QUESTION GOVERNMENT RESPONSE
ALL PPIs with RESPONSES
Has there been any preliminary determination or filing regarding State Historic Preservation Officer SHPO in order to asses / determine if there is a Historic Property
Affected by the proposed scope of work.
Please see PPI attachment 03 of 06. No Historic action is required.
RFP designates gate to be vertical pivot arm- is this specification indicating a separate second barrier arm/drop arm gate, in addition to the main perimeter fence line security vehicle gate (i.e. inner crash impact barrier, on the protected side, just behind the operable fence line vehicle gate). Please clarify pivot arm type gate. Also note within Part 6 the vehicle gate is indicated as cantilevered sliding gate type.
Contractor to provide a K4 rated Vertical Pivot arm.
Example is in Part 6 of RFP page 442 of .pdf document.
As well as PPI attachments 02 and 06 of 06. The K4 vertical pivot arm is all one unit with the K4 rating integrated with fence as shown on page 442. A separate second barrier arm/drop arm gate is not required. Contractor should also expect roughly 40 daily in and out gate cycles as the NOSC have 40 full time personnel at the building and receives daily visitors. Please note that the Navy has 1 drill weekend per month of roughly 105 reservists and the Army has 1 drill weekend 5x/year of 166 on site.
Can a cantilevered sliding gate that is K-4 rated be utilized as a singular element that is both rated for crash impact and provides perimeter security enclosure?
No. Please see response to question 11.
Please confirm K-4 anti-ram removable bollards are to be a manual shallow mount removable type (or equivalent) in lieu of any required retractable hydraulic powered units etc.
Correct. Retractable powered units are not required.

QUESTION GOVERNMENT RESPONSE
ALL PPIs with RESPONSES
In reference to the existing K-4 steel cable reinforcing system currently in place, are there any calculations or other data available for review regarding capacity? Is there any as-builts to quantify existing concrete deadman sizing, cable type/capacity, rod/turnbuckle/eyes type/capacity etc.? If no information is available concerning the existing system, is testing required and/or selective demolition to uncover and assess existing concrete foundation etc.
The existing cabling has not been calculated nor is it all in place. We will allow the reuse of existing system if contractor can prove it meets K4 rating via calculations and there is no rust on existing cabling. contractor also has the option to provide all new cabling and deadmans etc as outlined in the RFP and per UFC requirements.
Steel cable at tie down point into deadman foundation appears to be partially unprotected by steel bollard per typical UFC standard where cable with swaged eye end connection to turnbuckle/rod drop into ground is protected.
Question/statement is unclear. Please see response to question 14 for further guidance.
For installation of the steel reinforcing cable system, can the placement of cable for existing fence be placed at the outside (attack side with nut and lock washer of U-bolt on protected side) per UFC designation of UFC 4-022-03, specifically in the appendix 'C' sheet 713 in lieu of new fence construction requirements as placed between fabric and post.
Cabling can be placed on the attack side per UFC requirements.

Is there any as-builts or material data regarding the existing perimeter fence and evaluating deficiencies- or is it dependent only on visual inspection, such as spacing of fabric ties for various attachment points, closure at bottom of fabric/rail to grade, various pipe sizing, bowing of fabric, alignment of posts at greater than 2 degrees from vertical to either side etc.
There are no as-builts. Visual inspection only.
Window film attachment identified as mechanical application- Please clarify as to what does “application shall be installed into frame” mean? Is this merely refereeing to fasteners and batten attachment to extrusion?
This is referring to mechanical attachment. We will allow for batten/wet glazed attachment only in locations that the sashes have the space to accommodate. Plan on the mechanical method for bidding purposes.
Whichever method that is used shall meet the explosive weights and UFC requirements as outlined in the RFP.
Previous NOSC facilities scope of worked on relied upon wet glazing system application. Looking to confirm application for this facility to be mechanical application.
See response to question 18.
Is there any specific direction in the instance of film attachment into windows when either inhibits operable window conditions (due to tight fit as a result of film attachment) or limited capacity to anchor due to minimal window return depth?
In cases of sliding windows we will view it case by case but allow 1 operable window per room. This will be worked out with awarded contractor to first confirm the film will not meet the requirements.

