(5) Update their WHE inventory quarterly and report all new, deleted or out of commission equipment. Equipment that is:
(a) No longer used or is overdue for testing will be separated from serviceable WHE.
(b) Not usable or has failed testing will be rendered useless or turned into the Weight Handling Program Manager for removal from inventory and destroyed.
(6) Ensure all rigging WHE is visually inspected for obvious defects prior to each use.
(7) Ensure all operators of CAT III cranes are trained per reference (b), Section 13, and demonstrate adequate knowledge of identified areas in Appendix N (to include demonstration of operation of each specific equipment type authorized to operate).
CAT III completion certificates will be delivered to Hull and Corrosion Product Family Supervisor. CAT III training requirements also apply to contractors using Navy owned cranes.
Supervisors are responsible for keeping a copy of CAT III and rigging training records for contractors.
(8) Ensure an inspection is conducted prior to the first daily use of a crane. If a crane is not used daily, an inspection will be performed and documented the first week of each month per reference (b) and include all applicable attributes noted. Any discrepancy noted during inspection of the crane or other WHE will be forwarded to the Weight Handling Program Manager and taken out of service for correction or destroyed.
(9) Deliver current ODCL to the WHE Program Manager.
g. The Contracting Officer will include the requirements of reference (e) for non-Navy owned contractor cranes.
28 Oct 2014
h. PWD will:
(1) Provide compliance oversight of CAT I contractor crane operations on a monthly basis, using reference (b), Appendix P-2 checklist.
(2) Be responsible for inspection and load test of CAT III cranes (manual and powered chain hoists, portable A-frames, portable floor cranes, portable gantries, cranes and hoists integral to larger machine systems will be tested per reference (b)).
(3) Maintain all CAT III crane historical files.
6. Adverse Conditions
a. CAT I crane operators will suspend operations and secure WHE during adverse weather conditions which render the load or equipment uncontrollable. If there are sustained wind conditions greater than 26 knots or any lightning, all crane operations will cease and remain suspended until 30 minutes after such conditions pass unless stricter guidance is given in the crane manufacturer’s OEM. When this occurs during work hours, crane operators will notify the Crane Supervisor.
b. When the crane operator or rigger suspects wind conditions are high, the supervisor or port metro operations will be contacted for accurate wind velocity. For high winds of 17 to 26 knots, operators and riggers will follow OEM for reducing allowable loads and tag lines will be required to control loads lifted.
7. Critical Lift. Plans will be written by Crane and Rigging Supervisors for lifts over 75 percent of crane or hoist capacity at any radius of lift; lifts that involve more than one crane or hoist; lifts of personnel and lifts involving non-routine rigging or operation, sensitive equipment or unusual safety risks.
8. Safety Bypass Devices. No person will use the bypass switch on any WHE for exceeding capacity or equipment limitation without authorization from the Commander. Operators may use the bypass switch while performing functional WHE inspections without a load suspended from the hook as long as the contractor’s Crane Supervisor or Maintenance Representative is present.
9. Serialization and Markings. Rigging gear and miscellaneous equipment serialization and markings will be in the format of code number and sequential number (based on equipment category type) (a chain fall belonging to Code 244 will be serialized 244- 001, or a wire rope sling belonging to Divers, Code 970, will be serialized 970-004). Each equipment piece will be tagged or engraved in a manner that clearly identifies the Safe Work Load (SWL) and reinspection date. If space allows, full month/day/
28 Oct 2014 year will be marked on each equipment piece. Shackles will be marked with month and year reinspection is due (shackle inspections expire in the 23rd month of a 24 month periodicity).
If space limitations do not permit legible markings, a tag containing required markings will be attached.
10. Periodicity. Inspection and test requirements for initial and periodic weight tests, weight test frequencies and inspection frequencies are listed in reference (b), Table 14-1. If an item fails weight test inspection, it will be tagged “out of service” and placed in the “out of commission” locker until rendered serviceable or destroyed, as appropriate.
