Does this mean we have to submit experience in the same location as the proposed project? Or is the government looking for the offeror's ability to work outside of the home base location?
Please refer to amended experience factor. The
Contractor shall meet the requirements of Part 2 of the
RFP for the home based location question.

Project objectives states install of 3 egress only turnstiles. There is no mention of 1 ABA entry/egress turnstile. 6.0 Existing
System Requirements G204004 Security Structures states
"Provide additional ABA turnstile" and does not include Lat/Long coordinates like that of the 2 entry/egress and 4 egress only turnstiles listed just above. What are the coordinates of the ABA turnstile?
2.1.1 also states to provide additional ABA turnstile.
Turnstile shall be located near Lat: 40.69026812698, Long: -89.70588157319
Part 3 SOW 2.0
Project Objectives
Project objectives states "install new K4 rated cable reinforcing to existing 7' chain link fence…". Saginaw NOSC does not specify cable system is to be affixed to chain-link fence. Can cable system be independent from chain-link (not attached to existing fence fabric)?
This site is for Peoria. No, we would like the cabling and the fence to not be separate.

"Provide 2 K4 crash rated vert pivot arm gates…. 24' width…".
There is currently no vertical pivot arm gate vendor that supplies a 24' crash arm system that allows for the implementation of a fence panel. May the clear openings be less than 24' but managing to find the greatest road widths available while meeting the specs for the gate operator? If so and there is no max. width required, is there a minimum road width clear opening?
We included an example in Part 6 of RFP the attachments. Also, see PPI attachment 02 and 09 of 09 for your reference/use.

Need drawings of windows & doors that are to receive film. We are including all drawings that we have of doors and windows. Per the RFP all interior and exterior glazing to have window film.

What mil of FRF is to be used and is it tinted? It is noted in the RFP states the requirements. See

Objectives
This paragraph calls out for PTZ CCTV cameras to be provided on poles at crash gates and at all turnstiles. This would be a total of eight (9) cameras to cover the (2) ingress/egress turnstiles, the (4) egress only turnstiles, the additional ABA turnstile and the two (2) Vehicle gates. Elsewhere in the RFP it calls out for only (5) PTZ CCTV cameras at specific GPS coordinates, which don't seem to align with these locations called out for all turnstiles and the vehicle gates. Please provide the locations and the total quantity of PTZ CCTV cameras required for this RFP.
RFP states to provide 5 new and to replace existing.
We received information from the NOSC and we are requesting that you replace the existing cameras.
There are 8 total existing cameras with one being indoors and the other 7 outdoors on the building.
Provide cameras on poles at gates (2), 1 camera will include the ABA turnstile and provide 2 cameras on poles at ingress/egress turnstiles. Total exterior cameras = 16, total interior camera being replaced = 1, these do not include CAC cameras. New camera locations are listed in the RFP.

Page 13 mentions that contractor shall verify existing cameras and system will be compatible with the new system. If they are not compatible, replace with new and replace existing cameras in their same location. The RFP indicates cameras by GPS coordinates and those coincide with the locations of the existing cameras. Is it the intent of the Government to have two (2) cameras in each exterior location when this project is completed, or shall the existing cameras be removed as part of this project?
Replace the existing cameras with new based on information from the NOSC the cameras are very old and some don't even function. The intent is to only have 1 camera at that location.

Fire Protection Engineering, or will basic shop drawings and cut sheets suffice for all proposed system design work?
If the intent is to have a (one) UPS for all ESS systems
vs. a UPS per each system of the ESS systems, then
UFGS 26 33 53.00 20 will apply. If the latter, then cuts and notes describing the UPS characteristics on the drawings will be acceptable.

