LOWER REMOVAL CONTAINER TRANSPORT SERVICE STATEMENT OF WORK
ATTACHMENT (A)
1. DESCRIPTION:
A. The Contract begins on the date of award and ends on December 21, 2018.
A.1 The Contract is awarded via e-mail by the Norfolk Naval Shipyard (NNSY)
Contract Specialist, Code 452. The work of this Contract shall not commence until after the official e-mail notification has been received by the Contractor.
A.2 Attachment (F) provides a summary of key events that support this Contract.
B. A total of 1 radioactively contaminated Lower Removal Container (LRC) shall be shipped. The LRC is shown in Attachment (B). The weight of the LRC is 186,243 pounds and the dimensions are 162 inches long x 152 inches wide x 137 inches high.
B.1 The Contractor’s dedicated Transport Vehicle shall be at NNSY and ready for transport on November 28, 2018 at 6:00 AM or as permits allow.
B.2 The Contractor Transport Vehicle shall depart NNSY on December 3, 2018.
Delivery of the Material to the Kesselring Site Operations (KSO) shall be no later than December 6, 2018 between 8:00 AM and 2:00 PM or as permits allow.
B.3 At least 1 week prior to arrival at NNSY (preferably sooner, if possible) the
Contractor shall provide all required personnel information, to both NNSY points of contact of sections 1.I and 1.J below, to obtain security accesses to NNSY and KSO and shall maintain same for the duration of the Contract.
C. Hereinafter the LRC shall be referred to as “Material”.
C.1 The Material shall be picked up from the Naval Nuclear Propulsion Program
(NNPP) site at NNSY and is classified as an overdimensional superload.
NNSY shall package the Material for shipment.
D. Pickup of the Material shall occur at:

E. After picking up the Material from NNSY the Contractor shall transport same to:

The KSO Escort shall meet the Contractor and direct same to the specific site location.
F. KSO shall take cognizance of the Material upon delivery and shall be responsible for unloading the Material from the Transport Vehicle.
G. The Contractor shall provide all requested information of this Contract to both NNSY points of contact of sections 1.I and 1.J below, except for the daily check-ins of section 2.F.1 below (the daily check-ins are only to be made to the NNSY Technical Point of Contact of section 1.I below).
H. Additional Contractor Responsibility:
Per Federal Acquisition Regulation (FAR) 22.102-1(a) entitled “Safety”: Contractors are hereby informed that either their employees, or representatives, present on property under either NNSY or KSO cognizance shall follow Federal and State Occupational Safety and Health Administration (OSHA) requirements in addition to NNSY Occupational Safety, Health and Environment (OSHE) Program Manual NAVSHIPYDNORINST P5090.2 requirements, or safety requirements for the site specific location of the Contract.

2. MATERIAL TRANSPORTATION:
A. NNSY shall provide the necessary information to the Contractor for transfer of the
Material. The information, which may include shipping forms, shall be provided in a format acceptable to the Contractor.
B. NNSY shall commence the shipment at a time frame which has been agreed to by the Contractor and NNSY.
C. The Material for shipment meets the Department of Transportation (DOT) General
Design / Excepted Package requirements of 49 CFR.
D. Radiation and contamination levels on the Contractor Transport vehicles and equipment shall meet the requirements of Section C002 below.
E. Due to the weight and long lead time of securing permits the Contractor shall be given 4 weeks after Contract award to apply for and secure all required State and Local Permits and Escorts. The Contractor shall obtain all required State and Local Permits and Escorts ahead of Contract execution. Due to the weight the Virginia Department of Transportation (VDOT) Transportation Permit shall be classified as a Super Load Permit requiring additional lead time. The Contractor shall use a certified Transportation Escort to drive the designated route from NNSY to KSO prior to applying for applicable permits to verify the State and Local routes on the permits.
