Complex B - 2132, 2133 and 2134

Location: MCAF Quantico VA

AF#: 19AF0010

PWB#: ____________

To: Prospective Contractors

The following items define the scope/statement of work and general approach to the completion of the above referenced project. Revisions, if any, are in bold red and eliminations from previous proposal are in strike thorough (thus not included as a part of this scope of work).

SCOPE OF WORK

1. Background. This project shall Inspect, Test, and Repair the Fire Protection and Detection System. This shall include the Annual and 5 year Inspection and testing of the Fire Suppression System, this will also include testing and repair of the Fire Alarm and Detection System in the MCAF/HMX-1 Presidential Hangar Complex

Buildings 2132, 2133, and 2134. The Fire Suppression System is a closed head, single-interlock, pre-action sprinkler system with supplemental low-level AFFF systems consisting of grate nozzles and flow-control valves. The Fire Alarm Detection System is an analog-addressable fire alarm control panel utilized for fire detection, occupant notification, and base fire department notification. Fire detection within the Hangar Bay consists of rate compensation type heat detection at the ceiling to activate the pre-action sprinkler system, triple-

IR flame detectors, and manual release stations.

2. Construction General Conditions

2.1. All work to be completed at Marine Corps Air Facility MCB, Quantico, VA 22134.

2.2. Contractor is responsible for all means, methods, supervision, and coordination to produce a quality finished product. Time is of the essence, and this project shall be given due consideration and staffing.

The contractor must provide all equipment, material, and qualified labor necessary to complete scope of work, described herein.

2.3. The contractor shall identify the personnel responsible for the work. In compliance with Public Works

Branch (PWB), Marine Corps and NAVFAC requirements, the contractor must provide for approval, the name, work history, and background of the individual providing on-site day to day supervision of all of the work (the superintendent) for approval by the government. In the event that the government does not feel this person is qualified to execute the appropriate level of supervision, the contractor will provide information for some other person that the government determines is so qualified.

2.4. Any discrepancy between the scope of work (SOW) and actual job conditions found during the project progress should be immediately reported to the KO & COR in writing.

2.5. In the case of inconsistencies, the contractor shall contact the COR, identify the inconsistency, and seek guidance. Contractor is responsible for providing any requests for information (RFI) in writing to the

COR in order to clarify any and all portions of the work that may be in question.

2.6. Contractor agrees to warrant work for a period of 365 calendar days (or twelve (12) months which-ever is longer) from the date of acceptance by the COR. Warranty will be furnished in writing and must accompany Contractor’s final invoice.

End of Scope of Work

REQUEST FOR INFORMATION

(RFI # 1)

Date: August 30, 2019

PROJECT NAME: HMX – Inspection, Testing, and Repair Fire Detection and Suppression

Systems (MCAF)

LOCATION: MCAF/HMX-1 Presidential Hangar Complex Buildings 2132, 2133, and 2134

Quantico, Virginia

Clarification is requested for the following:

The Scope of Work states that the contractor shall inspect, test and repair the fire protection and detection system in the MCAF/HMx-1 Hangar.

o The SOW does not give a dollar threshold that the contractor will be responsible for correcting any deficiencies.

Is it the governments intent to issue a separate “Task Order” to the contractor to cover the entire costs for each deficiency and/or repair not reported due to current service provider technician oversight and/or direct omission? This would be a large financial burden to the contractor that the current service provider should have absorbed.

Answer. One we do not have a current service provider maintaining the fire systems in the hangars. If something arises when the contractor is on site then at the time a separate TO can be issued if approved by NAVFAC / FEAD

Is it the government's intent to issue a separate “Task Order” to the contractor to cover the entire costs for each deficiency and/or repair reported, but not completed due to contact end date? This would be a large financial burden to the contractor that the current service provider should have absorbed.

Answer. The contractor I think would be required to provide the amount of time it will take to complete this task in the cost proposal, we MCAF are flexible WRT additional time.

o The SOW mentions current pre-existing conditions. During the walk-thru it was noted that all the system panel had an extreme amount of trouble conditions for each system.