Will the prospective awardee be required to obtain the services of a licensed and qualified Fire Protection Engineer to perform any Fire Protection Designer of Record (FPDOR) services? If so, will the qualifications of the FPDOR be required to be submitted as part of the respondent's Technical Proposal?
Yes, for the FPQC. Also, an FPDOR will be required.
The FPDOR and FPQC can be one and the same IF they meet the qualifications for FPDOR and FPQC.
Intent is, if the FPDOR serves as the FPQC, the
FPDOR cannot have a business relationship with any fire protection equipment device manufacturer, supplier, or installer for any such equipment provided for this project. They are not required to be submitted as part of the Technical Proposal.

This section says provide and IDS or an ACS to sense all perimeter doors and windows and the interior volume in at least two locations and that the system shall have 90 minutes of battery backup. This directly conflicts with Part 3, where it says to provide an ACS and CCTV system only and Part 3 has different battery backup requirements. What is to be provided and how many hours of battery backup shall be provided for the system the Government clarifies that it wants?
Provide an ACS on all doors, including the gate entrances, and as described in the RFP. Provide an
IDS to monitor all doors. The RFP does not require sensors on the windows. Provide a CCTV system as described in the RFP. Each system will have 8 hours of back-up power.

Objectives
This paragraph states that CAC readers shall be provided at all exterior doors. Does this include the separate Marine Corps
Vehicle Maintenance Facility and if so, will those over head and perimeter doors need balanced magnetic switches and any
CCTV PTZ cameras or video intercom systems?
The VMF is not included in this contract.
In these sections is calls for installing a Vertical Pivot Arm Gate, please clarify if the Navy wants a vertical pivot crash gate or vertical barrier arm gate? Example of a vertical barrier arm gate is 1) Hysecurity Gate-
StrongArm M30 and 2) RSSI Barriers-RSS-3000 Drop Beam System.
Example of a vertical pivot gate is AutoGate-VPL-CB24-30.
Contractor to provide a K4 rated Vertical Pivot arm.
Example is in Part 6 of RFP. As well as PPI attachments 02 and 09 of 09. The K4 vertical pivot arm is all one unit with the K4 rating integrated with fence. A separate second barrier arm/drop arm gate is not required.
21 2 - Section D5020
2- Section D5020 call for the CCTV and Access Control to have 8 hours of UPS back-up power, can we look into providing a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power.
A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.
3 - Per part 3 page
3- Per part 3 page 17, section G204001 Fencing and Gates it states estimate 10% of the fence is in need of repair. Once design begins will any fence needed to be repaired that is over the 10% be a change order?

23 4 - Section G204004
4- Section G204004, states gates shall be equipped Per UFC 4-022-03 with safety devices, traffic loops, and photoelectrical safety beams fro vehicle and pedestrian detection. In order for the gates to be UL 325 compliant the crash gate would have to fall into one of 4 classes of gates. What class does the Navy want these gates to fall under, Class
I, II, III, or IV? Depending on the class determines what type of safety features that come the gates.
Based on our gate selection we understand it may not meet the UL 325 rating. Our top priority is Security.
Safety devices shall be installed as outlined in the RFP and UFCs with the exception of UL 325 if the gate we selected can not meet this. We do take safety seriously. DOR/Contractor shall determine which class based on that information. At a minimum we would like to see photo eyes, loops, control boards that has an adjustable timer to close setting that will cause an open gate to close.

24 Section G2004004
Section G204004 states BOD will not be issued until the Contractor can show a continuous 60 days incidence free for the gate and turnstiles are fully functioning, not including user error. Does the 60 days begin the day the NOSC starts using the gate to get in and out of the parking lot?
The 60 days begins when the gates and turnstiles are fully installed and functioning. Contractor shall give us the start date and we will track along side you and the
NOSC personnel to ensure no issues.
25 Section G204004
Section G204004 calls for a pole mounted cameras on concrete bases where the pedestrians enter the compound at all turnstile locations.
Does this include pedestrian turnstiles that are egress only?
No, egress turnstiles do not require cameras on poles.

