SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The quotation shall consist of three (3) parts: (1) Technical Approach, (2) Past Performance, and (3) Price Information. The award will be made to the vendor whose quotation represents the best value to the Government.

The Government reserves the right to award to other than the lowest priced quotation. All evaluation factors other than price, when combined, are significantly more important than price.

Vendors will be required to submit a quote that will be evaluated in accordance with the specifications and provisions of the solicitation. Vendors are reminded to submit technical description as specified in FAR 52.212-1(b) (4).

EVALUATION FACTORS (in descending order of importance):

Factor 1: Technical Approach / Schedule Factor 2: Past Performance Factor 3: Total Evaluated Price (TEP)

The Government reserves the right to award on initial offers. The Government is not obligated to seek completion or clarification of technical and past performance information.

Adjectival Ratings:

The Government will perform an evaluation of the Past Performance/Experience and Technical Approach evaluation factors based on the vendor’s quote. This evaluation focuses on strengths and weaknesses of the vendor’s quote, resulting in the assignment of an adjectival rating for each factor. Price will not be assigned an adjectival rating.

Note: The following adjectival ratings/definitions shall be used for the Technical Approach evaluation factor:

Rating Description

Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quote contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The quote has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quote is unawardable.

Strength - An aspect of a vendor’s quote that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Weakness - A flaw in the quote that increases the risk of unsuccessful contract performance.

Significant Weakness - A flaw that appreciably increases the risk of unsuccessful contract performance.

Deficiency - A material failure of a quote to meet a Government requirement or a combination of significant weaknesses in a quote that increases the risk of unsuccessful contract performance to an unacceptable level.

Risk – (as it pertains to source selection) The potential for unsuccessful contract performance. The consideration of risk assesses the degree to which a vendor’s quoted approach to achieving the technical factor or its sub-factors may involve risk of disruption of schedule or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.

FACTOR 1 – TECHNICAL APPROACH

Quotations submitted by each vendor will be evaluated and rated in accordance with the specifications provided in the solicitation, FAR 52.212-1 Instructions to Offerors, and Addendum to FAR 52.212-1.

Vendors must provide a written technical approach demonstrating ability to perform under the resulting contract.

The approach will be evaluated based on inclusion and strength of the following:

Staffing plan / Delivery Schedule (No later than 1/21/22) Emergent repair response plan Employee capabilities

Other significant subfactors are:

Proof that employee(s) involved in performance are certified mechanics (certificate must be provided) Proof that employee(s) involved in performance have commercial MHE licenses rated for all equipment identified in the RFQ (Exhibit A) The contractor employee(s) assigned must have at a minimum, formal MHE repair training/certification and three years on-the-job experience, or five years on-the-job experience Vendor must clearly meet the requirements outlined in Section C and 52.212-1. A completed RFQ, Exhibits, and Yearly hourly rate in the SOW in Section C MUST be provided.

Compliance with Statement of Work in Section C and all attachments/exhibits

The manner in which the Vendor addresses each task in the SOW will be evaluated based on the Vendor’s technical understanding of the requirements and on the breadth, depth and relevance of information provided by the Vendor based on the task statements. Major factors considered for evaluation in this category are the degree to which the information in the quote can be expected to yield acceptable technical performance and quality of the product, including thoroughness, accuracy, complements of planning, analysis and technical support efforts necessary to achieve technical performance objectives. The vendor’s technical approach will also be evaluated on how well its personnel meet or exceed the personnel qualifications found in the SOW, including required experience utilizing training records and experience level.

FACTOR 2 – PAST PERFORMANCE

There are two aspects to the past performance evaluation: Relevancy and Confidence.

1) Relevancy of Past Performance

The first aspect is to evaluate the Vendor’s past performance to determine how relevant a recent effort accomplished by the Vendor is to the effort to be acquired through the source selection.

More relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. Sources of past performance information may include information provided by the Vendor, information obtained from questionnaires tailored to the circumstances of the acquisition, or any other sources available to the Government. Other sources include, but are not limited to: CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting officers and Fee Determining Officials; and DCMA.

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort this solicitation requires

Relevancy, as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type and subcontract/teaming or other comparable attributes of past performance examples and the sources solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance. Again, any measure of likelihood is a qualitative and not necessarily a quantitative measure. Recent performance is defined as performance within the past three years.

Relevant performance is defined as performance under a contract similar in size/scope to the contract requested in this RFQ

2) Performance Confidence Assessment

The second aspect of the past performance evaluation is to determine how well the contractor performed on the contacts. In conducting a performance confidence assessment, each Vendor shall be assigned one of the ratings below:

Substantial Confidence Based on the vendor’s recent/relevant performance record, the Government has a high expectation that the vendor will successfully perform the required effort.

Satisfactory Confidence Based on the vendor’s recent/relevant performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort.

Limited Confidence Based on the vendor’s recent/relevant performance record, the Government has a low expectation that the vendor will successfully perform the required effort.

No Confidence Based on the vendor’s recent/relevant performance record, the Government has no expectation that the vendor will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the vendor’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned

Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the vendor will successfully perform the solicitation’s requirements; the evaluation is based upon past performance information.

FACTOR 3 – PRICE

The vendor shall submit one (1) signed copy of the completed 1449, and if applicable, executed copy of Amendments. The prices quoted shall be in accordance with the solicitation, and will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3. Price Quotes shall be held firm for sixty (60) days.

Vendors responding to this solicitation are advised that, prior to award, the Government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.

The Government will perform an analysis of the reasonableness and completeness of the pricing data. Based on the analysis, a Total Evaluated Price (TEP) for the Vendor will be calculated utilizing the pricing in Exhibits A, B and C.

Evaluation of the options will not obligate the Government to exercise the option. Evaluated price for the base and all option periods, will be used in making an award determination.

SELECTION: The Government intends to evaluate quotations and issue an award using the procedures of FAR Part 13.5, Simplified Procedures for Certain Commercial Items. The Government shall select the vendor whose quotation is the Best Value to the Government, considering past performance, technical approach, and price compared to other quotations. The Government reserves the right to not issue an award if it is not in the best interest of the Government to make an award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
