1. Purpose. To publish Commander, Military Sealift Command (COMSC) guidance and procedures that Military Seali:ft Command (MSC) military and civilian personnel must follow in the event of a weather-related emergency impacting the Hampton Roads area per references (a) through (f) and enclosures (1) through (9). This instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. COMSCINST 3141.2D.
3. Action. All MSC personnel will ensure thorough knowledge of and compliance with the contents of this instruction. Subordinate commands, including area commands, will issue their destructive weather plans independently, utilizing local shore establishment guidelines.
4. Discussion
a. Destructive weather can occur at any time of the year. Such weather phenomena may endanger life, destroy property, and require expenditure of funds for repair. Hurricanes pose the most widespread threat; however, non-tropical storms can also significantly disrupt operations and endanger life and property. MSC personnel in Norfolk must maintain a state ofreadiness that allows for prompt and positive action when destructive weather threatens, to ensure the safety of personnel, and to lessen the potential for damage to facilities. It is imperative that all directives

16 Jul 17 are implemented to ensure safety. If an immediate decision needs to be made due to impending weather, COMSC can act independently while informing United States Transportation Command (USTRANSCOM), United States Fleet Forces (USFF), and MSC subordinate commands of any action. Per reference ( d), COMSC may set a higher condition of readiness for MSC but may not lower any condition ofreadiness below what is established by the regional disaster preparedness officer, emergency manager or regional planning agent for natural disasters.
b. The annual hurricane season for the Hampton Roads area runs from 1 June through 30 November. MSC personnel will monitor developing tropical cyclones and maintain a heightened state ofreadiness to protect their activities and personnel during this time, as well as use the time prior to this period to develop required preparedness procedures and update recall bills.
c. MSC commands will follow the local directives of the regional and installation commander as outlined in references (a) through (c). Utilizing local instructions, MSC functional directors and program managers will establish Quality Management Systems (QMS) procedures to ensure maximum protection of MSC assets and personnel when faced with severe weather conditions.
d. Upon learning of the threat from destructive weather, MSC personnel will not await specific direction from Commander, Navy Region Mid-Atlantic (CNRMA) before taking appropriate actions to prepare personnel and mitigate potential damage to MSC facilities.
e. As per reference (f), COMSC's Disaster Management Team (DMT) is responsible for the planning and execution ofMSC's response and recovery efforts in the event of a contingency affecting normal operations.
5. Responsibilities
a. COMSC Notice 3141, Designation of ALPHNBRAVO Personnel. ALPHA (essential) personnel will be designated as per references (b) and (c) by each Program and N-Code Director, and provided to the COS.
b. Director, Total Force Management (Nl)
(1) Appoint a Personnel Accountability Coordinator (PAC) to ensure MSC compliance with reference (e) and all personnel accountability orders from Higher Headquarters (e.g., Navy Family Accountability and Assessment System (NFAAS), Joint Personnel Status and Casualty Reporting). The PAC must:
(a) Be the primary NF AAS Commanding Officer Representative (COR) for MSC, and is authorized to muster staff personnel in NF AAS. Additional NF AAS CO Rs may be designated.
(b) Coordinate and manage personnel accountability actions during pre-destructive weather periods and those required post-destructive weather, per references (e) and (f).
( c) Ensure all personnel receive training annually on the proper use of NF AAS.
( d) Execute all actions required in enclosure (2).

(2) Develop and publish Tier II guidance within 180 days of this instruction detailing a standardized departmental mustering procedure.
c. Director, Operations and Plans (N3/N5)
(1) Supervise all destructive weather related matters.
(2) Per reference (f), lead and facilitate all DMT activities to include designating a location for the DMT to assemble.
(3) Appoint a Disaster Preparedness Officer (DPO) to coordinate destructive weather preparedness efforts. The DPO must:
(a) Coordinate all destructive weather related preparedness actions and responses.
(b) Ensure consistent communications are established with installation emergency managers and publish information to MSC personnel for execution of appropriate preparatory/response/recovery actions in support of a weather emergency.
(c) Submit a list of ALPHA (essential) employees to applicable installation emergency managers annually, or as needed.
