SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

BASIS FOR AWARD

1.0 General. The Government will award the contract to the vendor who represents the best value to the Government. The Government will determine best overall value on the basis of the evaluation factor described below in 3.0.

2.0 Quote. The Government will determine the acceptability of each quote on a pass or fail basis. The Government will consider a quote to be acceptable when it (1) manifests the vendor’s assent, without exception or imposition of condition, to the terms and conditions of this RFQ, including attachments and documents incorporated by reference, and (2) includes material information required by the solicitation. If you (a) take exception to any of the terms andconditions of the RFQ, (b) impose additional conditions, (c) omit material information required by this RFQ, or

(d) fail to provide written acknowledgement of all amendments issued, then the Government will consider your quote to be unacceptable and you to be ineligible for contract award. (See RFQ Section L, Offeror Instructions, paragraph 2.0). The Government reserves the right to change the terms and conditions of this RFQ by amendment at any time prior to the source selection decision.

3.0 Evaluation Factors. The Government will evaluate proposals based on the factors and subfactors shown in the table below. An offeror receiving a rating of unacceptable technical capability, or if their price is considered unreasonable, will be sufficient to result in the offeror not receiving an award, regardless of the ratings received for the remaining evaluation factor.

Factors Subfactors

1. Technical Capability (None)

2. Price (None)

3.1.1 Technical Capability. Technical capability reveals the offeror’s comprehensive understanding and application of techniques, methods, and procedures required to efficiently execute the contract resulting from this solicitation. Technical capability will be evaluated based on an evaluation of an offeror’s response to the following six (6) listed items. The Government will determine technical capability of each quote on a pass or fail basis. A quote is technically acceptable if it meets all six (6) listed items:

1. Offeror has a SWRMC approved Quality Management System (QMS).

2. Offeror provides verification of the OEM designation to accomplish the requirements. If the contractor can state how they will verify they have the OEM criteria (previous work, publicly available Tech Manual, etc), we can consider that as a satisfactory response.

3. Offeror provides QP-1 Certificate.

4. Offeror provides plan for conformance to the requirements of 009-20, Government Property; control

5. Offeror provides plan for conformance to the requirements of 009-34, Fire Protection of Unmanned Vessels at Contractor's Facility; provide

6. Offeror provides plan for conformance to the requirements of 009-72, Physical Security at Private Contractor's Facility; accomplish

3.1.2 Price. The Government will evaluate the proposed price of each quote for reasonableness in accordance with FAR 15.305(a)(1) and FAR Subpart 15.4. Your total evaluated price will be the sum of CLIN 0001 and foreseeable costs if applicable.

4.0 Source Selection Decision. Award will be made to the vendor proposing the lowest reasonable price, technically acceptable quote.
