Spec Changes 8/23/19

Language below appends or supercedes the original specification language as indicated for each individual change

3.1 Design: Change: Electrical current provided shall be limited to 200A, not the 100A originally specified.

3.2.8 Corrosion Control: Change: Duplex coating is not required. Where components have been hot-dip galvanized, this coating alone is sufficient for corrosion control. Components not hot dip galvanized or of corrosion-resistant material suitable for use in a salt-spray environment shall be anodized or chemically treated or coated to prevent corrosion. Vent holes for galvanizing purposes shall be closed as originally stated, but additionally, consideration must be given to freeze damage, and vent holes allowed to remain or provided especially for the purpose of preventing the accumulation of water in voids or hollow sections that would be damaged by freezing and associated ice expansion.

3.3.8 Weigh Stations (Load Scale) Change: Weigh station accuracy to be +/- 5% , not the +/- 1% originally stated.

3.3.16.1 Carriage Freefall Safety Device: Addition: Where, due to the nature of the lifting mechanism, a freefall safety device is not practical, the vendor shall provide an alternate safety device of the capacity stated, along with a technical justification for the alternate device provided.

3.8.1: Utilities: Change: Electrical current provided shall be limited to 200A, not the 100A originally specified.

3.8.4 Foundation and Support: (also, as referenced elsewhere in the specification) Additional language:

It is understood that the vendor will provide a recommended design for all foundations, with supporting documentation for loading to be resisted by the foundation. Foundations and associated components permanently affixed to the ground shall be provided and constructed by others. The vendor shall provide an accurately constructed template to allow location and construction of all foundations prior to the arrival of the VRC on-site.

4.7 Tests at Destination: Additional language: It is to be understood that complete testing is required only in one installation location. Testing at the second in-dock location shall consist of installation of the

VRC and an operation test to verify proper operation as-installed.

4.7.2.1 100% Weigh Station (Load Scale) Test: Change: Replace first sentence with: Set the weigh station scales to interrupt VRC operation when a load in excess of 101% indicated load is placed on the upper level or lift platform loading station.

4.7.2.2 Carriage Drop Test: Additional Language: Where, due to the nature of the lifting mechanism, a freefall safety device is not practical, the vendor shall provide an alternate safety device of the capacity stated, and a manufacturer specified test or inspection shall be conducted to verify satisfactory performance

4.7.2.3 99% Weigh Station (Load Scale) Test. Change: Replace first sentence with: Set the weigh station scales to interrupt VRC operation when a load in excess of 7,920 pounds (99%) indicated load is placed on the upper level or lift platform loading station.

Table II: Maximum VRC envelope, in plan view, from the drydock upper rim: This dimension is 26’ x 31’, not the 10’ x 15’ as originally stated.

General notes on erection and shipyard crane support: Following discussion with the Crane

Department, the shipyard is prepared to assist in the movement of the fully assembled VRC to facilitate placement in-dock and transfer between the two in-dock foundations. The vendor will still be required to provide material handling and crane support for the initial erection and assembly of the VRC. The conceptual assembly plan assumes that all three foundation locations will be complete prior to VRC arrival on-yard, and that initial assembly/erection shall be performed on the storage foundation at the location identified during the site visit and in the specification drawings. Following the completion of erection/assembly, the Shipyard will provide portal crane service to place the VRC and bridge in the dock for testing. The Shipyard will also provide crane services to transfer the VRC to the second in-dock location for fit and operational testing as required in the specification. Generally speaking, the Shipyard shall not be responsible for material handling or crane services outside these explicitly specified movements.

Notes on vendor cranes: Following discussion with the Crane Department, vendor cranes are not limited to any sort of blanket reduction in capacity while operating on-yard. Cranes are permitted to operate within their as-configured capacity. The only limitation that may function to reduce apparent capacity is a limitation on ground loading. The site ground loading at the shipyard is a blanket 3,000 pounds per square foot in all locations. To obtain full rated capacity, cribbing or mats sufficient to distribute and reduce the ground loading at the outriggers may be required.