(d) Coordinate staff efforts using enclosure (2), and report attainment of Tropical Cyclone Conditions of Readiness (TCCOR) per references (b) through (d) to the applicable installation Emergency Operation Centers (EOC).
(e) Collect and submit lessons learned from destructive weather exercises and real world events.
( 4) Ensure ALPHA (essential) and BRA VO (non-essential) personnel are designated and trained on destructive weather procedures prior to 1 June, annually.
(5) Coordinate with Military Sealift Command, Atlantic (MSCLANT) to ensure storm readiness and compliance with COMSC and local instructions.
(6) Ensure that a current plot of all destructive weather activity is available in the Global Command Information Center (GCIC).
(7) Report program compliance and areas of concern to the COS.
d. Director of Logistics (N4)
(1) Execute required actions in enclosure (2).
(2) Ensure availability of materials, and provide support to staff for securing building assets and electronic office equipment.
(3) In coordination with the DMT lead, Staff Duty Officer (SDO) and installation Emergency Management office, establish a post destructive weather assessment/cleanup team within 24 hours after a destructive weather event.
( 4) After initial assessment is complete, report any issues that affect the staffs ability to reenter MSC facilities and resume normal operations to the DMT lead.
e. Staff Duty Officer (SDO)
(1) Be the primary command point of contact for all weather-related matters ashore.
(2) Execute required actions in enclosure (2).
(3) Coordinate with MSCLANT to advise of current conditions and requirements and ensure compliance with destructive weather directives.
( 4) Execute duties as directed by the DMT lead in the event of an emergency.
(5) Assist the DMT Lead and N4 in preparing a consolidated installation damage assessment report, as required, using enclosures (7) and (8), and submit to the appropriate installation EOC as per references (b) and (c).
(6) Use enclosure ( 4) to capture personnel accountability information in the event they are contacted by MSC personnel that have not been able to successfully contact their immediate chain of command. Personnel accountability reports should immediately be forwarded to the
PAC.
(7) In the absence of the DPO, submit Tropical Cyclone Conditions of Readiness (TCCOR) attainment reports to the appropriate installation EOC identified in enclosure ( 6), as per references (b) and ( c).
£ Battle Watch Captain (BWC)
(1) Be the secondary command point of contact for all weather-related matters ashore.
(2) Execute required actions in enclosure (2).
(3) Use enclosure (4) to capture personnel accountability information in the event they are contacted by MSC personnel that have not been able to successfully contact their immediate chain of command. Personnel accountability reports should immediately be forwarded to the
PAC.
g. The Disaster Management Team (DMT)
(1) At the direction of the COS and/or DMT lead, assemble during periods of destructive weather or other emergency, per reference (f).
(2) Provide input and assessment of the emergency situation from the perspective of each department/functional area, and make recommendations for preventative/response actions to the DMT Lead, utilizing enclosure (3).
h. All Program and N-Code Directors
(1) Review enclosure (2), and initiate required actions as indicated.
(2) Assign a departmental Mustering Official (MO) and ensure positive accountability of assigned personnel and their family members. The MO must:
(a) Be the primary point of contact in each department for personnel accountability IS sues.
(b) Maintain an accurate recall roster for all assigned military and civilian personnel within their code.
(c) Consistently communicate personnel accountability of all military and government civilian personnel as soon as possible to the PAC, until 100 percent accountability is reported.
( d) Report all casualty-related events immediately.
(3) Establish, as per references (b) and (c), a list of Category 1 (emergency-essential) and Category 5 (emergency response and recovery) personnel, if applicable, within their department that must continue their duties during, or immediately following, periods of destructive weather or other event affecting MSC operations. Individuals designated Category 1 or 5 are considered ALPHA personal (essential). All others are considered BRA VO personnel (non-essential).
(4) Ensure supervisors report any casualty-related event affecting their subordinates or their families immediately to their chain of command.
( 5) Ensure all assigned staff members are issued an Emergency Information Card, enclosure (8).
(6) Using enclosure (5), ensure all personnel provide alternate recall destination and contact telephone number(s), in addition to names and contact phone numbers of family members. In turn, personnel should have key contact numbers for their director and supervisor.
