1. It appears from the drawings that MSC prefers these units to be 8’ x 20’ ISO dimensioned to fit existing socket locations, is this correct?

MSC does require 20’ ISO socket spacing for the longitudinal socket spacing to line up with existing ship structure. However, the width of the units/ unit can be adjusted based on vendor specifications.

2. How many of these 8 x 20’ spaces are available and what is the height restriction (how many high can we stack)?

Nominally, five of these 20’ TEUs is the maximum number of single stack units that the A2 Mezzanine is designed for.

3. Are “Community” restroom/wet units preferred?

Solely at the discretion of the vendor.

4. Total berthing for 42 POB, are there any support module requirements (Laundry, dining, galley, etc.)?

Only support module requirements needed are latrine facilities. Laundry Modules will be procured separately.

DATE: Thursday, 04 FEB 2021 After reviewing the Solicitation we are requesting clarification on Section 4.5.2 “Outfitting Arrangement”- this section calls for a min of (3) each shower stalls, (3) sinks, (3) water closets, per 46 CFR Subchapter I there must be

(1) sink, shower and wash basin for every 8 POB that do not have private or semi-private facilities.

With the additional 42 POB requested, the min number of showers, sinks and water closets would need to be (6) of each.

Can you confirm that you would like us to adjust to stay within USCG requirements?

The modules must meet USCG/ABS design, construction, and material requirements for PAMs, however the outfitting requirements in 46 CFR for civilian crews do not apply to navy personnel. Applicable Navy habitability requirements are included in this SOW.

DATE: Monday, 08 FEB 2021

1. Is there a preference on the number of personnel per 20ft module? No, see section 4.5.2 for required clearances.

a. The requirements are for 42 total beds, and it appears 3 high bunks will be utilized.

The requirement is for 42 berths, one (1) berthing rack contains three (3) berths when using the specified equipment in section 4.5.2

b. USCG requirements typically spec out 30 square feet per person, but this is under 46 CFR subchapter I and L requirements, which may not apply for this vessel.

1. The modules must meet USCG/ABS design, construction, and material requirements for PAMs, however the outfitting requirements in 46 CFR for civilian crews do not apply to Navy personnel. Applicable Navy habitability requirements are included in this SOW.

2. It is mentioned in specification that available host ship services and connection details are shown in reference 8.20. Please advise is there any separate document available for this?

Please verify you have the most recent copy of this SOW. The host ship services are available in enclosure 1 (FOUO, Distro D).

3. Please provide the incoming power supply available to the cabins (ex: 408V, 3 phase) Medium Voltage electrical service is provided at 480VAC. Voltage fluctuations between 460VAC and 490VAC are common, 60Hz +/- 6 Hz, 60 AMP shared for all five (5) containers.

4. Are there any specific environmental conditions for the installation location?

See enclosure 2 for details on ship location. Designed for ambient air temperature from -29° C (-20° F) to 50° C (122° F). in addition to any USCG/ABS requirements.

A2 “Mezzanine” area where Berthing Modules are planned for integration into MGK.

1. ABS guide requires the modules to be submitted stating the specific design head which is determined by where the units are located on the vessel (specific to wave load)? We estimate an ABS minimum design head value of 3 meters for bulkheads. The contractor must verify.

1. Will the building be in a protected or unprotected area behind the main superstructure? This area is classified as protected.

A2 “Mezzanine” area where Berthing Modules are planned for integration into MGK.

5. Interior layout drawing specified in section 4.52 is not found. Can this be provided?

Section 4.5.2 provides requirements for the creation of an outfitting arrangement. This is a deliverable from the contractor.

6. Section 4.5.9 also references an “enclosure 2” as an example for the format for spare parts. Is there a download available for “enclosure 2”? Please verify you have the most recent copy of this SOW. GFI 8.20 is available from the contracting representative.

DATE: Tuesday, 16 FEB 2021 I noticed the requirement of paragraph 2.2 for "Parent Design USCG Placard Info." Not sure what this is or where to inquire. Have never seen this requirement.

The USCG placard is required on all USCG certified PAMs. Information on the placard is given in Reference 9.9 Enclosure 4, Section C and available online for download.

DATE: Wednesday, 17 FEB 2021 Can I get clarification on these:

1. Are the A-2 Platform, inclined ladder, deck sockets and twistlocks provided by others? or do we need to engineer and provide any of those?

The A-2 platform, inclined ladders, deck sockets, and twist locks are provided by other. Any transverse movement of the deck sockets will be provided by others based on the vendor’s installation arrangement drawing produced in accordance with this SOW.

2. I see that container TEUs are shown for reference only on the 670-8614092+ MILCREW PDF set. I need clarification on which container TEUs are to be included under this contract?

Spots 4 – 8 are the targets for this installation. Some or all of these spots may be used. Spots 14 – 17 are reserved for other installations not part of this SOW.

I see a program and list of equipment to be use for Berthing and Sanitary facilities for 42 enlisted persons (which I guess refers to those 5 (habitability container) TEUs, but I am not clear if the other 8 (laundry stacked container) TEUs are part of the scope under this contract, I do not see a program or any list of laundry equipment.

3. Are we providing potable water, black/grey water facilities and equipment or is that provided by others?

All necessary equipment for potable water, black/grey water facilities and equipment is to be provided by the vendor. This includes everything inside the PAM and the connection point on the outside of the PAM. This connection point must be documented on the installation arrangement drawing. Connection from the PAM connection point to the ship will be handled by others. Ship services are provided for the supply of potable water, electrical power, black/grey water processing, PA/GA, and fire alarms to the extent defined in enclosure (1) “ESB ICD Information”

4. I did not see any exterior windows or doors specifications.

Exterior doors, and windows (if supplied) must be in compliance with the SOW, this includes all applicable references in Section 9.

5. Can you provide me a link to or information for "design requirements listed in GFI or Enclosures Dependent on Classification of enclosures. Contracting will provide what can be shared.

5. AC requirements wall mounted mini splits or enclosed systems?

Solely on vendor preference.

DATE: Friday, 19 FEB 2021 For the solicitation N3220521Q0047 would the Navy consider an existing ABS/USCG approved all-inclusive PAM camp module that meets the requirements as outlined in the Solicitation?

1. Must meet the container socket location restrictions and weight limits

1. Must be of suitable construction for this ship type and installation location, as outlined in the SOW and bidder questions.