Is it the governments intent to have the current contractor rectify all trouble conditions and bring all the systems to a “Normal” condition without any troubles? YES

Is it the government's intent to issue a separate “Task Order” to the new contractor to cover the costs for each pre-existing condition? Without being able to troubleshoot each “Trouble” condition on each panel, the contractor would not be able to accurately estimate any corrective actions.

Answer. It is my understanding that one trouble fault will show multiple times as the system resets, so you may have one fault showing 150 time but it is still just one fault. Base Fire should be able to provide a list of faults. It was not the intent to cut additional TO for each repair but if NAVFAC / FEAD feels this is the best way to go then that is the way we shall proceed.

The SOW shows pictures of pre-existing repairs that need to be corrected.

Is it the governments intent to issue a separate “Task Order” to the contractor to cover the entire costs for each of the pre-existing repairs noted on the pictures?

Answer. It was not the intent to cut additional TOs for each repair but if NAVFAC / FEAD feels this is the best way to go then that’s the way we will go.

o Is it the governments intent to be responsible, provide, and coordinate other trade government contractors (elevator, HVAC, Security/Access Control, etc.) to assist when tied into the fire protection systems to be inspected, tested and maintained?

Answer. Yes but the exception will be the elevators as they are under contract. MCBQ Fire may be able to assist with the elevators.

o During the walk-thru it was noted that the contractor would be responsible for the replacement of a 3800 gallon foam tank due to it containing a “Non-EPA” friendly foam concentrate and the sludging and deterioration of that same concentrate.

Is it the governments intent to issue a separate “Task Order” to the contractor to cover the entire costs for the repair?

Answer. The 3800 gal tank WILL NOT be part of this contract.

o Section 2.39 Water Program states that all aspects of the Virginia Storm Water

Management Act shall be adhered to.

Can the government provide any base specific hazardous waste procedures that the government intends the contractor to adhere to?

Answer. This would have been covered in the REIA.

Is it the governments intent for the contractor to perform a full flow discharge test on the foam system annually?

Answer. The test will be done using water; the foam is not discharged during the test.

If the full flow test is required, can the government provide the following information:

Is the containment chamber for the waste in good operating condition?

Is the government responsible to empty the contents of the waste before and after testing?

Will the government be able to have all aircraft and equipment re-located to perform the test and complete cleanup of the waste.

o During the walk-thru it was noted that the hangar has bird netting. Is it the responsibility of the contractor to remove the netting during the testing of the fire alarm system?

Answer. Yes if it’s required.

o The contractor will need to rent a boom lift in order to perform testing on all the heat detectors in the hangar. The aircraft will need to be re-located for each bay being tested and the adjacent bays in order to prevent any damage to the aircraft.

Will all the aircraft be re-located from the hangar in order to complete the testing at one time?

Answer. Yes

If not, can the government provide a testing schedule for the heat detectors in order to determine the total number of testing dates the contractor will need to rent a lift?

o The SOW does not mention testing of the hydrants. Will this be required to be performed as part of the annual testing?

Answer. No, testing of the hydrants is the responsibility of FMS.

- Are we to assume the foam inside the tank will need to be replaced?

Answer. Some but it will be minor as no AFFF other than what has leached out and needing repairs will need replacing.

- Who is responsible for cleaning up& disposing of the foam after a full flow foam test is performed?

Answer. No foam will be spilled when conducting the full flow test if is done properly.

- Will any of this be done off hours?

Answer. It was not our intent but we can be flexible if the contractor wants to work off hours, this will depend on security.

Answer. Yes, if netting is required to be removed it will also be the contractor’s responsibility to re-install.

- How will the work in the hanger be scheduled? Phases? All at one time?

Answer. The system is basically one system that cover 2132, 2133, and 2134. Scheduling will be between the tenant and the contractor.

- Is the gov’t going to have codes cleared on the panels prior to starting?

Answer. I would think a qualified contractor would be able to clear the alarms but I will leave that up to MCBQ Fire Dept.

Answer. MCBQ Fire Dept. to answer.
