1 Does the contractor provide the pallets for the operation? No, Govt will provide the pallets.

2 Who is responsible for security and surveillance of Shed 57? Does the contractor have CCTV responsibilities?

CRS team in JEB is responsible for the security of Shed 57 and the compound.

Contractors are not responsible for the CCTV.

3 In the RFP, it is stated that employees must comply with trafficking in persons, when will this need to be completed?

The apparent successful offeror will be required to submit, prior to award, a certification regarding “Combatting Trafficking in Persons (CTIP)”, in accordance with (IAW) the FAR provision 52.222-56.

4 If a company would like to maintain incumbent personnel, is this allowable?

Each contractor is responsible to submit proposals according to their own manning plan. The Government can not provide or recommend suggested sources.

5 What is the distance from Shed 57 Warehouse to local pier (Quay 9 area)?

120ft

6 What is maximum trailer/truck size/capacity allowed to use for delivery from Shed 57 WH to pier (Quay 9 area)?

Government uses 40ft trailer, 7 ton and 3 ton trucks to move the cargo to FUJ Seaport, Abu Dhabi ports, Minhad AB and other bases in UAE. Trucks are not required for pier delivery in JEB (use forklifts)

7 Is there any transportation activity needed to be considered from WH to out of Shed 57 or JAFZA related to transit & transshipment materials according to PWS Clause4/ 4.3?

Transportation of cargo in and out of JEBEL ALI (SHED 57) will be done by hired trucks under Army Trucking contract. US Navy pays the bill to Army.

8 What is procedure of fuel supply for MHE assigned for Shed 57? Shall contractor arrange refueling within Shed57 area or whether re-fueling must be done out Shed 57? Is it allowable to store fuel drum inside of Shed57 WH?

Fuel for MHE can't be stored in SHED 57. It is contractor's responsibility to refuel their MHEs. It can refueled inside or outside of SHED 57 depending on the method of refuel.

9 Is it allowable to outsource waste management service (transportation service) from 3rd party contractor?

It is contractor's responsibility to manage their subcontractors.

10 I would like to clarify one point regarding the project, during the site visit when we asked if the scope of work would include delivery or only operation. The reply we got was that we only need to operate and manage the warehouse, and in the solicitation page 6 it mentions that delivery is in the scope of work, so can you please assist us with this point.

The scope of work is to operate the entire warehouse operations including, receipt, inventory, track and delivery of cargo in and out of SHED 57 warehouse.

Contractors will have to utilize their MHEs to load or offload the cargo from the trucks destined to various ports and bases, i.e. FUJ, Al Dhafra, Minhad, etc. It is not only delivery but also the entire warehouse management including personnel supervision, MHEs, book keeping and overtime operations as necessary.

12 I would like to ask you if you can provide us with the full area of the ware house.

13 How much advance notice would be provided to know the cargo details?

Transit cargo will be arriving in Minhad AB daily and need to be transported to

SHED 57 almost daily. Govt will have incoming cargo schedule three days in advance and trucking will be scheduled based on the need basis. Cargo delivery schedule will be dictated by the number of flight coming from Bahrain to UAE and number of port visits in UAE.

14 Will the containers be 20FT or 40FT ? 40FT container. On average 15 containers per month will be arriving to JEB.

Number of containers varies depending on the operation tempo. Contractors are responsible to empty out the containers, stage it, inventory and deliver the cargo as necessary.

15 Will the containers required to be offloaded first before offloading and then cargo or can the cargo be offloaded directly from the vehicle without offloading the container

Containers will not be offloaded. All cargo can be offloaded directly from the containers.

16 Is the contractor required to have HAZWASTE handling certification ?

CTF 53 will provide contractor personnel training on “3-days on-site

HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE

(HAZWOPER) COURSE in Jebel Ali”. This will be an annual certification to be administered by CTF 53. Training will be conducted at the beginning of the period of performance.