Directorates must retain enclosure (5) to execute respective phone tree accountability, and provide a copy to Nl for use by the PAC.
i. All MSC personnel
(1) Prepare and maintain a personal destructive weather readiness plan to ensure the safety and accountability of self and family members.

(2) Comply with and participate in the Navy Personnel Accountability Program. This includes MSC military and civilian government personnel. Military dependents and dependents of military retirees are automatically included, and civilian dependents may be optionally included in the program. Ensure supervisor has current emergency contact information, in addition to changes that affect family members.
(3) In the event of destructive weather impact, as soon as safe haven is reached, but not later than 48 hours after evacuation, report accountability to the following Navy authorities, in order: NF AAS (if "Order to Account" is issued), direct supervisor, directorate MO, SDO or the Navy Toll-Free Help Line listed in enclosure (6).
( 4) If designated as category ALPHA (essential) by their respective supervisor, prepare for, and understand their responsibilities. In addition to ensuring family member readiness, make sure a personal readiness kit, to include essential personal items (i.e. medication, dental/personal hygiene, extra uniforms/undergarments etc.), is prepared and carried to headquarters in preparation for a potential stay. Continue to perform critical command functions during destructive weather conditions unless or until directed to cease operations by COMSC, designated representative or higher authority.
(5) Be prepared to assist in recovery operations. Restoration and maintenance of command functions is a primary concern. All efforts will be directed in restoring normal command operations at the earliest opportunity.
(6) After normal working hours, if inclement weather is anticipated, tune into the local media for instructions regarding your installation tenant commands reporting procedures or contact your immediate supervisor. Inclement weather conditions can be obtained by calling the Naval Station Inclement Weather Hot Line listed in enclosure (6).
7. Records Management. Records created as a result of this instruction, regardless of media and format, must be managed per Secretary of the Navy Manual 5210.lofJanuary 2012.
8. Review and Effective Date. Per OPNAVINST 5215.17A, N3/5 will review this instruction annually on the anniversary of its effective date to ensure applicability, currency, and consistency with Federal, DoD, SECNA V, and Navy policy and statutory authority using OPNA V 5215/40 Review oflnstruction. This instruction will automatically expire 5 years after effective date unless reissued or canceled prior to the 5-year · date, or an exte ion has been granted.

1. Destructive Winds. Sustained winds of 58 miles per hour (mph) or greater.
2. Tropical Storm Force Winds. Sustained winds of39 mph or greater.
Note: Coastal states base area evacuation decisions on Tropical Force Winds. Highways, tunnels and bridges may be closed to evacuation traffic when winds are at or greater than Tropical Force.
3. Small Area Storms
a. Thunderstorm. Produced when an air mass becomes unstable by the uplifting of warm and humid air. Thunderstorms are normally associated with cumulonimbus clouds affecting a localized area. They are always accompanied by thunder and lightning and may produce large hailstones; strong, gusty winds; and occasionally micro bursts.
b. Tornado. Tight rotary windstorm. Although small in scale, tornadoes are among the most violent storm type, with possible winds of over 230 mph.
c. Waterspout. Tight rotary windstorm over water.
d. Gale. A non-tropical wind event with wind speeds of 39 - 54 mph.
e. Storm. Non-tropical destructive weather with wind speeds of 55 mph or greater.
Note: Gale COR is not addressed in this instruction due to difficulties in forecasting gale conditions, their short nature, and their un redictabilit .
£ Nor'easter. Non-tropical cyclonic storm that affects the east coast of North America, so called because the winds over the impacted coastal areas are from the northeast. Nor'easters may occur at any time of the year but are most frequent and intense between September and April.
They typically develop within 100 miles of the coast, generally progress northward to northeastward, and typically attain maximum intensity near New England and the Canadian Maritime provinces. Abundant precipitation and winds of gale force are frequently associated with a Nor'easter.
4. Small Area Stonn Watches and Warnings
a. Small Craft Warning. Harbor and inland waters forecasted, or experiencing, winds between 21-38 mph, and wind driven waves of concern to small craft.
b. Gale Warning. Winds between 39-54 mph are forecast to impact land, harbor, and/or inland waters within 12 hours.
c. Storm Warning. Winds 55 mph or greater are forecast for land, harbor, and/or inland waters.
