About this file
This document contains vendor questions and responses regarding a federal solicitation for berthing modules. The Navy is seeking a contractor to fabricate commercially available Portable Accommodation Modules to provide additional berthing and sanitary space aboard T-ESB class ships. The modules will require minor modifications to meet Navy requirements. ABS guidelines classify the installation area as protected based on its location behind the forward house and main deck bulwark. The contractor must verify the minimum 3-meter design head value for bulkheads specified in the questions, as ABS standards determine the design head based on a module's location and wave loading. The required delivery date for the berthing modules is September 30, 2021.

Vendor Questions:
25 February 2021
In the Q&A, 4A and 4B.
4a states the design head is estimated at 3 meters for bulkhead. This is a requirement for a
Protected area. 4b states the area for the installation, A2 "Mezzaninne" is protected. These statements are not in agreement. From past experience, this area, per ABS, is considered
Unprotected.
Please see the expanded answers below.
a. ABS guide requires the modules to be submitted stating the specific design head which is determined by where the units are located on the vessel (specific to wave load)? We estimate an ABS minimum design head value of 3 meters for bulkheads. The contractor must verify.
b. Will the building be in a protected or unprotected area behind the main superstructure?
This area is classified as protected based on previous installations. It is behind the forward house and main deck bulwark. See ABS PAM guide section 1, figure 1. (Email Tiffany Allen for
Guide).
