Item

No.

Manufacturer Model Description Quantity

1 API OT2 OT2 Tracker SN 70087 1

2 API RADIAN

Radian Tracker SN 60569, 60570, and

60579

II. PURPOSE: To accept calibration services from any certified/accredited Commercial Calibration Activity

(CCA) or Original Equipment Manufacturer (OEM), Portsmouth Naval Shipyard must ensure that the requirements set forth by the NAVSEA Metrology and Calibration (METCAL) Technical Warrant Holder

(TWH) are met (as directed in NAVSEA Letter Serial Numbers 04RM/4391 and 04RM/4392 dated 24 Feb

2012). This Statement of Work provides the requirements to which all calibrations provided by a certified/accredited CCA or OEM must meet in order to be accepted by Portsmouth Naval Shipyard.

III. PLACE OF PERFORMANCE: Calibration services (including any repairs) will be performed at a facility owned and operated by the CCA or OEM.

IV. PERIOD OF PERFORMANCE: The CCA or OEM shall complete the required calibration services

(including any repairs) and return the TMDE to Portsmouth Naval Shipyard within 20 business days of the

TMDE arriving at the CCA or OEM facility.

V. DELIVERABLES SCHEDULE: See Section IV of this Statement of Work.

VI. REQUIREMENTS:

1. The CCA or OEM must be certified/accredited to reference ANSI/NCSL Z540.1 (1994), ANSI/NCSL Z540.3 (2006), ISO 17025, or NAVSEA 04-4734B by A2LA, ACLASS, IAS, LAB, NACLA, NVLAP, PERRY JOHNSON, or JNAC.

2. The Scope of Certification/Accreditation for the CCA or OEM must be current (up-to-date) at the time of calibration.

3. The scope of capability provided with the CCA or OEM certification/accreditation must cover the appropriate measurement parameters, ranges, and accuracies for the requested calibration.

4. Procedures used by the CCA or OEM to calibrate the TMDE shall:

i. Provide a minimum Test Accuracy Ratio (TAR) of 4:1, or a Test Uncertainty Ratio

(TUR) equal to or greater than 4:1, or a Probability of False Accept (PFA) not to exceed

2%.

ii. Ensure measurement traceability through an unbroken chain of calibrations to accepted reference (i.e., U.S. National Standards, Natural Physical Constants, Ratio Type

Calibrations, Consensus Standards, or National Standards of other countries which are correlated to U.S. National Standards).

STATEMENT OF WORK

Calibration and Repair Services

5. A report/certificate of calibration must be provided by the CCA or OEM for the applicable TMDE and shall, at a minimum, contain the following information:

i. A statement that includes the PFA value or that the calibration provides a minimum 4:1

TAR or a TUR equal to or greater than 4:1.

ii. The name and address of the CCA or OEM where the calibration was performed including any necessary contact information (e.g., telephone number, email address, etc.).

iii. The date of calibration.

iv. A certificate or report number.

v. Any out-of-tolerance values found during calibration prior to adjustment.

6. If the CCA or OEM determines that repairs are necessary beyond those originally quoted for the applicable TMDE, and the CCA or OEM is capable of performing such repairs, then a quote shall be provided to Portsmouth Naval Shipyard Contracting Department prior to performing the work for approval. If the quote is accepted, a contract modification will be issued to authorize the CCA or OEM to perform the repairs. If not authorized by the Contracting Department, the TMDE is to be returned to Portsmouth Naval Shipyard. The CCA or OEM shall include an itemized list of all repairs performed on all TMDE returned to Portsmouth Naval Shipyard along with the report/certificate of calibration.

7. If the CCA or OEM determines they cannot meet any portion of this Statement of Work, then the

CCA or OEM shall not perform the calibration unless they obtain written permission from the

Portsmouth Naval Shipyard Contracting Department.

VII. ACCEPTANCE CRITERIA:

1. Prior to final acceptance, the Portsmouth Naval Shipyard Calibration Laboratory (Code 952) will review the calibration/repair documentation provided with the returned TMDE for compliance to this Statement of Work. Portsmouth Naval Shipyard may also perform a calibration/inspection on the TMDE to ensure Original Equipment Manufacturer (OEM) specifications have been maintained or re-established. The calibration (including repair) service will be considered non-compliant if the Portsmouth Naval Shipyard Calibration Laboratory finds any unauthorized deviation to this Statement of Work. An “unauthorized deviation” is considered any deviation that was not specifically allowed by the written consent of the Portsmouth Naval Shipyard.
