Solicitation N3904019Q0166 Questions & answers as of 13‐MARCH‐2019
Q: With the scope as listed, a major PM will require 3‐4 days of service.
Typically, a major can be completed in 1 day. If more downtime is required should we include rental units?
A: Rental units are not desired to be included in the contract as part of standard maintenance.
Q: Regarding Appendix 2, #11. Flush Cooling system‐ Milton Cat has 2 levels of this service, the first level is to drain and refill with new, the second is to flush with cleaner and run under load then replace the hoses. Replacing the lines and hoses are on the triennial service, is it safe to assume the flush will occur every 3 years?
A: Drain and refill with new (the first level of service indicated above) is what is requested by item #11.
This is intended to be performed annually. A flush with cleaner can be done on a triennial basis if recommended by the vendor.
Q: Regarding Appendix 2, #14. Air inlet restriction test. Is there a specific measurement they're looking for on this or ultimately looking for a verification there's no unnecessary restrictions.
A: There is no specific measurement listed in the C15 O&M manual. The intent is to verify there are no unnecessary restrictions. This has been performed previously with no issue.
Q: Regarding Appendix 2, #24. Our standard battery is a maintenance free battery which is a sealed unit therefore there is no way to check the electrolyte level. If this is necessary we would need to use a different battery that would allow for checking the battery levels."
A: Vendor can simply annotate that battery is sealed/maintenance free. This check is only applicable for batteries that are not sealed. The standard battery (maintenance free) is acceptable to be installed.
Q: Regarding Appendix 2, #26. Checking the generator grounding ‐ How is this unit grounded? Does it go into the ground or is there a network? If there is a network what is Milton Cat's scope on this."
A: The generator enclosure is grounded to earth at a local ground ring connection. The intent is for the vendor to inspect the ground connection at the generator (tight, not corroded, etc.). PNS verifies the ground connection where it connects to the local ground ring during their periodic maintenance.
Q: Regarding Appendix 2, #27, #28. Checking the generator winding is an extensive process on this unit. It would require approximately 10 hours of downtime."
A: The intent is to measure and record the generator winding resistance at the main stator, PMG stator, and exciter stator as shown in the table (which applies to both Appendix 1 and Appendix 2). This has been done previously with no issue on both the CAT C15 and the 3512’s. If necessary, we can remove line
Q: Regarding Appendix 2, #33. Adjusting the valves is typically done around the 2,000‐hour mark on the engine. Annual is far more frequent than the recommended interval…"
A: This was put in the maintenance as an annual check per the CAT C15 Operations and Maintenance Manual (SEBU9156‐01, Sept 2014, Page 85). If this check is not required annually then the check should be performed at the required interval. Item #33 from the Appendix 2 Yearly checklist states to “Check and adjust engine valves and rotators”. If needed, line #33 can be rewritten “Check engine valves and rotators. Adjust if necessary.”
Q: Was there a previous incumbent contract or task order number?
A: Yes, the previous contract was N3904017P0138, awarded to Engineered Construction Services.
