1. Introduction

1.1. Location - Portsmouth Naval Shipyard (PNS), (located in Kittery, Maine), requires the cleaning and sanitization of sanitary tanks aboard a US Submarine while in dry dock.

1.2. Requirement - PNS requires the cleaning and sanitization of sanitary tanks 1, 2 and 3 in accordance with the specifications contained herein. The Contractor shall be responsible for providing utilities and services required for tank cleaning to include but not limited to:

1.2.1. All equipment, including lines and hoses, required in the cleaning of the Sanitary Tanks shall be provided by the Contractor. The Government will not be responsible for providing any of this equipment.

1.2.2. The Government will provide fresh water and connections for compressed air and electrical power and rigging services/equipment

1.3. Capacity and Description of Sanitary Tanks:

Tank Capacity Description

Sanitary Tank No. 1 1,850 gallons Storage tank for human waste

Sanitary Tank No. 2 2,350 gallons Storage tank for kitchen waste and wastewater from the ship’s laundry.

Sanitary Tank No. 2 is a tank containing large amounts of solidified grease.

Sanitary Tank No. 3 800 gallons Storage tank for human waste and some kitchen waste.

Sanitary Tank No. 3 might contain some solidified grease/grease film.

2. Contractor Responsibilities

2.1. Base and Boat Access:

2.1.1. Contractor must be U.S.-owned and be able to provide proof via a DD Form 2345 or other such acceptable documentation prior to contract award. All personnel performing work on this contract must be U.S. citizens and must be able to provide proof of U.S. citizenship prior to being granted escorted access to the worksite.

2.1.2. ALL Personal Electronic Devices ( PEDs ) with cameras are prohibited from Portsmouth

Naval Shipyard, including, but not limited to: cell phones with cameras, lap top computers with cameras and tablet computers with cameras.

2.1.3. No PEDs of any kind, including cell phones without cameras, are allowed on submarines.

2.1.4. The Contractor shall be required to sign a Memorandum of Agreement (MOA) before being allowed to work on the submarine.

2.1.5. Contractors shall have Rapid Gate credentials for access to Portsmouth Naval Shipyard.

2.2. Tank Access / Info:

2.2.1. The Contractor shall be responsible for confined space atmospheric testing (gas free certification) for their personnel, prior to entry to the sanitary tank for cleaning and during cleaning in accordance with Title 29 Code of Federal Regulations, Part 1915, SUBPART B.

2.2.1.1. Confined Space atmospheric testing performed by PNS or other Navy Gas Free

Engineering personnel, and the resultant certifications created by those, are valid only for Government personnel, not Contractors.

2.2.2. Contractor shall access each of the Sanitary Tanks through an oval manhole cover (15” X

18” in size).

2.2.3. There are two flexible piping connections at the top of Sanitary Tank No. 1 (PL-38 and PL-

58).

2.2.3.1. If contractor needs these disconnected/opened, contractor shall provide 14 days minimum notice to PNS Project Management Team and the Code 250 Technical

Point of Contact prior to the start on tank cleaning.

2.2.3.2. PNS will be responsible for opening the piping connections in accordance with

Paragraph 3.1.3.

2.3. Cleaning Process and Cleanliness Requirements:

2.3.1. The process used to clean the Sanitary Tanks shall be determined by the Contractor and submitted for approval as part of proposal, to best accomplish the task in a safe and timely manner.

2.3.2. Underlying paint and tank structure, including hangers, piping, hinges, tank level indicator

(TLI) shall not be damaged. At a minimum the Sanitary Tanks shall be cleaned as outlined below:

2.3.2.1. Clean all tanks to be free of all wastes and all loose material. All piping, hangers, backside of access cover (including hinges) and tank level indicator (TLI) coil shall be free of all wastes and all loose material.

2.3.2.2. Use only pressure washing and hand tools to clean the sanitary tanks. Power tools (needle guns, etc.) are not permitted.

2.3.3. Clean all tanks to Society for Protective Coatings Surface Preparation Standard No. 1

(SSPC-SP 1). Clean using non-petroleum based Solvents/Cleaners to achieve the cleanliness level of SSPC-SP 1.

2.3.3.1. In Sanitary Tank No. 1: Calcium type buildup should be expected throughout the tank. Remove all debris from the bottom of the tank.

2.3.3.2. In Sanitary Tank No. 2: It should be expected that 100 to 400 square feet of loose and flaking epoxy paint on the tank's steel structure requires removal to the steel substrate.

2.3.3.2.1. Light scraping with putty knives, steel bristle brushes and/or similar tools shall be accomplished, as required, to ensure removal of all grease and grease film on the interior surfaces as well as underlying grease behind loose and flaking paint.