F. The Contractor’s driver shall transport the Material directly to KSO upon departure from NNSY within the requirements of State and Local permits. Unless otherwise specified in a Task Order no other stops for pickup are authorized. In addition, the driver shall notify both NNSY points of contact, noted on the shipping papers and in sections 1.I and 1.J above, of any problems encountered, such as mechanical problems with the equipment, adverse weather conditions, or any other conditions which would result in a delay in delivering the Material to KSO.
F.1 Daily check-in is required (for loads in-transit greater than one day) by calling the NNSY Technical Point of Contact of section 1.I above.
G. Tie-down equipment, tarps, wood blocks, chafing gear, and friction mats shall be furnished by the Contractor to secure the Material for shipment. Refer to Attachment
(B) for identification of the required tie-down furnishings and the tie-down sketches.
The equipment shall be either “new”, or in “like new” condition. Ensure that ratchet-type tie-down equipment is inspected in accordance with ESH Alert No. 09-03 for Suspect / Counterfeit bolts.
H. If needed, the Contractor shall build up the trailer lading platform with adequate timbers and cribbing to accommodate the Material within the trailer load well. Refer to Attachment (B) for the Material details.
I. 2 days prior to loading the Contractor shall arrive at NNSY (i.e., on November 28, 2018 at 6:00 AM or as permits allow) for inspections and equipment setup of the Transport Vehicle. Meeting the NNSY appearance and inspection criteria is critical to support the shipping schedule. NNSY’s inspection is a site criteria inspection and is not a DOT inspection. Refer to Attachment (C) for the inspection criteria and Attachment (D) for additional information. The Transport Vehicle shall have successfully passed a Federal Motor Carrier Safety Administration (FMCSA) inspection within the previous 12 months and, unless the FMCSA inspection was completed within the previous 90 days, shall also successfully pass an independent mechanical State inspection.
J. The Contractor shall pickup the Material from NNSY at 6:00 AM Monday through
Friday excluding national holidays, or as otherwise specified by NNSY and or State and Local Permits.
J.1 KSO is able to accept the Material between the hours of 8:00 AM and 2:00
PM Monday through Friday excluding national holidays, or as otherwise specified by KSO and or State and Local Permits.
K. Shipping paperwork shall contain either a list of individual radionuclides, or combination of radionuclides, present in the Material being transported as well as radiation dose rates from the Material offered for transport.
L. The Contractor’s driver shall have in their possession an up-to-date emergency response plan that includes actions required in the event of an accident. The Contractor supplied emergency response plan is not required to be provided to NNSY for review. The plan shall also include appropriate Federal, State, and Local authorities to be notified. Only in the event of an accident within the boundaries of NNSY shall NNSY be required to provide assistance. The above recipients shall also have in their possession personnel dosimetry and radiation monitoring equipment to be utilized as required by the Contractor’s National Response Center (NRC) or agreement State license, emergency response plan, etc. The Contractor shall ensure that NNSY approved routes for transporting the Material within NNSY are followed.
L.1 The Contractor shall provide NNSY with off-yard routes, at any time prior to arrival at NNSY (preferably as soon as possible), in accordance with State and Local Permits. The Contractor shall be responsible for ensuring that routes meet the requirements of 49 CFR and applicable Federal, State, and Local regulations.
M. The Contractor’s driver shall assist, under the direction of NNSY personnel, in loading the Material aboard the Transport Vehicle. Upon completion of the loading operation, the driver shall secure and or replace covers and closures as necessary on the Transport Vehicle and shall sign for and accept transport responsibility as the carrier and custodian of the Material.
N. KSO personnel shall be responsible for unloading the Material from the Transport
Vehicle in accordance with the resulting Contract and in accordance with applicable DOT, State, and NRC regulations.
O. The Contractor shall immediately notify both NNSY points of contact of sections 1.I and 1.J above of either any DOT discrepancy (for example, those identified in 49 CFR Part 107 Subpart D Appendix A), or detected radioactivity external to the Material package, or on the Transport Vehicle discovered during receipt inspection of the shipment of Material from NNSY.
