THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) to construct two pre-engineered buildings at Camp Johnson and Camp Geiger.

Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.

The work includes, but is not limited to, the construction of a new pre-engineered building (PEB), approximately 4,350 sqft at Camp Johnson and all incidental related work. The new PEB will be used for classrooms and offices. This project also includes the construction of a new PEB, approximately 4,000 sqft at Camp Geiger. This site also has a metal canopy and is to be used as a warehouse to conduct ammunition container recycling operations. Building will include an office, restroom, sorting area, storage area, mechanical electrical and plumbing systems, paving fencing, other site work and incidental related work. This project is estimated to be between $1,000,000 and $5,000,000. A complete list of specifications will be included in the solicitation.

Procurement Method: Sealed Bidding

The North American Industry Classification System (NAICS) Code for this procurement is 236220 Commercial and Institutional Building Construction. This is a new contract.

The total term of the contract will be 360 days.

This is a new procurement. It does not replace an existing contract. No prior contract information exists.

The proposed contract listed here is being considered for a set-aside. Interested small business concerns should, as early as possible but not later than 8 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from small business concerns, the solicitation will be issued as unrestricted without further notice. The evidence of capability to perform should include a minimum of 3 similar projects in size and scope.

Notifications of interest must be submitted in via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than close of business 27 April 2018.
