MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS 2
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1) For a Joint Venture to comply with the DD Form 254 FCL requirement, is it sufficient for each individual firm to hold an FCL of Secret? If no, would MSC sponsor the JV entity for the FCL upon award?
ANSWER: No, the Joint Venture itself must possess an FCL of Secret.
MSC would not be willing to sponsor the JV for the FCL upon award. The PWS has been amended to show Contractor’s must have a Secret clearance upon submission of quotations.
2) Is there a required FTE count?
ANSWER: There is no FTE count. That is up to the potential quoter to decide.
3) Is there a required SCA classification?
ANSWER: Yes. WD 15-4341 (Rev.-11) and WD-15-5635 (Rev.-10), both dated 01 Jan
2019, were referenced on page 34 of the Combined Synopsis Solicitation. In addition, both of these were provided as attachments on FBO with solicitation N32205-19-Q-
2026.
4) Is a Past Performance Questionnaire form required to be provided to our clients as a part of the Past Performance Volume?
ANSWER: Yes. Performance Questionnaire and Past Performance Data Sheet have now been uploaded to FBO.
5) Page 1, Section 3. Should the small business size standard be $38,500,000 instead of
$7,500,000?
ANSWER: Yes. Small business size standard was edited to $38,500,000 as Amendment
0002 on 20 February 2019.
6) Is the scope different from the incumbent contract? If so, how is it different?
ANSWER: No.
7) Besides the number of buildings, what are the major differences between services to be provided in the Norfolk area versus the San Diego area?
ANSWER: There are no major differences between services in the Norfolk area, versus the San Diego area. However, snow removal is unlikely in San Diego.
8) Will a site visit be provided for the San Diego area buildings? If not, does this provide an unfair advantage to the incumbent?
ANSWER: Due to time constraints, the Government is only providing a site visit in one location.
9) Is there a Facility Management System in use? If so, what system is in use, does the
Government provide access to this system to the Contractor, and is the software/updates provided by the Government?
ANSWER: There is an MSC Facilities Reporting System that is owned by MSC, and only MSC employees can access. The Contractor will be responsible for implementing their own system to track and account for work performed.
10) Section 2.1, Place of Performance. What is the square footage of each of the buildings?
ANSWER: MSC occupies approximately 750,000 square feet of admin space in
Norfolk and approximately 65,000 square feet of admin space in San Diego.
11) Section 3.6. What is the square footage of the grounds requiring maintenance at each location? Is there another base service contract covering grounds? If so, what is their role versus this contract?
ANSWER: Grounds keeping responsibilities are for MSC Headquarters buildings in
Norfolk. It consists of approximately 10,000 square feet. This maintenance will be per the request of the MSC Front Office for official MSC command functions.
12) Section 3.7.1. What is the square footage of the sidewalks and access points requiring snow removal at each location? What snow clearing material and equipment is provided by the
Government?
ANSWER: The intent of this work is to clear the sidewalks and entry ways in and around the headquarters buildings. Sidewalks are a max of 48” and total length does not exceed 300 yards.
The Government will provide rock salt / ice melt. The Government will not provide any equipment for snow clearing, and it will be the responsibility of the Contractor to provide and maintain any snow removal equipment.
13) Section 3.9. Does the Government or the Contractor man the help desk fielding trouble calls?
ANSWER: Yes. The Government mans the help desk and fields trouble calls.
14) Section 3.11. Does a Government-provided Facility Management System generate this automated historical file, or is this a separate Contractor-provided file?
ANSWER: There is no Government-provided Facilities Management System.
15) Section 3.13. The section notes cleaning duties. What is the extent of the Contractor’s custodial duties under this contract?
ANSWER: General custodial is done by a separate contract. Cleaning will be performed should the tradesman doing work create a mess. Other cleaning efforts include picking up trash around the grounds, and blowing off fallen leaves to clean storm water drains.
16) Section 3.17. What are the major building systems within each building? Structural assessments are noted here. What is the extent of these structural assessments, and does this require the services of a licensed structural engineer?
ANSWER: Major building systems in each building: water, electricity and HVAC.
Upon conclusion of an inclement weather event, the Contractor will be responsible for assessing any damage to/in MSC buildings. This assessment will be limited to superficial and obvious damage during the weather event. No licensed structural engineer is required.
17) Section 6.4. Reporting to NAVFAC for their action is mentioned in this section. What is
NAVFAC’s role in providing building maintenance at the subject locations, and how does it differ from the Contractor’s?
ANSWER: NAVFAC is responsible for building modifications, and the major repair and replacement of existing equipment.
18) Section 7, Government Furnished Equipment. Please provide a list of GFE.
ANSWER: The Government will provide a laydown area, covered storage area, and storage racks. The Government will also provide 2 laptop computers in Norfolk, 2 laptop computers in San Diego, and access to the NMCI network.
19) Section 7.1. How many workstations are provided to the Contractor at each location?
ANSWER: There are two workstations in Norfolk and two work stations in San Diego.
20) Section 9, Security. Is the Contractor required to have a Secret clearance upon quote submission? This should be the case, as it is unrealistic to expect a Contractor to secure
Secret clearance in time for project commencement.
ANSWER: The requirement has been revised to state the Contractor must have a
Secret clearance upon submission of quotations.
21) Section 9, Security. Are all on-site staff required to have a Secret clearance from day one of the contract?
ANSWER: Yes.