17 What is the max weight of each pallet that is required to be carried/transported? Please confirm if the movement of cargo is carried out using forklift only?

All cargo will be moved with forklift. Some cargo can weigh upto 10,000 KG

18 What are the peak times of cargo movement? Volume of cargo varies throughout the year. Normally cargo volume slows down during the summer and increases during the winter months but it all depends on the operation tempo and events.

19 Please provide the historical cargo data sheet for 2017 Cargo volume for 2018 was provided in solicitation (See appendix E).

20 Non-regular working hours- Please confirm how the contractor has to price for non-regular working hours?

The contractor may be expected to work up to 400 hours during non-regular working hours per performance year, and shall base their proposal price on 400 non-regular working hours . A report of actual non-regular hours worked shall be prepared and submitted to the OIC or FLS rep on a monthly basis.

21 Please confirm if the Govt will provide packing materials. Govt will provide spray paint, banding kit and shrink wrap and machines.

22 Materials arriving by DHL, FEDEX- Please confirm if the Govt will pay all duties and custom clearance charges.

Shippers will be responsible for the duties and customs charges.

23 Please advise if the contractor is responsible for the disposal of the waste generated from the warehousing operations or does the USN have a separate contract under which the contractor is allowed to dispose the waste at no cost to the contractor?

SHED 57 is under Base Operations Support which covers the disposal of waste.

24 If the contractor is responsible for the disposal of any waste, please advise the volume of waste that was generated in terms of skips cleared for the past 12 months.

It varies. Contractors can use Government provided skips located outside of

SHED 57 to dispose of general trash. SHED 57 is under Base Operations Support which covers the disposal of waste collected from these skips

25 Does the USN have any provisions in the FAR clauses that allows an incoming contractor to take on the staff of the previous contractor on a contract. If so, will that clause be included in this RFQ and will the USN assist the incoming contractor to take over the staff of the outgoing contractor in order to ensure a seamless transition if the incoming contractor in interested in retaining the current staff?

All clauses and provisions pertinent to this requirement all already included in the soliciation.

26 Please advise the insurances that the contractor is required to hold for this contract.

It is contractor's responsibility to protect their employees and equipments etc.

27 Is the DBA insurance required for this contract? Added Clauses 52.228 - 3

28 Please advise the costs / timelines for the contractor staff and subcontractors to obtain permanent access to the Shed

57 installation.

Govt can assist submitting the access request for contractors, but contractors are responsible for providing the list of their staff and information required for base access request. No cost.

29 Does the contractor staff require any access to Minhad

Airbase, Fujairah Airport /Seaport under this contract?

Usually no. In the past no contractors under this contract is required to access

Minhad or FUJ port.

30 Does the contractor require any special registration /permits to operate in Jebel Ali or will the contract issued by USN be sufficient obtain permanent access to Jebel

Ali, provided the contractor has a licensed operations in U.A.E

Contractors need to have license to operate in Jebel Ali. Govt can assist with personnel access to SHED 57 with personnel informaion provided by the contractors. If any particular personnel are denied access to Jebel Ali, or US

Navy compound, Contractors are to provide alternate personnel to replace the denied employee.

31 Please advise if a technical write up of the concept of operations / standard warehouse operating procedures is required along with the proposal. The instructions under point (c) ii on page 32 of the RFP only indicate that CV’s of key personnel and license of the MHE operators are only required to meet the technical proposal requirements.

Please confirm.

Addendum to FAR 52.212-1 enumerates all documents required in the submission of offers. A technical write-up is not among the required documents.

32 Letter of Intent: The submission deadline is 17th July with an anticipated award date of 18th Aug 2019. This requirement unduly favors the incumbent as only the incumbent currently has staff working on this contract and can produce these letters of intent. Other contractors will be required to recruit new staff for this contract as a result of which it is possible that the staff identified at the RFQ stage may not be available when the contract is awarded (perhaps take on another job). If a contractor submits the resumes of a staff it intends to hire and submits the letter of intents and after award it needs to replace the staff (of the same experience level) is that acceptable to the USN?