P. The Contractor’s driver shall be a United States citizen and shall not possess dual citizenship. At least 1 week prior to arrival at NNSY (preferably sooner, if possible) the Contractor shall provide documentation of citizenship, Transport Vehicle information, and driver information (name, phone number, and license number) on company letterhead to both NNSY points of contact of sections 1.I and 1.J above.
The driver shall possess a Commercial Driver’s License (CDL) with a Hazardous Material endorsement, and be experienced in handling Radioactive Material. The driver shall have successfully passed a driving test in accordance with 49 CFR Part
391.31 and a physical examination in accordance with 49 CFR Part 391.41 within the previous 2 years. The driver shall have received training which meets the requirements of 49 CFR Part 397 Subpart D and provide evidence, as applicable, to a representative of NNSY prior to accepting custody of Radioactive Material, if requested.
Q. The Contractor shall have applied for and received all applicable current Permits for all applicable States of carriage. The Contractor shall provide any required over dimensional or overweight permits to both NNSY point of contact of sections 1.I and 1.J above at any time prior to arrival at NNSY (preferably as soon as possible).
R. The Contractor shall have a Hazardous Material Registration in accordance with 49 CFR Part 107 Subpart G and Security Plan in place in accordance with 49 CFR Part 172.800, as applicable.
S. The Contractor may be prohibited from the possession and use of cell phones with camera capabilities and any other photography devices. It is the Contractor’s responsibility to be aware of, and adhere to, camera cell phone regulations for each location. Lockers shall be provided at NNSY for the Contractor’s camera devices, however, the Contractor will not have access to lockers at KSO. Refer to Attachment (E) for additional KSO entry information.
T. The Contractor shall provide survey results as indicated in Section C002 below, when requested.
U. Any special tags or labels required due to DOT special permits held by the
Contractor shall be furnished by the Contractor.
V. The Contractor shall ensure that:
V.1 The Transport Vehicle is inspected per the requirements of 49 CFR Part 393 prior to each use to transport Radioactive Material per this Contract.
a. The Contractor shall be provided a Vehicle Assessment Checklist similar to Attachment (C) prior to arrival. The results of the Vehicle Assessment Checklist shall be provided to NNSY upon request prior to releasing the Material to the Contractor’s custody.
V.2 The Transport Vehicle has successfully passed either a FMCSA annual mechanical inspection, or a State equivalent, within the previous 12 months.
V.3 The Transport Vehicle has successfully passed an independent mechanical inspection. This inspection shall be completed prior to arrival at NNSY by an independent qualified individual (shall not be employed by either the Contractor or NNSY). The inspection shall be equivalent to the FMCSA annual mechanical inspection. This can be accomplished in one of the following ways:
a. A valid Commercial Vehicle Safety Alliance (CVSA) inspection.
b. A valid FMCSA Annual Mechanical inspection (no more than 90 days old).
c. A valid State equivalent inspection (no more than 90 days old).
V.4 Prior to loading the Material on the Transport Vehicle NNSY shall assess the condition of the Transport Vehicle. The Vehicle Assessment Checklist shall be re-performed if the shipment is not completed on the day the Transport Vehicle is loaded.
V.5 Discrepancies observed either on the Vehicle Assessment Checklist, or which may be found associated with the Contractor’s Transport Vehicle, shall be the sole responsibility of the Contractor to correct prior to shipment. The Contractor shall be responsible for any cost associated with either the personnel, or the Material, or KSO as related to the delays resulting from the Contractor’s failure to comply with either statutory, or Contractual, requirements; detention and demurrage charges shall not apply.
W. The Contractor shall be capable of responding to emergencies that may occur during transportation of Radioactive Material over public highways between NNSY and KSO. As a minimum the Contractor shall provide the driver with an accident plan, which shall include instructions for calling the DOT and either the NRC, or an agreement State agency, in the event of an accident. The Contractor shall make provisions for Radiological Control Response capabilities at the accident site.
X. The Contractor is prohibited from providing a Kershaw Model 21 trailer with a 12-1/4 inch x 5-1/2 inch axle and brake configuration for transportation of Radioactive Material.
