N3904-16-T-0174 Barge Engineering and Design Questions and Answers Dated 4/26/16 General questions:

1) What type of barge is the YC 1501? Deck, hopper? Can you provide a general arrangement drawing and/or any photographs?

Answer: The YC 1501 is an "Open Lighter". Specifics on the barge dimensions can be located on the Naval Vessel Register, accessible at www.nvr.navy.mil.

RE the “list of items that require Work Items”:

2) Towing Services – Is a tow plan expected to be developed as part of Task 2?

3) Hazardous waste – please clarify. Is the inspection to simply identify if any and what kind of hazardous waste may be on board and what should be done about it during the overhaul?

4) Temporary Services – please clarify. What kind of temporary services do you mean? And is the inspection to simply identify if any and what kind is needed during the overhaul?

5) Cleaning and Pumping – please clarify what compartments and material/liquid may be onboard. Fuel from tanks? Bilges only?

6) Existing Electrical Components, Remove – what type of electrical system is this; what is/was its function?

Answer to Questions 2-6: These are the items that would be written by the offerer (Task 2 Deliverables, Item 2). The offerer would provide written work specification items IAW NAVSEA JFMM Appendix 4E, designs, material lists, and engineering drawings to NAVSEA technical specification 9090-600, for the stated barge. Any drawings should be developed using IDEAS type layering standards using AUTOCAD release 13 or higher.

The written items, associated drawings, and material lists, will be used to execute a "depot level" shipyard availability on the stated barge. A ship-check is required, and will be coordinated through the Portsmouth Naval Shipyard Barge Custodian.

Provide a Class "C" cost estimate for each item, IAW NAVSEA JFMM Vol VII, Chap 5.

RE Task 1 Shipcheck:

7) Will the barge be in dry dock for the Task 1 inspection?

Answer: No. Visually inspect entire interior. Visually inspect exterior, to the extent possible, while in the water.

8) “Check the entire hull” – does this mean from the inside only for the underwater portion of the hull? Or will an underwater inspection be required of the underwater portion of the hull as part of Task 1?

Answer: See Answer to #7 above.

9) Is a UT inspection part of Task 1 and if so is the bidder responsible for making these arrangements?

Answer: No.

10) “Discuss with craft representative amounts of front loads for plating and stiffener replacements” – please clarify. What is meant by “front loads”.

Answer: Front loading is an industry term relating to pre-planning a certain amount of potential materials/labor required to perform a task, when certain unknowns are possible or expected. For example, by a thorough inspection of the interior hull, some expectation of hull repair or replacement can be extrapolated. That amount would be "front loaded" into the written repair item.

Task 2 Deliverables:

11) Is development of a complete shipyard specification document (suitable for shipyards to bid on) part of the Task 2 deliverables?

Answer: Yes.

MORE Questions and Answers Dated 4/28/16

1) Are there any special requirements for personnel performing the shipcheck onsite in terms of certifications or citizenship?

Answer: Any personnel entering Portsmouth Naval Shipyard must be United States Citizens by birth or must carry evidence of Naturalization.

2) Are any special permits required to facilitate photography of the barge for documentation purposes?

Answer: Yes. Photography permits will need to be obtained. Barge Custodian will facilitate.

3) Will the Portsmouth Naval Shipyard Barge Custodian (or other navy party) arrange for opening and gas-free certification of all tanks and voids to facilitate entry for inspection?

Answer: Yes.

4) We interpret task 2-2 from the statement of work document to require identifying the necessary scope involved for each of the proposed renewal activity items for the barge, and writing specifications for performing each along with cost estimates based on the information gathered during the shipcheck. Is this correct?

Answer: Yes.

5) Are there any fuel or cargo tanks onboard, or do all spaces below the barge deck consist of voids?

Answer: No fuel or cargo. Just voids.

6) Can this bid be submitted electronically?

Answer: Yes – quotes are only accepted electronically and are requested to be 15 pages or less. Please send them to Aimee Maciejewski at aimee.maciejewski@navy.mil.