2.3.3.2.2. Loose, flaking and blistering paint is sufficient cause to suspect underlying grease and shall be removed as part of the cleaning process.

2.3.3.2.3. In addition to power washing, hand wiping with rags and degreasing agents shall be required to achieve the desired level of cleanliness in

Sanitary Tank No. 2.

2.3.3.3. Sanitary Tank No. 3: Light scraping with putty knives, steel bristle brushes and/or similar tools shall be accomplished, as required, to ensure removal of all grease and grease film on the interior surfaces as well as underlying grease behind loose and flaking paint.

2.3.3.3.1. Loose, flaking and blistering paint is sufficient cause to suspect underlying grease and shall be removed as part of the cleaning process.

2.3.3.3.2. In addition to power washing, hand wiping with rags and degreasing agents shall be required to achieve the desired level of cleanliness in

Sanitary Tank No. 3.

2.4. Sanitization / Disinfection of the Tanks:

2.4.1. Notify PNS Project Management Team and Code 133 Inspector 24 hours prior to the addition of the disinfecting/sanitizing solution to each Sanitary Tank. Provide follow-up confirmation to Code 133 Inspector at the start of the shift of the day of the inspection request.

2.4.1.1. Code 133 Inspector will observe addition of the sanitizing/disinfecting solution to each Sanitary Tank.

2.4.2. Cleaning process shall be completed in accordance with the below steps:

2.4.2.1. Each Tank shall be pumped to low suction and then filled 1/2 full with fresh

(potable) water prior to being sanitized/disinfected.

2.4.2.2. The sanitizing/disinfecting solution shall be added to a tank only after the tank is filled 1/2 full of fresh (potable) water.

2.4.2.3. Required Amounts of Sanitizing / Disinfecting Solution:

2.4.2.3.1. Sanitary Tank no. 1: A minimum of 16.0 gallons of 5% liquid sodium hypochlorite or 8.0 gallons of 10% liquid sodium hypochlorite shall be used.

2.4.2.3.2. Sanitary Tank no. 2: A minimum of 20.5 gallons of 5% liquid sodium hypochlorite or 10.25 gallons of 10% liquid sodium hypochlorite shall be used.

2.4.2.3.3. Sanitary Tank no. 3: A minimum of 7.75 gallons of 5% liquid sodium hypochlorite or 4.0 gallons of 10% liquid sodium hypochlorite shall be used.

2.4.2.4. After adding the sanitizing/disinfecting solution to a tank, the tank shall be filled with fresh (potable) water to full capacity and allowed to sit for a minimum of four

( 4 ) hours.

2.4.2.5. Ensure that the sanitizing/disinfecting solution is evenly mixed into all the water in a tank so that all surfaces are sanitized/disinfected for the entire hold period of four ( 4 ) hours.

2.4.2.6. Following pump down, the tank shall be either filled with fresh (potable) water and allowed to sit for a minimum of one (1) hour or washed down with a low- pressure wash to remove remaining sanitizing/disinfecting solution.

2.4.3. Restrictions on use of alternative sanitizing/disinfecting processes. No alternative sanitizing / disinfecting process may be used without written approval by PNS. Any alternative sanitizing / disinfecting process must be submitted to Portsmouth for review by

PNS Contracts and Engineering.

2.5. Bacteriological Testing:

2.5.1. After sanitization/disinfection and low-pressure wash down, Contractor is to have samples taken of the washwater runoff in each tank for bacteriological testing.

2.5.1.1. The samples shall be taken from washwater runoff at or near the bottom of each tank so that the sample(s) for each tank contains washwater from all parts of the tank.

2.5.2. Notify PNS Project Management Team and Code 133 Inspector 24 hours prior to taking samples for bacteriological testing for each tank. Provide follow-up confirmation to Code

133 Inspector at the start of the shift of the day of the sample extraction.

2.5.2.1. The Code 133 Inspector will observe the taking of samples for bacteriological testing for each tank.

2.5.3. Contractor is to submit the samples to an independent testing laboratory for bacteriological testing to certify that sanitization/disinfection of each Sanitary Tank has been satisfactorily accomplished and is safe for personnel. The results of bacteriological testing for each tank shall be reported.

2.5.3.1. Do not test for Total Coliform. Test for the presence of E.COLI or

ENTEROCOCCI. Limits for CFU :

2.5.3.1.1. Level of E.COLI must be less than 235 CFU / 100 mL

2.5.3.1.2. Level of ENTEROCOCCI must be less than 61 CFU / 100 mL.

2.5.4. Certified copies of the bacteriological test results shall be provided to the PNS Project

Management Team, the C420 surveillance POC, the PNS Code 133 Inspector, and the PNS

Code 250 Technical Point of Contact prior to inspection of each Sanitary Tank cleanliness by the PNS Code 133 Inspector.