Y. The Contractor’s Safety and Inspection Rating shall be “satisfactory” and shall be below the national average percentage for Out of Service (OOS) by at least 25%.
C001 DEFINITIONS:
Detention charges – Charges applicable to the driver and the tractor in excess of 8 hours at NNSY and or KSO.
Demurrage charges – Charges applicable to the trailer in excess of 8 hours at NNSY and or KSO.
NNPP – The Naval Nuclear Propulsion Program is a joint DOE / Navy program responsible for all aspects of naval nuclear propulsion.
C002 RADIOLOGICAL REQUIREMENTS:
In addition to the requirements of Federal, State, and Local regulatory authorities and those specific requirements stipulated in applicable licenses, permits, and authorizations, the below stated radiological requirements apply, as indicated.
1. The Contractor Transport Vehicle used for transporting Radioactive Material to KSO, including equipment supplied with the Transport Vehicle to secure the Material (for example, tie-down equipment and friction mats), shall not be used to either transport, or provide for the transport, of NNPP Radioactive Material unless the Transport Vehicle and equipment are surveyed by the Contractor prior to departure from the Contractor’s facility and meet the limits of the following paragraphs.
A. Loose radioactive contamination on internal and external surfaces shall not exceed 450 μμCi/probe Beta-Gamma (β-γ) when frisked with a ratemeter equipped with a DT-304/PDR probe, or an instrument of equal sensitivity, or 450 μμCi/100 square centimeters Beta-Gamma (β-γ) as measured with dry swipes counted with a ratemeter equipped with a DT- 304/PDR probe, or instrument of equal sensitivity, or 50 μμCi/probe Alpha (α) as measured with an AN/PDR-56, or equivalent instrument.
B. Fixed radioactivity on internal and external surfaces shall not exceed
450 μμCi/probe Beta-Gamma (β-γ) as measured with a ratemeter equipped with a DT-304/PDR probe, or an instrument of equivalent sensitivity, and shall not exceed 50 μμCi/probe Alpha (α) as measured with an AN/PDR-56 instrument, or an instrument of equivalent sensitivity.
C. The Contractor Transport Vehicle, containers, and equipment used for transporting NNPP Radioactive Material that are found to be above the limits specified above shall, at the option of either NNSY or KSO, be returned at the Contractor expense either to the Contractor for decontamination, or be decontaminated by either NNSY or KSO at the Contractor’s expense. If the return of either the Transport Vehicle, or equipment, would result in a violation of Federal, State, and Local regulations, the Contractor shall be notified in advance of the extent of the work to be performed by either NNSY or KSO and the estimated cost. No on-site decontamination by the Contractor’s personnel shall be permitted. No detention and demurrage charges shall accrue during the period when either the Transport Vehicle, or equipment, are either being detained, or decontaminated, by either NNSY or KSO.
2. The following radiation measuring methods shall be used to determine the various radiation and or contamination levels:
A. Gamma (γ) radiation fields shall be measured with an IM-265/PDQ radiac meter with DT680/PDQ Beta-Gamma (β-γ) probe, or Teletector model 6112 (IM-260/PD), or equivalent instrument, as applicable, calibrated to Cobalt-60 equivalent.
B. Beta-Gamma (β-γ) swipes shall be measured within 1/2 inch with a
Geiger tube type instrument, or E-140N (IM-254/UD) equipped with a DT-304/PDR probe, or equivalent, as applicable, calibrated to Cobalt-60 equivalent.
C. Alpha (α) activity swipes shall be measured with an AN/PDR-56 Alpha survey meter, or equivalent.
D. Swipes shall be taken dry over an area of 100 square centimeters using either a 1-1/8 inch diameter filter, or paper, disc.
E. Frisk surveys shall be performed with either a DT-304/PDR equipped ratemeter, or an instrument of equivalent sensitivity, with the probe held within 1/2 inch of the surface being scanned.