Are there any special measure that must be taken given the nature of reflective tinting is dependent on lighting conditions i.e. room lighting brighter than corridor circulation- is there any need to further control of condition?
No, for cases that reflective film will be installed in interior applications the reflectivity needs to be towards circulation areas and to the exterior in order to protect inhabitants in the rooms.
For new or modified facility doors, where identified to be compliant with ABA/ADA guidelines, is the compliance limited to the elements modified of the door, such as shelter in place deadbolt locking (i.e. mounted height, compliant thumb-turn etc.) or is it more expansive where approach to door, clearances for push pull of hardware, lever hardware etc. must be met.
Please clarify the intent of; "clearances for push pull of hardware," "lever handware" and "etc." ABA/ADA requirements shall be met where any doors need to be or are required to be replaced and/or any deadbolts need to be replaced/installed. Any new levers, handles etc that are installed will be required to meet ABA/ADA requirements. Existing doors that are not modified including new cores do not need to meet the ABA/ADA requirement, only in cases where CAC readers are installed, new deadbolts, new handles or push/pull hardware do. *Please note that shelter in place shall also include doors to rooms 007 & 008.*

23 Section D5020
Section D5020 call for the CCTV and Access Control to have 8 hours of UPS back-up power and in the past that has been enough batteries to fill up (2) 42 U cabinets.
There is not enough room in IDF/Lanroom 1124 for (2) full size cabinets, plus any of the security/access control equipment being added, is there another IDF/Lanroom that can be used or can we look into providing a back-up generator which would allow us to use a lot less batteries for the UPS System in order to achieve 8 hours up back up power.
A backup genset is acceptable instead of battery backup. However, the stipulation is the genset will be natural gas and there still will be some battery back up until the genset comes online and transitions.
24 Section D5030
This section calls for a pole mounted cameras on concrete bases where the pedestrians enter the compound at all turnstile locations. Does this include pedestrian turnstiles that are egress only?
No, this does not include egress, only turnstiles. Please see response to number of cameras for further clarification.
25 Section D5030
This section calls for a pole mounted cameras on concrete bases where the POV and pedestrians enter the compounds at gate locations. Does this include the (2) gand operated gates off of Douglas Street?
Per RFP states "Provide pole mounted cameras on concrete bases where POV and pedestrians enter the compound at all turnstile and gate locations." Yes, pole mounted cameras are required at the existing gates that will have removable bollards.

Security Structures
This paragraph makes mention of an ingress/egress ABA turnstile with CAC reader and video intercom stations.
This conflicts with Paragraph 2.0 where it is mentioned that only three (3) egress only turnstiles are to be provided in the project summary. Please clarify the total number of turnstiles, whether they are egress only, ingress only, ingress/egress, which ones need CAC readers, which ones need 2-way video intercom stations, how many video-intercom stations, and which ones also need PTZ
CCTV cameras mounted on poles.
ABA/ADA turnstile at main gate entrance shall have as outlined in RFP CAC reader, pinpad/intercom/video and tied into master stations and have a camera on pole that can also be used with the main gate camera mounted pole. The remaining egress turnstiles do not require anything in addition, they do not require two-way communication. Please see previous answers for further guidance.
Part 4, Paragraph
D5090 Other
Electrical Services
It is mentioned that the Designer of Record shall utilize
UFGS Section 26 33 53.00 20 whenever a UPS system is required. Is it a requirement of this RFP to provide all edited UFGS specifications by respective disciplines from
Architecture, Civil Engineering, Door Hardware, Security
Controls Engineering, and Fire Protection Engineering, or will basic shop drawings and cut sheets suffice for all proposed system design work?
If the intent is to have a (one) UPS for all ESS systems
vs. a UPS per each system of the ESS systems, then
UFGS 26 33 53.00 20 will apply. If the latter, then cuts and notes describing the UPS characteristics on the drawings will be acceptable.

This section says provide and IDS or an ACS to sense all perimeter doors and windows and the interior volume in at least two locations and that the system shall have 90 minutes of battery backup. This directly conflicts with Part
3, where it says to provide an ACS and CCTV system only and Part 3 does not mention providing sensing of perimeter windows, only doors. What is to be provided and how many hours of battery backup shall be provided for the system the Government clarifies that it wants?
Provide an ACS on all doors, including the gate entrances, and as described in the RFP. Provide an
IDS to monitor all doors. The RFP does not call out for the windows to have sensors on them. Provide
IDS/ACS to monitor as described in the RFP. Provide a
CCTV system as described in the RFP. Each system will have 8 hours of back-up power.

This section calls to provide K4 rated cable reinforcement on all sides of the site except for the south. On the northeast side there is a existing condition where the fence line terminates at the north end of brick wall. There is no fence for the next 120 ft, only brink wall and building.
The fence the restarts on the south end of the building.
Essentially the NOSC is using the wall and building as a fence line, does this area need K4 rated crash bollards?
Is there an existing survey to see if we can even install the bollards on Navy Property?
This location where the building is acting as the fence is at the VMF which is not a primary gathering building.
Do not provide cabling or bollards for that 120 foot section but do include the cabling that is on the fence line on that side.
File details come from the government source that posted it.