2.6. Inspection:

2.6.1. Acceptance or re-work /re-cleaning of a Sanitary Tank will be based on inspection by PNS

C133 or, if assigned, C250 Inspector.

2.6.2. Contractor shall be present at the Sanitary Tank during the PNS Code 133 inspection of the tank.

2.6.3. Rework /re-cleaning of a Sanitary Tank, to meet minimum acceptable standards, shall be at the Contractor’s expense.

2.6.4. PNS C133 Inspectors shall not be requested until the Contractor has all cleaning work complete for a Sanitary Tank.

2.6.4.1. Contractor may request one inspection per tank per day. Notify the PNS Project

Management Team when each tank is ready for inspection.

2.6.5. If a tank fails Code 133 inspection more than once, a penalty of 5% of total CLIN value will be charged to the vendor per failure.

2.7. Removal of Anodes:

2.7.1. If anodes are present in a Sanitary Tank, the Contractor shall be required to remove the anodes prior to final cleaning.

2.7.1.1. The anodes are approximately 3” W x 12” L x 1-1/4” thick and weigh approximately 12 pounds.

2.7.1.2. The anodes are bolted in place by 3/4” nuts and washers.

2.7.1.3. Anodes removed to facilitate work shall be turned over to PNS project personnel for proper handling, storage and disposal if necessary.

2.7.2. Sanitary Tank No. 1: If anodes are installed in Sanitary Tank No. 1 there will be approximately 10 anodes.

2.7.3. Sanitary Tank No. 2: If anodes are installed in Sanitary Tank No. 2 there will be approximately 19 anodes.

2.7.4. Sanitary Tank No. 3: If anodes are installed in Sanitary Tank No. 3 there will be approximately 3 anodes.

2.8. Environmental/Safety Requirements:

2.8.1. The Contractor is responsible for obtaining their own Marine Chemist to test sanitary tank atmospheres and to provide Marine Chemist certification for the cleaning operations.

2.8.1.1. Certification provided by Contractor's Marine Chemists for Contractor personnel only. The certification shall be posted outside each tank.

2.8.1.2. Contractor personnel shall not enter any sanitary tank unless it has been posted with a valid Marine Chemist’s Certificate by Contractor’s Marine chemist that indicates that the tank has been tested and found to be safe for entry in accordance with 29 CFR 1915, Subpart B.

2.8.2. Ventilation is required during all phases of the cleaning process for each sanitary tank.

Ventilation shall be as specified on the Contractor’s confined space certificate by the

Contractor's Marine chemist. Ventilation shall also be in accordance with the requirements listed below.

2.8.2.1. Ventilation shall be sufficient to capture any and all gases and vapors discharging from the Sanitary Tank.

2.8.2.2. All ventilation must exhaust outside the ship in a manner, which shall preclude re-circulation of gases or vapors and potential exposure to any shipyard or shipboard personnel.

2.8.3. The Contractor is responsible for specifying, and assuring that its personnel wear, appropriate personal protective equipment (PPE) when entering and working in sanitary tanks. Such PPE shall minimally include respiratory protection, impermeable gloves, boots, and body protection, as well as eye, face, and head protection, as applicable.

2.8.4. It is the responsibility of the Contractor to ensure that its personnel maintain the proper medical precautions, including vaccinations, for the hazards of the work contained in this

Statement of Work.

2.8.5. The Contractor shall comply with all applicable sections of 29 CFR 1915.

2.8.6. The Contractor shall be responsible for the removal and disposal, off Portsmouth Naval

Shipyard (PNS) of all waste and wastewater used in and taken from the Sanitary Tanks.

2.8.6.1. Disposal of all waste and waste-water shall be in accordance with all applicable federal, state and local regulations.

2.8.6.2. Disposal locations shall be provided to PNS Code 106.3 for approval before any waste or wastewater is removed from Portsmouth Naval Shipyard for disposal.

2.8.6.3. Copy the PNS Project Management Team and the PNS Code 250 Technical Point of Contact on all correspondence with PNS Code 106.3.

2.8.7. Hazardous materials used in the cleaning of and all waste products or water used in or taken from a Sanitary Tank shall not be stored on board the ship, outside a Sanitary Tank, for more than one ( 1 ) hour. These items may be kept on board ship for longer periods of time only when accompanied by Contractor personnel.