3. NNSY and KSO shall perform surveys to verify compliance with 49 CFR Part
173.441 and with the conditions and limits specified in the Contract.
ADDITIONAL REQUIREMENTS, DELIVERABLES, AND SKETCHES
ATTACHMENT (B)
Transport Vehicle shall arrive at NNSY per Attachment (A), sections 1.B.1 and 2.J.
Transport Vehicle shall depart NNSY and arrive at KSO per Attachment (A), sections 1.B.2 and 2.J.1.
1. PURPOSE:
1.1. To communicate additional requirements for transporting the overweight and oversized Lower Removal Container (LRC) from Norfolk Naval Shipyard (NNSY) in Portsmouth, VA to Kesselring Site Operations (KSO) in West Milton, NY. Hereinafter the LRC shall be referred to as “Material”.
1.2. Attachment (F) provides a summary of key events that support this Contract.
2. MATERIAL DETAILS AND CARRIER REQUIREMENTS:
2.1. The Material weighs 186,243 pounds.
2.2 The Material is Class 7 Radioactive Material.
2.3 Transport Vehicle Axle Load Limits:
The load on a single axle, or tandem axles whose centers are not more than 48 inches apart, shall not exceed 32,000 pounds.
2.4 The Material dimensions are 162 inches long x 152 inches wide x 137 inches high.
Refer to Figure 3 at the end of this document for details.
2.5 The Material Center of Gravity is located in the center of the circular profile/cylindical portion of the body as shown below. A few small features of the Material are asymmetric, but their effect on the center of gravity is not significant. The Material vertical Center of Gravity is located 66 inches as measured from the bottom surface.
2.6 The Material tie-down sketches are shown in Figure 1 of this Attachment.

2.7 The Contractor shall provide the following:
A. 6 each tie-down assemblies (shall be either “new”, or in “like new” condition), each consisting of the following:
A.1 30 feet of 5/8 inch, grade 7, chain with a minimum capacity of 15,800 pounds.
A.2 2 each hooks, each with a minimum capacity of 15,800 pounds.
A.3 1 each chain binder with a minimum capacity of 15,800 pounds.
B. 2 each tie-down assemblies (shall be either “new”, or in “like new” condition), each consisting of the following:
B.1 40 feet of 5/8 inch, grade 7, chain with a minimum capacity of 15,800
B.2 2 each hooks, each with a minimum capacity of 15,800 pounds.
B.3 1 each chain binder with a minimum capacity of 15,800 pounds.
C. Trailer with tie-downs (i.e., D-Rings, structural tie-down points, etc.). The trailer with tie-downs shall be either “new”, or in “like new” condition. Each tie-down shall have a minimum capacity of 15,000 pounds. At least 1 week prior to arrival at NNSY (preferably sooner, if possible) the Contractor shall provide documentation to both NNSY points of contact of Attachment (A), sections 1.I and 1.J, for the rating of the tie-down points.
D. Adequate chaffing gear (shall be either “new”, or in “like new” condition) to prevent damage to (1) the Material and (2) the chains should the chains contact each other in the tie-down arrangement.
E. Any additional tie-down assemblies or straps the Contractor deems necessary.
These additional items shall be either “new”, or in “like new” condition. Refer to Attachment (D) for additional information.
2.8 The Contractor shall provide waterproof tarps (shall be either “new”, or in “like new” condition), various sizes if necessary, for cleanliness protection that shall fully cover the Material during transport to KSO, except for (1) the bottom surface of the Material and (2) the immediate area where safety hoist rings and or padeyes are located where covering them is either impossible or impractical. Tarps shall be installed tightly in place to prevent either tearing or becoming damaged during transport and to perform the function for which they were installed. The Contractor shall understand and review the Material dimensions and shape, the Transport Vehicle dimensions (i.e., if the Material overhangs the Transport Vehicle on width), as well as the Material tie-down configuration to be able to get in and around the chains, etc. with the tarps to cover the Material.
