JUSTIFICATION AND APPROVAL
FOR INCREASING THE TOTAL CAPACITY FOR THE NA YF AC PAX RIVER REGIONAL IDIQ CONTRAC T
FOR
PATUXENT RIVER NAS FACILITIES SUPPORT SERVICES (PAX FSS) PATUXENT RIVER, MD
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Competing this requirement as a standalone contract is not practical due to the urgent nature of the work. The time required to solicit, e:valuate, and award a new contract-estimated at approximately one year-would prevent the Government from addressing the immediate need.
As no viable alternative contract vehicle is available, the most efficient and responsible course of action is to increase the capacity of the existing contract. In accordance with FAR 6.305, the approved J&A will be posted on SAM.gov within 30 days of contract modification award, notifying industry of the Government's increase to the contract's aggregate capacity.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined that the anticipated cost to the Government for the services covered by this J&A is fair and reasonable. To negotiate a fair and reasonable price, the Government will use the independent Government estimate, historical data, and/or market data, as applicable.
8. Actions to Remove Barriers to Future Competition
NA VF AC Washington is currently conducting market research for a competitive follow-on procurement with anticipated award in Quarter 4 of Fiscal Year 2027. The new IDIQ is expected to include a one (1) year base period, four ( 4) one-year option periods, and a six-month option period. The command will take all reasonable measures to expedite the competitive follow-on procurement and avoid any further sole-source contract actions. No additional actions are required to eliminate bfilTiers to future competition.