Request that this requirement of the letter of intent be removed as it is the contractors responsibility to provide adequately qualified staff (in line with the RFQ) and the staff being hired will be first vetted with the KO to ensure that they are adequately qualified.

The government intends to award a contract to the responsible offeror that proposes the best value to the Government IAW the solicitation and US federal regualations, including FAR 9 - Contractors qualifications. The government has identified the Key personnel as critical to the performance of the requirement, consequently, this requirement will remain. Please refer to page 8, paragraph 9 regarding substition of Key Personnel.

33 The recruitment process for new staff in the U.A.E varies from 45-90 days (taking into account notice periods, medicals etc.) and the award on 18th August with a PoP start date of 20th Sep 2019 does not allow sufficient time to recruit and place the staff. This does not take into account the time required to gain permanent access to the installation. Please advise if temporary staff can be provided till the permanent staff is recruited.

34 Pricing: Please advise if the USN is exempted from VAT charges in UAE and will the contractor be able to claim the INPUT VAT on the services it obtains from its subcontractors?

Refer to FAR 252.229-7001 TAX RELIEF (SEPT 2014); Contract Line Items (CLINs) contained in this section shall indicate the total price for the CLINs. All unit prices should be filled in as well as total prices.

The offeror shall submit their offer for all CLINs and the break-down of the price of each CLIN on the table provided in Attachment 3 . Please note that the

Government will consider an ALL or NONE award resulting from this solicitation. Therefore, all CLINs shall be priced or stated as "$0.00" or "NSP".

Fixed prices shall be entered into the Pricing Schedule including Option CLINs.

All prices contained in the Pricing Schedule (Section-B) reflect total compensation for the services detailed therein. The price must be fully inclusive of all costs including labor (workers, management, aids, assistants, and operators), overhead, and general and administrative (G&A) expenses, and profit.

Overhead and G&A expenses include, but are not limited to: expenses for telephone, telefax, e-mail and postage, clerical support and administrative support.

35 What has been the fuel consumption for the MHE in the past 12 months

Govt does not have that information as it was solely managed by the contractor.

36 Are there fueling facilities within Jebel Ali or will the contractor be required to arrange fueling from outside.

Jebel Ali Navy compound does not have fuel tank. It is contractors responsibility to arrange the refueling for their MHEs.

37 Based on our review of the operations during the site visit, it was observed that a crane is not required. Can you please confirm if a crane required for these warehousing operations?

Crane is not required by contractors

38 Please advise what office furniture will be required for this contract? What office furniture is available from the

USN.

20ft office trailer with A/C will be provided by government. It is contractor's responsibility to fit out the office trailer.

39 Please confirm that the “local pier deliver” is only limited to placement of the cargo on the pier and that the loading

/offloading of the cargo onto/from the ship will be handled by the husbanding contractor.

Contractors are only responsible to drop off or pick up the cargo on the pier.

Loading/offloading of the cargo onto/from the ship will be the ship's responsibility.

40 Commercial land transport: Is the contractor required to arrange for transportation to/from the warehouse for the cargo or will that he handled by the USN through its various contracts at no cost to the contractor?

USN will utilize the existing Army SDDC trucking contract (separate to this

SHED 57 warehouse contract) to move the cargo in and out of JEBEL ALI.

Contractors are not responsible for arranging their own trucking contract.

However, it is part of the contractor's duty to assist arranging the trucks using existing Army trucking contract for cargo movement. Contractors are responsible for the transportation/shuttle of their employees from and to work (SHED 57).

41 AMS-TAC: Please confirm if the contractor staff will be trained on the use of this system? Does the contractor staff need any special access requirements e.g. CAC cards etc.

for accessing the system? If so, will it be provide at no cost to the contractor or will the contractor have to bear the cost for the same. Please advise the costs/timelines/requirements, if any for the contractor to gain access to this system.

