US NAVY PAINT PILOT PROGRAM BIDDERS’ QUESTIONS/ANSWERS

Q1. There is a requirement for DBIDS access. Having this as part of the bid package requirement provides significant logistical issues. DBIDS requires a sponsor. Also it requires at least a 30 day lead time (please see bid Attachment 3). Thus, in effect, the solicitation is restricted to those ALREADY having DBIDS access. Placing the DBIDS requirement, in the given time frame, is in our opinion not logistically feasible.

A1. DBIDS is a requirement for access to any shipyard or naval station. Since the OEM representative is not required until the ship is in drydock the 30 day lead time should not be restrictive.

Q2. Please state you will provide sponsorship for base access and adjust work commencement so that once awarded, DBIDS access can obtained.

A2. The NSA (usually the area RMC) is normally the sponsor.

Q3 The Jason Dunham and Gravely appear to have coinciding timelines. Will they occur at the same time? Can the same tech rep service both?

A3. Jason Dunham and Gravely have similar timelines. The expectation is there will be an OEM representative for each availability, not one representative covering both availabilities.

Q4. There are no clean-up solvents listed.

A4. Yes, the clean-up of contractors equipment is the contractor’s responsibility.

Q5A. The gallons listed in Table One and Two in the local standard item are fixed. The gallons are dependent upon volume solids and square feet to be covered, and film thickness. Please advise how these gallons were obtained?

A5A. Square footages provided below.

Q5B. And, if our quantities do not align how to bid.

A5B. Provide your price per unit quantity listed in Exhibit A, the LSI is the Governments best estimate, the SOW requires the OEM rep to monitor consumption and waste and to provide additional coating in case of an anticipated shortage in time to not interrupt production.

Q6. Exhibit A spreadsheet has no active calculation (please see #6). For MSC, the spreadsheet was active and made volume calculations dependent upon square feet, volume solids, DFT, etc...

A6. Yes, it does not have an active calculation. This may be something we can modify for future availabilities Q7: If successful with this solicitation, how many days are allowed to submit the resumes for the Technical person or persons?

A7. Resumes of the Technical Person or persons are required to be submitted with your proposal at the time of the submittal. PWS paragraph 3.2.1.1.

Q8. RE: Performance Work Statement 2.2: States that material is acceptable to have a 50% shelf life at delivery and section 6.2 States that material with less than 50 % shelf life can be returned unless a waiver is given in section 8.2. It is possible to deliver material that could be returned in a very close after delivery.

A8. The intent is to have the products delivered just in time for installation. The paint is to be provided by A-30 along with all other materials for the availability.

Q9. Should technical service be charged separate from paint costs? The pricing spread sheet has a separate item to price, but 3.2.5 of local standard item states price should be included in standard hourly labor price.

A9. Local Standard item requirements do not apply to the PWS. Technical service is the be priced as a separate item on the pricing spread sheet.

Q10. How long will technical service be required?

A10. The estimated duration of a typical drydocking period is listed in the PWS. There are times during a drydocking that painting activities are not in process.

Q11. Para 5.3.2 PWS requires a full time on site TSR. Is this the contract, paint company, or both?

A11. This is the paint manufacturer’s representative that meets the requirements of the SOW.

Q12. How long will the “surge to two Inspectors last? (3.1.1 performance work statement) A12. It depends on overlapping drydocking availabilities of the two ships in the pilot, or possibly if the LMA goes to multiple shifts.

Q13. Is the Paint company considered the ”contractor” ?

A13. Yes, the paint warranty is with the coating manufacturer.

Q14. Is the requirement for Paint manufacturer inspector Nace 1(3.6.2.1 local standard item) or Nace III (3.1.1 work performance statement) or none?

A14. Paint manufacturer’s representative qualifications are listed in the PWS, not the LSI. The LSI coating inspector guidance is for the LMA QA coating inspector.

Q15. The bid spreadsheet lists quantities. Can we obtain the square footage of the areas so that appropriate quantities can be verified?

A15. U/W Hull Total Square Footage (per DWG: 631-7058567 Paint Schedule)

Q16. The erosion resistant product in the bid spreadsheet is not manufactured by, nor warrantied by any of the approved paint system manufacturers, is it to be quoted with this package?

A16. Yes

Q17. Is the Navy the buying party?

A17. Yes

Q18. Typically application failures are not under warranty. Can this be taken exception to?

A18. No, the warranty requirement is not negotiable.

Q19.Table looks like the quantity could be wrong on 4th and fifth coat. Typically you would paint 2 full coats including boottop which would be red then black at larger quantities quantities and final UWH coat would be red with no boottop which would be smaller quantity. Boottops are generally black finish two coats and UWH is 3 contrasted color coats.

A19. The table is in conformance with our requirements

Q20. Can you confirm that the Manufacturer’s Paint Rep needs to be present during the entire 120 days paint period or only when work is being done on the underwater hull (i.e. cleaning, surface prep, application, inspection, drying, etc . . .)? There are many days during a dry dock period that no work may be per performed. We would only charge the government for the actual days the coatings manufacturer’s representative is required to be at the site.

A20. This is an accurate interpretation of the requirements with the exception of responding to additional tasking’s of the Government Program Manager. Government estimated days cannot be provided to contractor. Price according to contractor’s estimated days the OEM Representative would have to be present.

Q21. Standard Item 0099-32MA and 0099-109MA Section 3.2.1.7: Does the Manufacturer need to sign the contractor’s inspection record for each checkpoint? Our policy is not to sign another company’s paperwork. We would prefer to note in our daily report that we did our observations and reviewed the contractor’s inspection reports.

A21. Standard Item 099-032MA has been removed from the RFQ, LSIs are 099-107 or 099-109.

Q22. Standard Items 0099-32MA and 0099-109MA Section 3.2.1.1 – To whom(Supervisor) do we report? Can you give us the title of the Supervisor and activity? Whom do we need to notify regarding if they want to participate in inspections?

A22. This will be covered in the first meeting, prior to job commencement.

Q23. Can you give us the approximate square footage? The number of gallons needed will vary due to the % solids. Recommend that Column H of Exhibit A be updated to a calculation to determine the number of gallons needed. This can be accomplished by dividing total estimated by the square foot coverage per gallon. Each bidder’s coverage will vary due to the difference in % solids for each product.

A23. The number of gallons needed are listed in the Local Standard Item.
