maintenance functions are covered page 26, subsection 3.1.3, J through S.

Answer 16 (b): The Government does not have any written approved standard process and procedures pertaining to I-level maintenance.

Question 17: On Solicitation, page 77, Subfactor A: Experience, mentions that all organizational experience shall cover all relevant work performed during the last 5 years; however, on Solicitation, page 79, the past performance section mentions that contracts referenced must be ongoing or have been completed with the last 3 years. Did the government intend that past performance on page 79 be within the last 5 years?

Answer 17: No, page 79 of the Solicitation states “contracts referenced …within the last three (3) years.”

Question 18: A review of GOV WIN and other databases indicate there has been one company awarded a contract, in the case of a sole source award, within the last 5 years and with the ability, as required in the Solicitation, to demonstrate “at a minimum, specific experience in the conduct and/or management of intermediate-level barge deep cleaning services similar to Section C’s Statement of Work…. (See Solicitation page 77, 4.0 Technical Capability

Statement, a. Subfactor A: Experience (A2).) Is the government aware of this extremely limited pool that meets the experience criteria? Given the weighting factors where the Past Performance Technical Subfactor is ranked as Most

Important (Solicitation page 82, section 3.2, Application of Factors and Subfactors), this would appear to have the effect of limiting participation in this competition given the cost and burden involved in submitting a compliant proposal. Does the government intend this to be the desired end state?

Answer 18: The Government has set-aside this requirement as an 8(a) small business set-aside because it has found at least two (2) responsible 8(a) small businesses during its market research.

Question 19: Before the last day the government accepts offeror’s questions, request the government please provide a representative barge tour for viewing of the spaces, equipment, systems, and sub-systems that will be assessed, deep cleaned, and provided maintenance/repair.

Answer 19: The Government will provide date and time for ship inspection.

Question 20: On Solicitation, page 52, 5252.217-9107 GROWTH AND NEW WORK (SEP 1990), section (b), it states the “offeror shall include in its proposal price the cost of supporting one or more third parties (including

Government employees and/or other Contractors’ workers ) at the overhaul site in performance of growth and / or new work should the Government elect to pursue such a course” and “Contractor shall price anticipated added expenses associated with the third party presence as a contingency into the fixed price offered for performance of the specified work package.” For estimating purposes, will the Government provide the average number of persons, both Government and other Contractor, and the duration of time they were supported during the last 5 years in this manner to support the COMPACFLT Messing and Berthing Barge Program?

Answer 20: Subject clause (5252.217-9107) is hereby deleted from the subject Solicitation.

Question 21: On Solicitation, page 76, 2.0 Solicitation Response Requirements: Sections 4.0 Technical Capability

Statement, Section 5.0 Past Performance Information, and Section 6.0 Quality Assurance Information, will it be acceptable to the Government to submit Sections 4.0, 5.0, and 6.0 together in one binder?

Answer 21: Yes, submitting Sections 4.0, 5.0, and 6.0 together in one binder is acceptable.

Question 22: On Solicitation, page 44 through 46, under delivery information, CLIN 0001 through CLIN 4004, the

Period of Performance is to begin on 01 August 2016; On Solicitation, page 26, Section 3.1.6 Barge Schedules, under Bremerton, Washington State, the deep cleaning, repairs and assessment for APL-62 is scheduled to begin on

01 August 2016; A review of GOV WIN indicates that the current contract ends on 31 July 2016; The new contract will begin on 01 August 2016 according to the above-cited sections of solicitation N55236-16-R-0008. (a) To plan for a proper transition before the end of the existing contract, please state the date the Government anticipates awarding a contract. (b) Because the Period of Performance and the deep cleaning, repairs and assessment for APL-

62 both begin on 01 August 2016, will the Government reimburse labor related costs and other direct costs (ODCs) for travel and per diem from San Diego, CA to Bremerton, WA required prior to 01 August 2016 in order to position labor for work that begins on 01 August 2016? (c) Was it the Government’s intention that, if applicable, the White

House Executive Order, dated 30 January 2009, regarding Non-displacement of Qualified Workers Under Service

Contracts might be precluded as predecessor employees in San Diego on 31 July 2016 might not be available to be hired for work on a follow-on contract that begins 01 August 2016 in Bremerton, WA.

Answer (a): The Government anticipates awarding a contract no later than 31 July 2016.

Answer (b): Yes, the Government will reimburse labor related costs and other direct costs (ODCs) for travel and per diem from San Diego, CA to Bremerton, WA required prior to 01 August 2016 in order to position labor for work that begins on 01 August 2016 for APL-62.

Answer (c): No, the White House Executive Order, dated 30 January 2009, regarding Non-displacement of

Qualified Workers Under Service Contracts does not apply to this Solicitation.

To submit a proposal for the contract described in this Solicitation, the offeror(s) must submit a proposal that includes the following:

a. An offer;

b. A written statement which pertains to the offeror’s technical capability;

c. Any relevant information concerning the offeror’s past performance; and

d. Quality Assurance information.

The Government will not accept any alternate proposal nor entertain any nonconforming proposal, including, but not limited to the following:

a. If the offeror fails or refuses to assent to any of the terms and conditions of this Solicitation; or

b. If the offeror proposes any additional terms or conditions; or

c. If the offeror fails to submit any of the information required by Paragraph 2.0.

If an offeror submits an alternate proposal or a nonconforming proposal, then the Government will consider the offer to be unacceptable, which will make the offeror ineligible for contract award.

The only way that an unacceptable offer could be acceptable is through discussions (see FAR 15.306(d)). However, the Government intends to award a contract without discussions, as permitted by FAR 15.306(a) and 52.215-1.

The Government will consider any significant failure to comply with these instructions to be indicative of what could be expected during contract performance. The offeror should contact the Contract Specialist listed on the cover page of this Request For Proposal (RFP) with any questions.

In the event any portion of the proposal is prepared or written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished. The certificate shall be signed by a responsible officer of the offeror and shall also identify the person’s name, employment capacity, the name of the person’s firm, the relationship of that firm to the offeror, and the portion of the proposals written by that person.

Statements that the offeror understands and can or will comply with the contract requirements, or paraphrasing the contract

Statement of Work or parts thereof, without demonstrating a concerted effort to independently create a sufficiently detailed description of the offeror’s technical capability are considered inadequate.