Awarded contractor will be trained on AMS-TAC. No CAC required to access the system.

42 Waste management SOP under point 4.5.1 of the PWS:

Please provide a copy.

Waste Management Standard Operating Procedure – U.A.E will be provided during the HAZWASTE training scheduled on the first week of POP.

43 Non-Regular Working hours: It is understood that the contractor price has to take into account the costs for 400 non-regular working hours in the annual cost. Please advise how the non-regular hours over the 400 hours will be compensated and what rate?

The contractor may be expected to work up to 400 hours during non-regular working hours per performance year, and shall base their proposal price on 400 hours. A report of actual non-regular hours worked shall be prepared and submitted to the OIC or FLS rep on a monthly basis. Please note that this is a firm-fixed price contract.

44 GFE: Please confirm that the repair and maintenance of the GFE is a USN cost and contractor is not required to pay for the same.

Repair or replacement of GFE is government's responsibility.

45 Historical Data: Please provide the historical cargo data for the period from Jan to June 2019.

Historical cargo data for 2018 was provided in solicitation (Appendix E). That is all the data that can be provided as of now.

46 Clause 5-Page 7: What is the exact scope of work for Pier handling? Will the contractor be required to move to the pier to onload/offload ships?

Contractors are responsible for pick up and drop off the cargo on the pier only.

Onload/Offload of cargo onto/from the ship is ship's responsibility.

47 Clause 9.1-Page 8: Is it a requirement that the contractor hire both a full time Station Manager and Assistant

Station Manager, or can the assistant be a part-time, as needed, employee?

Both Station manager and alternate station manager need to be full time.

48 General: If contractor requires a battery forklift/MHE's for the operation, will a battery charging station be provided?

No battery charging stations are available in SHED 57.

49 General: What will be the maximum weight of an item received in the warehouse, in order to judge the

MHE/Forklift maximum capacity requirement?

Heavy cargo can be Aircraft engine, ship's GTG, occasionally 30 - 40 ft boat.

50 Kindly let us know the number of manpower, number of forklift drivers with Forklift details current contract?

It is contractor's responsibility to provide the required manning and equipment based on their best and final estimation. The Government estimates that approximately four forklifts may be needed in the performance of this requirement.

51 Please let us know the current contract value? The contract value is $967,474.80 inclusive of base year and four option years

(inclusive of VAT)

52 Please confirm, do the sub-contractor should be registered with JCCS. ( If you can provide anyone from US Navy for registering support in JCCS )

PLEASE NOTE THAT THE JCCS VENDOR VETTING PROCESS TAKES AT

LEAST 45 DAYS.

(1) The contractors (prime and subcontractors) performing contracts within the USCENTCOM Area Of Responsibility (AOR) with an estimated value in excess of $30,000 shall maintain an “acceptable” JCCS vendor rating through-out the performance of the contract. To be eligible for contract award and installation access, contractors and sub-contractors (at all tiers are required to register for installation access in the U.S. Government Information Technology (IT) Joint

Contingency and Expeditionary Services (JCXS) system containing the Joint Contingency Contracting System (JCCS) module and are responsible for keeping the information in this system updated at all times. Prime Contractors and subcontractors at any tier may verify their registration at https://www.jccs.gov/jccscoe/ by selecting the “Vendors Login” module and logging in with their user name and password. The offeror must be registered, approved, and eligible for installation access prior to award, and remain eligible for installation access for the life of the contract.

(1) The offeror is required to submit a listing of all proposed subcontractors, at all tiers, to the contracting officer with the submission of the proposal, and provide updates during the life of the contract when subcontractors are added or removed.

If no subcontractors are expected to perform during the life of the contract, the offeror must submit a negative response to the Contracting Officer with its proposal. After award, at the beginning of each rating, and if no subcontractors are expected to perform, provide a negative response to the contracting officer at the beginning of each performance period.