(1) ABA turnstile?
Yes, the cameras on poles are for the ingress/egress turnstiles and the ABA turnstile. The ABA turnstile camera on pole can be lumped in with the gate camera on pole.
27 Section G204004 and D5030
Sections G204004 and D5030 calls for This section calls for a pole mounted cameras on concrete bases where the pedestrians enter the compound at all turnstile locations. Does this included the (2) crash gates? And if the crash gates are to get PTZ camera's, are these cameras included in the coordinates given for the (5) camera locations in Section D5030.

Please confirm the extent of Design required of the Prime
Contractor and the Deign Disciplines that must seal the Final
Design Documents.
It is dependent on the number of design disciplines that are chosen. Section 01 33 10.05 20 defines the requirements. A DOR is required to sign and seal each drawing. "This seal must be the seal of the DOR for that drawing, and who is professionally registered for work in that discipline." Also look at 1.6.6 of this section. " Both the CA and the QC Manager must certify design submittals for compliance with the contract documents. The DOR stamp on drawings indicates approval from the DOR."
Is a Ballistics Engineer required to calculate the required thickness of FRF film to be applied to exterior windows?
A Structural Engineer is preferred but will allow the licensed Architect or other licensed Engineer to provide calculations to verify.

In regards to the requested Knox Box installment for key switch override at main vehicular gate entry- has the Fire Department been contacted for coordination to date and if so is there a contact for Fire Marshal/chief or whoever is to review.
The local Fire Department has not been notified. The awarded Contractor will coordinate those efforts. We will assist in anyway that we can.
Has the local Peoria City authorities been contacted regarding any issues or coordination such as Public Right of Way encroachment?

Can a cantilevered sliding gate that is K-4 rated be utilized as a singular element that is both rated for crash impact and provides perimeter security enclosure?

Please confirm K-4 anti-ram removable bollards are to be a manual shallow mount removable type (or equivalent) in lieu of any required retractable hydraulic powered units etc.
For this site there are no removable bollards.
Window film attachment identified as mechanical application-
Please clarify as to what does “application shall be installed into frame” mean? Is this merely refereeing to fasteners and batten attachment to extrusion?
This is referring to mechanical attachment. We will allow for batten/wet glazed attachment only in locations that the sashes have the space to accommodate. Plan on the mechanical method for bidding purposes. We want to ensure whichever method that is used it meets the explosive weights and UFC requirements as outlined in the RFP.
Previous NOSC facilities scope of worked on relied upon wet glazing system application. Looking to confirm application for this facility to be mechanical application.
This is referring to mechanical attachment. We will allow for batten/wet glazed attachment only in locations that the sashes have the space to accommodate. Plan on the mechanical method for bidding purposes. We want to ensure whichever method that is used it meets the explosive weights and UFC requirements as outlined in the RFP.
Is there any specific direction in the instance of film attachment into windows when either inhibits operable window conditions
(due to tight fit as a result of film attachment) or limited capacity to anchor due to minimal window return depth?
In cases of sliding windows we will view it case by case but allow 1 operable window per room. This will be worked out with awarded Contractor to ensure the film can not meet the requirements first.
Are there any special measure that must be taken given the nature of reflective tinting is dependent on lighting conditions i.e.
room lighting brighter than corridor circulation- is there any need to further control of condition?
No, for cases that reflective film will be installed in interior applications the reflectivity needs to be towards circulation areas and to the exterior in order to protect inhabitants in the rooms.