Enclosure (1)
d. Thunderstorm Warning. Thunderstorms are forecast to impact the designated warning area.
e. Severe Thunderstorm Warning. Severe thunderstorms with wind gusts equal to or greater than 58 mph and/or hail of 3/4 inch diameter or greater are forecast to impact the warning area.
£ Tornado Watch. Conditions are conducive for tornadic activity and severe thunderstorms within and close to the watch area.
Note: Fleet Weather Center - Norfolk (FWC-N) readdresses Tornado Watches issued by the National Weather Service to affected areas.
g. Tornado Warning. Tornadoes have been sighted in or adjacent to the warning area or have a strong potential to develop in the warning area.
Note: FWC-N does not issue tornado warnings via naval message due to minimal lead time and short-lived nature of the event.
h. Storm Surge Warning. High tides, 4 feet or greater above normal, are forecast for coastal areas, harbor, and/or inland waters. This warning will most likely be issued in conjunction with a tropical cyclone or gale/storm warning. However, storm surge warnings may also be issued due to the impact associated with non-tropical warnings like Nor'easters.
i. Special Weather Advisory- Tropical Wind Warning. This warning will be issued for winds greater than or equal to 40 mph and less than 58 mph when associated with tropical systems.
j. Significant Weather Event is an event generated for an extended period (greater than 24 hours) of gale to storm force winds and high (16 feet or higher) seas, which could potentially cause damage, or disruption to at-sea fleet operations. Normally, this advisory is issued 48 hours in advance of the event and updated as necessary.
k. East Coast Weather Advisory. A weather advisory issued by FWC-N, warning of a significant weather event which will affect a large portion of the ocean along the U.S. East Coast including the Virginia Capes (V ACAPES) Atlantic Fleet Operating Areas.
5. Thunderstorm Conditions
a. Thunderstorm/Tornado Condition II. Set by individual installations based upon forecasts/recommendations from FWC-N or its detachments. Thunderstorms are expected within 25 nautical miles (NM) of the immediate area within 6 hours. Associated lightning, torrential rain, hail, severe downbursts, destructive winds, and sudden wind shifts are possible. All affected should take precautions that will ensure an appropriate state ofreadiness on short notice.
b. Thunderstorm/Tornado Condition I. Set by individual installations based upon forecasts/recommendations from FWC-N or its detachments. Thunderstonns are occurring or are forecast to occur within 10 NM of the immediate area within 1 hour. Associated lightning, torrential rain, hail, severe downbursts, destructive winds, and sudden wind shifts are possible.
All affected should take immediate safety precautions and seek shelter.

Formation Alert
a. Tropical Cyclone (TC). A warm-core, non-frontal synoptic-scale cyclone originating over tropical or subtropical waters, with organized deep convection and a closed-surface wind circulation about a well-defined center (includes tropical depressions, tropical storms, and hurricanes).
b. Tropical Depressions. A TC with sustained wind speeds ofless than 39 mph.
c. Tropical Storm. A TC with wind speeds of39 to 73 mph.
d. Hurricane. A TC with wind speeds of74 mph or greater. Hurricanes are sub-categorized using the Saffir-Simpson Hurricane Destructive Potential Scale. Ranging from 1 (least intense) to 5 (strongest), this scale indicates the potential winds, storm surge, and damage associated with each:

113-136 Shrubs and trees down. Extensive roofing material, window and door knots damage. Complete failure of roof structures on many small residences and complete destruction of mobile homes. Major damage to lower floors of
130-156 structures near the shore due to flooding and battering action. Low-lying mph escape routes inland cut by rising water. Major erosion of beach areas.
Storm surge 13 to 18 feet above normal.
Extensive glass and some complete building failures; small buildings overturned and blown over or away and complete destruction of mobile
136+ knots homes. Major power distribution failures causing loss of water and sewer 5 for an extended period. Major damage to lower floors of all structures.