2.9 The Transport Vehicle shall be equipped with 4 placard holders.
2.10 At least 3 weeks prior to the planned shipment date (preferably sooner, if possible) the Contractor shall provide documents showing (1) the expected axle spacing and weight loadings as well as the method and calculations used to determine them, (2) the axle load limit values that will be on the permits, and (3) the completed Overweight Truck Submittal Form shown in Figure 2 below to both NNSY points of contact of Attachment (A), sections 1.I and 1.J.
2.10.1 Figure 2 of this Attachment includes the dimensional sketch of the Transport Vehicle showing the axle placement, gross vehicle weight, Material placement, center of gravity, and other technical information required to assess the imparted loads on the KSO site bridges and roadways. If the Transport Vehicle is determined to require reconfiguring to travel within the KSO site, an additional Figure 2 form shall also be completed and provided to NNSY as specified above.

NOTES:
1. The tie-downs shown are 5/8 inch grade 7 chains, each with a minimum capacity of
15,800 pounds.
2. The tie-downs show in the side view are near and far.
3. D-rings, holes, or other designated tie-down points shall be used at the discretion of the Contractor and NNSY. The attachment points shall have a minimum capacity of 15,000 pounds per chain.
4. Space the chains evenly to minimize stacking. The chains shall be attached either around or through each padeye, or to an uncertified shackle installed on the padeye.
Use chaffing gear as necessary to prevent damage to the chains and the Material.
5. Additional tie-downs may be used at the discretion of the Contractor.
6. The exact placement of the Material is at the discretion of the Contractor and NNSY.
7. 8 inch x 8 inch wood blocks shall be used to prevent the chains from slipping.
8. Friction mats shall be used under all contact points between the Material and the Transport Vehicle.

RADIOLOGICAL REQUIREMENTS:
A. In addition to the requirements of Federal, State, and Local regulatory authorities and those specific requirements stipulated in applicable licenses, permits, and authorizations, the below stated radiological requirements apply, as indicated.
(1) Freight carrier vehicles used for transporting NNSY material, including equipment supplied with the vehicle to secure the load (for example, chain binders or cargo straps), shall not be used to transport or provide for the transport of NNSY materials unless these vehicles and equipment are surveyed by the freight carrier prior to departure from the freight carrier’s facility and meet the limits of paragraphs B (1), B (2), and B (3) below.
B. Vehicles used for transporting NNSY material and other equipment shall be surveyed and show compliance with the applicable paragraph, as follows:
(1) Loose radioactive contamination on internal and external surfaces shall not exceed 450 Ci/probe Beta-Gamma (-) when frisked with a ratemeter equipped with a DT-304/PDR probe, or instrument of equal sensitivity, or 450 Ci/100 square centimeters Beta-Gamma (-) as measured with dry swipes counted with a ratemeter equipped with a DT-304/PDR probe, or instrument of equal sensitivity, or 50 Ci/probe Alpha () as measured with an AN/PDR-56, or equivalent instrument.
(2) Fixed radioactivity on internal and external surfaces shall not exceed 450 Ci/probe Beta-Gamma (-) as measured with a ratemeter equipped with a DT-304/PDR probe, or instrument of equivalent sensitivity, and shall not exceed 50 μμCi/probe Alpha (α) as measured with an AN/PDR-56 instrument, or an instrument of equivalent sensitivity.
(3) Transport vehicles and equipment shall not exceed 450 Ci/probe Beta-Gamma (-) when frisked with a ratemeter equipped with a DT-304/PDR probe, or instrument of equal sensitivity, or 50 Ci/probe Alpha () when surveyed with an AN/PDR-56, or instrument of equivalent sensitivity.
C. Freight carrier vehicles or equipment used for transporting NNSY material that are found to be above the limits specified above shall, at the option of NNSY, be returned at freight carrier expense to the freight carrier for decontamination, or be decontaminated by NNSY at freight carrier expense. If the return of the vehicle or equipment would result in a violation of Federal, State, or Local regulations, the freight carrier shall be notified in advance of the extent of the work to be performed by NNSY and the estimated cost. No on-site decontamination by freight carrier personnel shall be permitted. No detention and demurrage charges shall accrue during the period the vehicle, or equipment, are being detained, or decontaminated, by NNSY.
