The following have been added by full text:

REQUEST FOR SPECIFICATION CLARIFICATIONS No. 2

1. This contract is subject to the Service Contract Act. As such, if the stated Wage Determination health and welfare (H&W) hourly dollar amounts are paid in lieu of actual fringe benefits to employees, should offeror’s include the H&W dollar amounts in the direct labor rates proposed?

Response: In order for the Government to compare apples to apples with other proposals, if the stated

Wage Determination health and welfare (H&W) hourly dollar amounts are paid in lieu of actual fringe benefits to employees, offerors shall convert it to a fringe rate as a percentage. Offerors shall submit two

(2) pricing reports, one with the direct charge as a dollar amount separated from the direct labor rates and another with it converted to a percentage.

2. Line 15 of attachment 5 states, “Please attach CPARS evaluations for all portions of the past three years on this contract, if available. If customer evaluations, other than CPARS were completed, please attach them.”

If a subcontractor’s CPARS is considered proprietary, can it be provided as part of their sealed cost data package vice attached with this form?

Response: Subcontractor’s CPARS can be provided as part of their sealed cost data package vice attached with Attachment 5 of the RFP.

3. The PWS states that “the Contractor shall be certified IAW NAVSEA OR-99/9867000 Maintenance

Instruction for PHST Lift Equipment” in section 16.2.1. NSWC Indian Head is the certification authority for PHST Lift Equipment and per NSWC Indian Head only two commercial facilities worldwide are certified, Huntington Ingalls Pascagoula Shipbuilding Facility and the incumbent to this contract. Given this fact, the requirement appears to limit competition and when combined with the requirement to have a local facility limits competition to only the incumbent. Will the government entertain relaxing this requirement or allow post award certification?

Response: The Government will allow post award certification. The successful offeror shall complete certification within 30 days after contract award.