For new or modified facility doors, where identified to be compliant with ABA/ADA guidelines, is the compliance limited to the elements modified of the door, such as shelter in place deadbolt locking (i.e. mounted height, compliant thumb-turn etc.)
or is it more expansive where approach to door, clearances for push pull of hardware, lever hardware etc. must be met.
Please clarify the intent of; "clearances for push pull of hardware," "lever handware" and "etc." ABA/ADA requirements shall be met where any doors need to be or are required to be replaced and/or any deadbolts need to be replaced/installed. Any new levers, handles etc that are installed will be required to meet ABA/ADA requirements. Existing doors that are not modified including new cores do not need to meet the ABA/ADA requirement, only in cases where CAC readers are installed, new deadbolts, new handles or push/pull hardware do.
We are to provide deadbolt locks on Toilet Room and Locker
Room Doors as they will be designated as shelter in place.
Some of the existing locker room and toilet room have frosted glass lites in the upper half of the door. Should these doors with glass lites in the door be replaced with new solid doors?
Provide reflective FRF film at these door locations and at doors similar to this that require "shelter in place"
We are required to perform and provide a limited environmental survey prior to starting work. Are we to include an Allowance in our bid proposal for environmental remediation in case existing asbestos or lead paint are found to impact our work?
Any work not included in the contract will be evaluated in accordance with FAR 36.502 Differing Site
Conditions.

This directly conflicts with Part 3, where it says to provide an ACS and CCTV system only and Part 3 has different battery backup requirements. What is to be provided and how many hours of battery backup shall be provided for the system the Government clarifies that it wants?
Provide an ACS on all doors, including the gate entrances, and as described in the RFP. Provide an
IDS to monitor all doors. The RFP does not require sensors on the windows. Provide a CCTV system as described in the RFP. Each system will have 8 hours of back-up power.

These sections call for installing a Vertical Pivot Arm Gate, please clarify if the Navy wants a vertical pivot crash gate or vertical barrier arm gate? Example of a vertical barrier arm gate is 1) Hysecurity Gate-StrongArm M30 and 2) RSSI Barriers-RSS-
3000 Drop Beam System. Example of a vertical pivot gate is
AutoGate-VPL-CB24-30.
Contractor to provide a K4 rated Vertical Pivot arm.
Example is in Part 6 of RFP. As well as PPI attachments 02 and 09 of 09. The K4 vertical pivot arm is all one unit with the K4 rating integrated with fence.
We do not want a separate second barrier arm/drop arm gate.
60 Section D5020
This section calls for the CCTV and Access Control to have 8 hours of UPS back-up power, can we look into providing a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power.
A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.

This section states gates shall be equipped Per UFC 4-022-03 with safety devices, traffic loops, and photoelectrical safety beams for vehicle and pedestrian detection. In order for the gates to be UL 325 compliant the crash gate would have to fall into one of 4 classes of gates. What class does the Navy want these gates to fall under, Class I, II, III, or IV? Depending on the class determines what type of safety features that come with the gates.
Based on our gate selection we understand it may not meet the UL 325 rating. Our top priority is Security.
Safety devices shall be installed as outlined in the RFP and UFCs with the exception of UL 325 if the gate we selected can not meet this. We do take safety seriously. DOR/Contractor shall determine which class based on that information. At a minimum we would like to see photo eyes, loops, control boards that has an adjustable timer to close setting that will cause an open gate to close.

Section states BOD will not be issued until the Contractor can show a continuous 60 days incidence free for the gate and turnstiles are fully functioning, not including user error. Does the
60 days begin the day the NOSC starts using the gate to get in and out of the parking lot?
The 60 days begins when the gates and turnstiles are fully installed and functioning. Contractor shall give us the start date and we will track along side you and the
NOSC personnel to ensure no issues.

And if the crash gates are to get PTZ camera's, are these cameras included in the coordinates given for the (5) camera locations in
Section D5030.
Yes the gates require a pole mounted camera to view any passengers. The coordinates do not include the listed 5 in the RFP. The DOR/Contractor shall determine proper placement.
How many gate cycles should be expected? Gate cycles are based on number of personnel entering the facility and exiting. The facility has roughly 24 full time personnel entering/exiting the site and has visitors.
The Navy and Marines have 1 drill weekend per month with the Navy having 70 reservists and the Marines having 180 reservists.
What rooms will the workstations be in? The Navy Admin space is Room 114 and the Marine