2.8.8. All spills of Sanitary Tank waste, including cleaning fluids used in or taken from a Sanitary

Tank and/or spilled outside of a tank must be immediately cleaned up, the area sanitized and the waste/fluids properly disposed of.

2.8.8.1. PNS Project Management Team and PNS Code 106.3 (207-438-1177) shall be informed immediately of all spills. All cleanup costs shall be at the Contractor’s expense.

2.8.9. The work area adjacent to each Sanitary Tank opening shall be protected from the cleaning operation by use of plastic, waterproof protective cover-up that prevents spilling, splashing, and spraying of materials to adjacent areas due to tank cleaning operations. The immediate work area shall be kept clean by the Contractor of all trade litter and debris caused by the cleaning evolution.

3. Government Responsibilities

3.1. Requirement:

3.1.1. The Government will give a minimum of 5 days notice before service is required.

3.1.2. Sanitary Tanks will only be opened and closed by Ship’s Force or Portsmouth Naval

Shipyard (PNS) personnel.

3.1.3. Sanitary Tank no. 1 Access Note: There are two flexible piping connections at the top of

Sanitary Tank No. 1 (PL-38 and PL-58). As stated in Paragraph 2.2.1.1, after notification from Contractor, Government will disconnect/open PL-38 and PL-58

3.2. Inspection of the Work:

3.2.1. Government is responsible for tagging out of Sanitary Tanks 1, 2 and 3.

3.2.2. PNS Inspection of Tank Cleanliness. PNS acceptance of a Sanitary Tank's cleanliness will be as determined by a PNS Code 133 or, if assigned, C250 inspector.

4. Schedule and Work Hours

4.1. Period of Performance (POP): 03/10/17 TO 05/15/17

4.1.1. The estimated POP shall be [ TBD ]

4.2. Core Work Hours at Portsmouth Naval Shipyard

4.2.1. Core work hours at Portsmouth Naval Shipyard are 0700 – 1530 with a 30 minute lunch from 1130 – 1200.

4.2.2. Any Contractor work that is planned outside these core hours must be submitted for approval in advance to the Portsmouth Naval Shipyard Project Management Team (PNS

Project Management Team) within 24 hours.

4.3. The Contractor shall coordinate the work effort on a daily basis with the PNS Project

Management Team to prevent changing situations on board ships from causing delays and disruptions to the work.

4.4. Contractor Work Schedules / Plans:

4.4.1. Working schedules/plans for Contractors accomplishing cleaning of Sanitary Tanks must be flexible and allow for a minimum of 10% - 30% loss of time. This planned loss of time includes allowances for :

4.4.1.1. Interference from other ongoing work due to the confined and restrictive environment of a submarine and dry dock.

4.4.1.2. Briefings and training required by Department of Defense, U.S. Naval and/or

OSHA regulations for Contractor personnel.

4.4.1.3. Initial issue and any required re-issuing of security passes and badges for

Contractor personnel, vehicles and/or equipment.

4.4.1.4. Security checks-identification verification of Contractor personnel, vehicles and their equipment entering or on the submarine base, shipyard, dry-dock and/or submarine.

4.4.1.5. Stoppage of work in response to security violations which may or may not be attributed to this contracted work.

4.4.1.5.1. An increase in security level instituted throughout the submarine base, shipyard, dry-dock and/or submarine.

4.4.1.5.2. Disruptions due to drills, shifting berths, inspections, delay in obtaining access, and operation of equipment are to be expected and are considered to be normal rather than unusual occurrences during the performance of work under this contract.

4.4.1.5.3. Scheduled and unscheduled training sessions for the ship's crew which may temporarily shut down work on the boat as well as makes

Ship's Force personnel unavailable for escort duties and other support services.

5. Deliverables

5.1. The Contractor shall be required to attend Kick-off Meeting no later than 5 days after notified by government in accordance with Paragraph 3.1.1.

5.1.1. The Contractor shall not commence work until Kick-off Meeting is held.

5.2. Contractor shall provide a Quality Assurance Plan at the time when the proposal is submitted to the Shipyard, which is in accordance with the latest version of NAVSEA STANDARD ITEM

009-04.

5.3. Certified copies of the bacteriological test results shall be provided to the PNS Project

Management Team, the C420 surveillance POC, the PNS Code 133 Inspector, and the PNS

Code 250 Technical Point of Contact prior to inspection of each Sanitary Tank cleanliness by the PNS Code 133 Inspector.

5.4. The Contractor shall be required to attend Closeout Meeting.

5.4.1. The Contractor shall not depart until Closeout Meeting is held.