156+ mph Low-lying escape routes inland cut by rising water. Evacuation of residential areas situated on low ground within 5 to 10 miles of shoreline may be required. Storm surge more than 18 feet above nonnal.
Note: In addition to storm surge, wind-driven waves on top of the storm surge can cause further severe damage along coastal areas.
7. Tropical Cyclone Conditions of Readiness (TCCOR)
a. TCCOR V. Destructive winds associated with a tropical system are possible within 96 hours.
b. TCCOR IV. Destructive winds associated with a tropical system are possible within 72 hours.
c. TCCOR III. Destructive winds associated with a tropical system are possible within 48 hours.
d. TCCOR II. Destructive winds associated with a tropical system are anticipated within 24 hours.
e. TCCOR I. Destructive winds associated with a tropical system are anticipated within 12 hours.
8. TCCOR Reporting Timelines. Every attempt must be made to attain the ordered TCCOR in a timely fashion. The following timelines have been set for establishing and reporting attainment of ordered Conditions of Readiness once the order has been given:
a. TCCOR V, IV and III - 8 hours.
b. TCCOR II - 6 hours.
c. TCCOR I - 2 hours.
9. Winter Weather
a. Winter Snow Advisory. Up to l" of snow in 12 hours; or up to 2" in 24 hours.
b. Winter Snow Warning. Moderate to heavy snow with freezing precipitation within six ( 6) hours.
c. Freezing Precipitation Advisory. Up to 1/4" accumulation.
d. Freezing Precipitation Warning. Greater than 1/4" accumulation.
10. Emergency Management (EM) Personnel Categories
a. Category 1: Mission-essential personnel include U.S. military personnel, DoD civilians, and DoD contractor (or subcontractor) personnel who perform Mission Essential Functions (MEFs), essential operations, or provide essential services. Category 1 must consist of three sub categories:
(1) Sub-category 1-A. Critical operations personnel are required to perform MEFs under all circumstances 24 hours a day and 7 days a week without interruption for up to 12 hours at which time the MEF may be transferred to an alternate site.
(2) Sub-category 1-B. Essential operations personnel are those who are able to temporarily interrupt performance of essential operations and relocate to an alternate site to resume MEFs or essential operations.
(3) Sub-category 1-C. Essential services personnel are those who provide essential services in support of MEFs or essential operations either from their primary worksite or relocation site.
b. Category 2: Other non-essential U.S. personnel, including:
(1) U.S. military family members living on and off a military installation.
(2) Non-essential U.S. military personnel, Navy civilian employees, and other persons.
(3) Navy contractor (and subcontractor) employees other than those performing essential Navy services.
(4) Employees of other U.S. government agencies.

c. Category 3: Other non-essential personnel supporting U.S. military operations, such as:
(1) Non-U.S. citizens who are employees of the Navy or a Navy contractor (or subcontractor) and who are not included in Categories 1 or 2.
(2) Foreign military personnel employed by the host nation government or by contractors of the host nation government.
d. Category 4: Allied and coalition nation non-essential personnel, including host nation personnel and third country nationals that the United States may assist pursuant to an international agreement approved by the Department of State or as directed by the Secretary of Defense, such as allied, coalition military forces, government officials, and emergency response personnel.
e. Category 5: Essential and or emergency responders who are U.S. military personnel, DoD civilians, host national, third country national, and or contractor personnel able to conduct safe and effective emergency operations response appropriate to their level of training. Category 5 personnel may include:
(1) EM personnel, fire and emergency services personnel, hazardous material (HAZMAT) teams, Navy Security Forces (NSF), emergency medical services (EMS) personnel, explosive ordnance disposal (EOD) teams, medical treatment facilities (MTF) providers, public health emergency officers (PHEO), emergency call-taking and dispatch staff, regional operations center (ROC) and emergency operations center (EOC) staff, emergency response teams (ERT), fire brigades, mass care personnel, mortuary affairs personnel, and oil and hazardous substance spill response teams.
(2) Occupational safety and health, industrial hygiene, public works, public affairs, supply or logistics individuals, contract security personnel, and any other personnel designated to perform response or recovery tasks in support of the EM program.
