QUESTIONS AND ANSWERS #1

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

TITLE: Task 2.7 and Deliverable 2.7

For task 2.7 and deliverable 2.7, is it the Government’s intention to have the contractor physically verify installed label plate data with the tech manual for each of the four tech manuals every month?

ANSWER:

“2.7 Configuration Technical Manual Review: The contractor shall review Technical Manuals against the installed equipment information, to ensure the proper technical support is provided by the shipbuilder and OEM. In addition, review the Logistics Support information of all Technical Manuals submitted by the shipbuilder as part of the MSC review team. Provide report of all discrepancies identified including all recommended actions.”

2.7’s intent is for the contractor to compare the delivered Logistics Support Information and Technical Documents against the Configuration Status Accounting data. CSA data is expected to be correct until a physical validation proves it wrong. If in the course of conducting their review, the Contractor finds that a physical validation is required, we can request assistance from the ILS Rep and provide nameplate pictures to support the installed equipment information contained in the system of record. All elements should be in alignment (Dwgs, TMs, RICs, Config). Physical on board evaluations are not required, but not prohibited.

QUESTION #2:

TITLE: Deliverable Table in Section 3

For the deliverable table in section 3, is everything in the table required per ship class or is that the total required for this effort? For example, if deliverable 2.3 is a 100 total DRL reviews, that is much different than 100 per ship class.

QUESTION #3:

TITLE: Travel Costs

Paragraph 1.6 states that temporary work will be required in San Diego, CA; Houma, LA; and Pascagoula, MS. However, Paragraph 5.4.2 (“for representational purposes only”) only anticipates one trip to San Diego, CA. Since travel costs are required to be bid on a Firm Fixed Price (FFP) basis under this RFQ, respectfully request that the Government confirm that no travel other than that specified in Paragraph 5.4.2 is expected within the identified period of performance.

ANSWER:

Travel will be required in support of ship delivery efforts as noted and is dependent upon the DASN Ship Delivery Schedule. Currently, showing delivery of TAO 206 in May 2023 in San Diego, CA & EPF14 in Aug 2023 in Mobile, AL.
