RFI QUESTIONS AND ANSWERS---N4008017R1045 Replace Waterline from TBS to WTBN

1. Can Application Trial be closed to the public during construction?

* YES. FEAD (ROICC) and Contractor must coordinate with Range Control Branch.

2. Please provide all Existing Utility crossings horizontal and vertical locations.

* Horizontal utility locations shown on Existing Conditions. Plans C101 ‐ C109; Horizontal and Vertical locations of utilities are shown on Utilities Plans. . ‐ C301 ‐ C318.

3. What is the governmental cost/fee for the UXO briefing per UXO note #1 CONTRACTOR UXO BRIEFING on Sheet 2 of 61?

* Division 01, Mobilization type of expense ‐ to be calculated and proposed by the Contractor.

4. What is the governmental cost/fee to complete the UXO Explosive Safety Submission Determination Request (ESSDR) per UXO note #2 EXPLOSIVE SAFETY & UXO TECH III OVERSIGHT on Sheet 3 of 61?

* Division 01, Mobilization type of expense ‐ to be calculated and proposed by the Contractor.

5. Have the required wetland permits been obtained?

* Installed under or alongside trail, to be jack and bored under stream, approved through a painstaking NEPA process ‐ wetlands permits not‐applicable and do not apply. Categorical Exclusion stated that there are no wetlands on project site.

6. Can work hours listed on Specification Page 4 Section 01 14 00 Paragraph 1.5.5 as: Regular working hours must consist of an 8 1/2 hour period, between 7 a.m. and 3:30 p.m., Monday through Friday, excluding Government holidays be extended?

* YES ‐ working hour extensions / waivers may be discussed and agreed‐upon ‐ post‐award.

7. What fill and backfill is required to be compacted to 95% of ASTM D1557 (a modified proctor)? '

* Whether onsite or imported, fill and backfill is to be compacted to 95% of ASTM D1557 (a modified proctor).

8. Detail A3/C‐502 on Plan Sheet 48 does not show grout filling the interior annular space between carrier pipe and the casing pipe; yet specification Page 8 Section 33 05 23 Paragraph 2.3.2 Grout states that pressure grouting is required. Please clarify.

* Specifications have precedence over Plans. Specification Section 33 05 23 TRENCHLESS UTILITY INSTALLATION (Beaver Dam Run), page 8, paragraph 2.3.2 Grout ‐ pressure grouting is required ‐ Correct.

9. Specification Page 12 Section 33 05 23 Trenchless Utility Installation (Beaver Dam Run) Paragraph 3.4.1 Tolerances states: Maximum allowable lateral deviation is 5 inches; maximum allowable vertical deviation is _____ inches in the position of every completed 300 foot section of jacked pipe casings. What is the maximum allowable vertical deviation?

* 5 inches

10. Specification Section 33 05 23 Trenchless Utility Installation (Beaver Dam Run), page 13, paragraph 3.5.1.2.b Supplemental Requirements states: Perform all surveys to an accuracy of 0.01 foot. Survey every _____ feet of casing pipe advancement. What is the quantity of casing advancement requiring survey

* Every 50 Feet. The one Jack & Bore (i.e. ‐ Trenchless Utility Installation) under Beaver Dam Run is about 50 feet in length.

11. Ref spec not located: Can Imported iron & steel products be used for the waterline materials for this project?

* NEVER. Not for this project, nor for any federal government project.

12. Ref spec section 33‐11‐00, page 5, paragraph 2.2.1.2: Can a manufacturer's restrained joint Pipe, such as US Pipe's TR Flex be used for the project? For reference, TR Flex does use a Tyton Joint push on gasket (per para a).

* The existing waterline had a history of erupting / busting‐out of its trench because of water‐hammer and sudden pump pressure increases ‐ Reason 1 to keep real restrained‐ mechanical‐joint attachments. Thirty‐ five years ago, when I was a Construction Engineer, I have burnt in my mind the memory of every third/fourth push‐on culvert pipe's o‐ring ‐joints failing inspection ‐ Reason 2 to keep real restrained‐ mechanical‐joint attachments.

13. Ref spec section 33‐11‐00, page 6, paragraph 2.3.1. & plan page C501, detail A1: The spec indicates valves are AWWA C500 with flanged connections and in pits. The detail indicates buried valves with mechanical joints and valve boxes. Can buried AWWA C509 valves with MJ connections and valve boxes be used for this project?

* Yes, buried AWWA C509 valves with MJ connections and valve boxes may be used for this project. If it is good for Prince William County's Service Authority, it is good for the base.

14. Ref plan page C501, detail A5: For the blow‐off's connection to the 12 main, shall an MJ Tee and tapped MJ plug be used (and is so, what size plug please), or a 12x2 MJ Tapt Tee?

* A Means & Methods type‐of‐question. To‐be Reviewed ‐ Determined Post‐Award.

15. Please provide a copy of the pre-bid sign in sheet

* Provided in amendment 0001 on NECO
