RFI RESPONSES

PRE‐BID REQUESTS FOR INFORMATION (RFI's)

PROJECT Rapid Innovation Center

LOCATION Building 1258, NUWC Newport

DATE 2/19/2020

RFI No. QUESTION RESPONSE

1 Door “315‐3” shown on the Door Schedule is not located on the Plans. Are we required to supply this door? Or can you revise the Door Schedule?

You are not required to provide this door. Drawings have been revised.

2 On the Security Plan, Note #4 states” At locations indicating access panel, provide a 12 inch square surface mounted pull box at 60 inches above finished floor”. There are no access panels on the drawings, can you please revise this requirement?

Revised drawings have been provided.

3 Please confirm the purchases of materials and equipment that are to become permanently installed in the renovation are exempt from Rhode Island sales tax. The Solicitation includes FAR 52.229‐3 Federal, State and Local Taxes, which indicates the Government will provide evidence appropriate to establish the exemption where one exists, which we believe applies to this project.

Please include taxes in your bid. NAVFAC PWD Newport does not provide tax exempt documentation.

4 Is the Superintendent permitted to perform any direct work on the project, such as selective demolition or carpentry, or are his/her duties restricted to supervision/coordination/other non‐ trade tasks?

The Superintendent is permitted to perform direct work so long as he/she is qualified and that work does not interfere with their primary responsibility of managing and coordinating day‐to‐day production and schedule adherence. They must also be able to attend regular partnering and QC meetings.

5 Will the contractor have a dedicated area behind the building for a dumpster, or is live loading of debris required? If a dumpster is allowed, is a 30 cubic yard container ok, or will size be limited to a 15 or 20 cubic yard container?

The contractor will have a dedicated area behind the building for their dumpster. A 30 cubic yard container is okay.

6 Are there any time of day restrictions for carrying debris and/or materials down the corridor and in/out of the building?

No.

7 Will the systems furniture currently in the largest existing room be removed by the Government, or should it be carried by offerors as part of the demolition? If it is to be removed as part of demolition, can the Government provide a sketch so all offerors can see the extent of the work?

The Government will remove the furniture before construction begins.

8 Are temporary framed drywall partitions required, or is 6‐mil (or thicker) polyethylene sheeting ok if it is securely attached to walls/ceilings/floors to adequately contain dust? As a secondary question— are there any different requirements for working in the occupied rooms to the east and west of new room 314A?

Provide temporary framed drywall partitions to contain dust and to help mitigate the spread of noise to the adjacent office spaces. Other than being mindful of dust and noise, there are no special requirements. To reduce desturbance, work to minimize the amount of time the walls are open to those adjacent spaces.

9 Can the Government provide a detail for Note 3 on drawing 3 of 13 to indicate how beams should be infilled, including framing requirements?

The drawings have been revised.

10 The hatched area indicating the beam and column wrapping in the largest existing room stops at the column near the center of that room. But the beam is still exposed across this room the rest of the way to the corridor. Should this beam also be infilled?

No. The wall below the beam jogs so the beam will be above the suspended ceiling in room 315. We only need to wrap it where the wall comes up to meet the beam in order to maintain a continuous wall.

11 Are there any requirements for off‐hours or weekend work for infilling the beam on the existing room to the west of new room 314A? It appears to be occupied and there is a finish ceiling and carpeting in there. Are there any special requirements for working along the walls of the corridors or in room 316?

There are no special requirements for working in the corridor. Room 316 is a large meeting room. Periodically there are special events in there that we will need to work around but there are no special requirements. The drywall in the room to the west of room 314A is already continuous to the underside of the roof deck.

12 Does the elevation titled “Room 315 Interior Finish” on drawing 4 of 13 showing acoustical wall panels apply to all three of the walls in this room that do not get dry erase boards?

Yes.

13 Will a flow test be required on the existing water supply feeding the fire suppression system, or will the Government provide recent, reliable data for the fire suppression subcontractor to use?

Secondary question—are calculations and engineered shop drawings required for planned changes to the system, or can the fire suppression subcontractor merely perform relocations to protect the new layout in accordance with the product and execution requirements of the specifications?

The new sprinkler layout has been approved by the local Authority Having Jurisidiction. A flow test is not required.

Calculations are not required. The subcontractor may perfrom the relocations inaccordance with the product and execution requirements of the specifications.

14 Will the contractor be required to hire an elevator subcontractor to disable the elevator and lock the rear doors (south) in order to finish the inside of the type 3 partition being infilled within the door opening, and/or to program the elevator to disable that door permanently?

The inside of the partition must be finished. Yes, that will likely require the contractor to hire an elevator mechanic to lock the rear doors open. The Government will hire a contractor seperately to permanently disable that door.

15 Does the Navy require a specific dry erase board. Notes have been added to the drawing.

16 Can the QC Manager and Superintendent be the same person?

No. The specification has been revised.

17 Please provide a spec for non‐acoustical steel doors. A specification section has been added.

18 Can the sprinkler work be performed during normal working hours?

Yes but the system must be put back into service each night.

19 The existing VAV boxes have KMC controls. Is there a requirement for DDC controls on the new VAV's?

Yes. The base is working towards standardizing the DDC controls with the Johnson Controls System. A note has been added to the mechanical schedule. NUWC also has a follow on contract to retrofit this building with a new control system. These new units will need to be tested locally as the new system will not be installed prior to this work taking place. They will be connected to the new system, by others, at a later date.