(2) Failure to be approved in JCCS -- and thereby be eligible for installation access at the prime and subcontractor levels -- or failure to inform the contracting officer of the names of all prospective subcontractors (or provide a negative reply), may render the offeror/contractor ineligible for award or continued performance. Additionally, any firm that is declared ineligible for installation access will be deemed non-responsible until such time as that firm is again deemed eligible by the appropriate access approval authority.

53 Is it the government’s intent that the prime contractor obtain/hold a facility clearance on this contract?

Facility clearance is not required

54 The solicitation includes FAR clause 52.204-2 SECURITY REQUIREMENTS (AUG 1996). In order to ensure compliance with this clause, can the government provide a draft copy of the DD254 to allow us to better understand the planned contractor access to information?

DD254 is not required. Contractors need to pass the biometric and access vetting process at the pass office.

55 Due to the short timeframe between proposal announcement and proposal deadline, request a 30 day extention for proposal submission.

Performance is required for the dates stated in the solicitation, therefore, and extension is not available.

56 The Contractor shall receive, process, and stage for trans-shipment material shipped via any commercial freight companies (Examples are FEDEX, UPS, and DHL) - Will the Contractor be responsible to set up Accounts with FEDEX, UPS and DHL?

No. Contractors are not responsible for any creation of account, duties, or customs fees for the commercial freight company. Shipper will be responsible for the such fees.

57 Paragraph 9.2 Forklift Operator: the Contractor will provide Forklift Operators that have one Year of relevant experience and licensed as Forklift Drivers in accordance with UAE and Dubai Transportation Laws for Forlift Operation. - What is the Current List of Nationalities that are Prohibited to work in this Site?

There's no list of Nationalities that are prohibited to work in this Site. As long as they pass the biometric and access vetting at the security office in JEB, they are

"good to go". However, if any proposed personnel that are failed the vetting process, then contractors need to provide an alternate personnel to replace them.

58 HAZMAT Spillage is whose responsibility, Contractor or Government?

It's case by case. In the event of spill, Hazmat spill kits will be available in the SHED 57 and properly treated to clean the affected site.

59 HAZMAT Storage - Will stacking of pallets be required?

Is the HAZMAT storage climate controlled?

HAZMAT center is climate controlled facility and only stores single stack of hazwaste pallet due to low ceiling clearance.

60 Is the transportation of cargo included in the scope of this contract?

Transportation of cargo is not but the transportation of contractor's employees from/to work is contractor's responsibility.

61 Please provide a list of the equipment currently provided under the current contract.

Appendix B-1 and B-2 in the solicitation are the list of GFE and consumables that government will be providing throughout the contract.

62 Who is responsible for the inventory of materials/cargo going in and out of the facility?

It is the part of the contractor's duty to manage the warehouse operations, i.e, scanning, tracking, inventory, etc.

63 Please identify the type of HAZMAT covered by this contract?

Oily rags, expired battery, old detergent, etc. All these will be properly placed in sealed 55 gal metal drums prior to offload from the ship. Contractors are only to move the metal drums from point A to point B. No actual physical handling of individual hazwaste is required by contractors.

64 Are inport and export formalities within the scope of this contract? If so, will it be the responsibility of the contractor?

No inport or export of formalities are part of contractor's responsibility.

65 Do contractors need to comply with the ECMRA requirement?

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the

U.S. Navy via a secure data collection site. As this is a manpoiwer reporting requirement under the PWS, only the awardee will be required to comply with this requirement during the prformance of the contract.

66 Will there be any cargo requiring chillers or climate control such as food or pharmaceuticals?

Yes, however the volume of chill requirements are very minimum. SHED 57 is equiped with one chiller and has been sufficient to store the chill items in the past.

67 Will laptop and software be supplied by the Government? AMS-TAC laptops and its software will be provided by government.
