Written Solicitation, Request for Quote

This announcement and the documents contained within it represent a Request for Quote. Simplified

Acquisition Procedures are being used. The government is requesting quotes, not offers. Quotes are non‐ binding. Quotes should be submitted on the respondent’s letterhead.

The applicable NAICS code, small business size standard, applicable small business set‐aside, site visit information, and due dates and times are indicated within the screens of the announcement.

Quotes must be valid for 90 days.

Quotes that contain terms and conditions may be dismissed.

Quotes should acknowledge any amendment by number and description as well as confirm receipt of any RFI document that was added to the announcement.

Quotes should be prepared on letterhead and be emailed to the point of contact listed in the announcement. It can take several hours for an email with attachments to be delivered; they get scanned for viruses before being delivered. Late quotes will not be considered.

For construction requirements, the magnitude of construction is stated within the screens of the announcement.

A quote will be used to draft a purchase order, the government’s offer to a potential contractor. The purchase order will contain the terms, conditions and clauses that are typical of like work of similar size and scope. A list of clauses, some of which may or may not be in government’s offer, are contained on the following pages of this document; clauses are subject to change.

Prevailing wage rates apply, wage determination attached to announcement.

Electronic payment system will be required (WAWF).

At time quotes are evaluated, immediately following receipt, respondent must be registered in SAM.

If respondent not registered in SAM quote may be dismissed.

An insurance certificate will be required immediately following award. See last page for minimum coverage requirements.

For construction requirements only, account for costs associated with bonds as follows:

Construction contracts greater than $35,000 will require two payment protections, such as a payment bond, an irrevocable letter of credit, a tripartite agreement, or certificate of deposit.

Construction contracts greater than $150,000 will require a performance bond.

If both of the above payment protections and a performance bond are required, a bid guarantee equal to 20% of the quote price will be required.

If any of the above payment or performance bonds are required due to the price of your quote, they will be required to be delivered to the government within ten (10) days after award.

Minimum Insurance Coverage Requirements:

Comprehensive General Liability: $500,000 per occurrence

Automobile Liability: $200,000 per person, $500,000 per occurrence, $20,000 per occurrence for property damage.

Workmen’s Compensation: As required by Federal & State workers’ compensation and occupational disease laws.

Employer’s Liability Coverage: $100,000 except in states where workers compensation may not be written by private carriers.

Others as required by the state of Rhode Island
