Attachment 4 Questions & Answers Solicitation N39040-16-T-0002 Questions & Answers resulting from emails/phone calls received 10/26/15-10/31/15 Question 1:

Is this Solicitation a Small Business Set-Aside or can my large business bid directly?

This Solicitation is a 100% Small Business Set-Aside. Any offers received from large businesses will be not be considered after confirmation of business size.

Question 2:

Does a Vendor have to submit a proposal for all eleven (11) Lots or can a Vendor submit a proposal for one (1) or two (2) lots out of the eleven (11)?

An Offeror can submit quotes for consideration for one (1) or more Lots as long as they are able to quote the entire Lot. Multiple locations can be offered for one Lot as long as a minimum of 6 units are at one location together.

Question 3:

Is our Past Performance relative in your decision? Should we provide pertinent information on recent contracts delivered that are similar in scope?

We are not evaluating for Past Performance as we have determined that this is a simple commercial requirement.

Question 4:

Is it safe to assume in the RFP SOW that when you reference 'standard' you are referring to a corporate apartment and 'efficiency' refers to a hotel?

No - an Efficiency unit contains a kitchen and has a minimum of 300 sq ft per the Specs listed in Section C and is for Lots 1-10 while a Standard unit needed in Lot #11 is for more of a typical hotel room - please read the Specs as listed in Section C to be sure that you meet all the specifications listed.

Question 5:

Regarding the Performance Work Statement listed in Section C - 7. Cleaning Services, 7.1.1.2.2. Carpets shall be shampooed bi-monthly; By bi-monthly, do you mean twice per month (?) or, every other month (?)

Bi-Monthly means every other month in this situation.

Question 6:

Please clarify on 7.1.2 Linen service to be provided twice weekly and upon each change of occupancy; and 7.1.3 Clean Towels shall be provided weekly. Do you want cleaning service to physically arrive and change the bed linens twice per week...once when they provide the weekly clean and one other time during that week, OR change bed linens during weekly cleaning and make sure a second set of bed linens are available in the apartment?

The Cleaning Service will be expected to change the bed linens two (2) times per week themselves both times, not just leave clean linens behind.

Question 7:

Does my Quote for Consideration have to be submitted for each Lot specifically or can I just tell you how many Units can be offered at each one of my proposed locations?

A maximum amount of units can be specified in your Quote and the Government will evaluate which Lots could be awarded as long as it is made clear if the unit is being offered as an Efficiency or Standard Lot. This Solicitation has language providing that multiple awards may be made if it is in the Government’s best interest to do so. Contracts will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. The Quotes will be organized to verify business size and that the physical locations are within twenty (20) miles as specified. Any properties that do not meet these requirements will not be evaluated further as they will be deemed Technically Acceptable. The remaining Quotes will then inspected by an Inspection Team to verify that they meet all areas of the Specifications listed in Section C. If they do not, they will be considered Technically Unacceptable and not considered so please be certain that you read this section carefully. At this time, it is estimated that Inspections will take place during the week beginning Monday, November 16, 2015. After the inspections are complete, the Technically Acceptable properties will be awarded starting with the largest Lot first to the least expensive Quote working down the line until all Lots have been awarded.

Question 8:

Is it advantageous for a representative of my business to be on-site during the Inspections?

It is not necessary for an Offeror to be on-site for the inspections but can facilitate a smoother process if one is available. Either way, the properties will all be inspected for Technical Acceptance per the Solicitation.