D. The following radiation measuring methods shall be used to determine the various radiation and or contamination levels:
(1) Gamma () radiation fields shall be measured with an IM-265/PDQ radiac meter with DT680/PDQ Beta-Gamma (-) probe, or Teletector model 6112 (IM-260/PD), or equivalent instrument, as applicable, calibrated to Cobalt-60 equivalent.
(2) Beta-Gamma (-) swipes shall be measured within 1/2 inch with a Geiger tube type instrument, or E-140N (IM- 254/UD) equipped with a DT-304/PDR probe, or equivalent, as applicable, calibrated to Cobalt-60 equivalent.
(3) Alpha () activity swipes shall be measured with an AN/PDR-56 Alpha survey meter, or equivalent.
(4) Swipes shall be taken dry over an area of 100 square centimeters using a 1-1/8 inch diameter filter, or paper, disc.
(5) Frisk surveys shall be performed with a DT-304/PDR equipped ratemeter, or instrument of equal sensitivity, with the probe held within 1/2 inch of the surface being scanned.
(6) NNSY shall perform surveys to verify compliance with 49 CFR Part 173.441 and with the conditions and limits specified in the Contract.
KSO SITE REQUIREMENTS
ATTACHMENT (E)
1. What does the driver need (i.e., passport, U.S. citizenship, security clearance, enhanced driver’s license, and commercial driver’s license)?
A. U.S. citizenship, no dual citizenship, and an enhanced driver’s license are needed.
2. If a driver does not have an enhanced driver’s license what else may be used in its place?
A. A passport combined with a valid driver’s license may be used. In addition, the driver shall not hold dual citizenship. The dual citizenship portion is validated by on-site questions the driver will be asked.
3. What either is, or is not, allowed (i.e., cameras, camera cell phones, recording devices, electronics, weapons, spouses, passengers, and pets)?
A. No weapons or ammunition of any kind, or anything else that would be prohibited by law, are allowed.
B. No pets are allowed.
C. No spouses or passengers are allowed (unless required to perform the actual delivery work itself, i.e., required to either unload or setup the equipment).
D. Within the protected area personal electronics, to include GPS, cell phones, laptops, cameras, DVDs, CDs, satellite radios, and anything with either recording or transmitting capabilities, are not allowed. These items shall be left with security prior to entry into the protected area.
E. If electronic devices are permanently mounted to any vehicle (i.e., CB radios) then the microphones shall be removed, if possible. If the microphones cannot be removed for any reason, then the devices shall be turned off and an assigned escort shall ensure that the devices are not used while on the property. Backup cameras or collision activated accident cameras shall be shrouded to prevent recording while inside the perimeter fence. If any vehicle is equipped with some type of GPS tracking system, then the GPS tracking system shall be powered down prior to entry into the facility.
KSO SITE REQUIREMENTS

4. Since the Material will be required to be escorted while on public roads, will the Contractor need the escorts while at KSO? If so, what are the entrance requirements for the escorts?
A. The point of contact at KSO shall provide an escort into the protected area. Escorts used on public roads shall meet all requirements above to escort the Material onto the property and to the protected area boundary. Escorts shall not be allowed into the protected area. If the Transport Vehicle will be on-site for an extended period of time, then the escort vehicles shall be asked to leave and return when needed.
B. Usually “oversized load” escorts shall not be allowed onto the property. They may escort the Transport Vehicle to the KSO boundary and then a KSO escort shall take over and guide the Transport Vehicle to its destination. If public road escorts are going to wait for the Transport Vehicle to leave, then they shall do so at the KSO boundary. KSO roads are not considered public highways (i.e., no public access) so over-the-road escorts shall not be needed once the Transport Vehicle reaches the KSO property line.
