BACKGROUND:

Military Sealift Command (MSC) owns and operates approximately 125 ships, including steam turbine, gas turbine, and diesel engine propelled vessels. These vessels fulfill such varied missions as underway replenishment, oceanographic research, cable repair, and dry and refrigerated cargo support.

Vessels owned and operated by MSC include, but are not limited to, T-AO Fleet Oiler Ships, T- ATF Fleet Tugs, T-AOE Ammunition Ships, T-AH Hospital Ships, T-ARS Salvage Ships, T- AKE Dry Cargo and Ammunition Ships, T-ARC Cable Layer Ships, EPF Ships, T-AGM Ships, AS Sub Tender Ships, LLC Command Ships, a variety of Government Owned/Contractor Operated (GOCO) vessels, and other Government Owned Vessels.

The Contractor shall provide systems and service support for MSC vessel's Self-Contained Breathing Apparatus (SCBA) equipment. MSC operates both USNS (Commercial Grade) vessels and some USS (Military) vessels.

WORK REQUIRED:

1. Contractor shall provide ALL personnel, material, and equipment required to accomplish the work specified herein as required on an individual task or delivery order basis. Supplemental deliverables may be identified on individual task and delivery orders.

2. All Contractors must be American Bureau of Shipping (ABS) recognized external specialists to perform services worldwide for Shipboard Firefighting Systems Inspection, Certification, and Repair. Only authorized technical field service representatives and manufacturer parts shall be used to accomplish the requirements of this PWS. The Contractor shall provide oversight and guidance on all aspects of equipment, in as-found condition, including inspection, removal, disassembly, reassembly, repairs, modifications, reinstallation, certification, and testing, as applicable.

2.1. All items will be serviced and maintained in accordance with original equipment manufacturer (OEM) specifications and certification requirements as set forth by the United States Coast Guard (USCG), reference (a); Department of Transportation (DOT), references (b) and (c); American Bureau of Shipping (ABS), reference (d); National Fire Protection Association (NFPA), references (e) – (i); Compressed Gas Association (CGA), references (j) and (k); and Occupational Safety and Health Administration (OSHA), reference (l), and National Institute for Occupational Safety and Health (NIOSH), reference (m).

System Development-Create, develop and engineer a new system that will fit the exiting SCBA Equipment, SCBA Compressor and SCBA Refill Stations platforms for the specific class of vessel detailed in the TO. Contractor is to fit a replacement system to replace existing equipment. Revise engineering drawings to accurately reflect changes to the ship's systems/equipment affected. All drawings shall be accurately prepared and submitted in accordance with the Government Furnished Information (GFI) as identified in the individual

TO.

Development of New Engineering Drawings-The Contractor shall develop new configuration drawings as described in the Task Order (TO). The Contractor shall provide a complete copy of all ship check notes, sketches, and mark-up drawings, photos, and/or draft drawings for quality assurance comparison of the final drawing.

Regulatory Body Approvals-Drawings may require submission to the US Coast Guard (USCG) and American Bureau of Shipping (ABS) for acceptance and approval, as indicated by the TO. All newly designed or engineering must be fully vetted through MSC T-Alt Process before installation permission is granted. The T-Alt process is managed by MSC Engineering (N7). MSC Engineering, not the Contractor, is to be the only entity that is eligible for submitting Engineering and/or Engineered Changes to Class (ABS) and Flag (USCG) for approval. After being fully vetted through MSC’s T-ALT process, only then can the changed, engineering or otherwise modified component or equipment be approved for install. The Contractor is responsible for all corrections and revisions required to meet USCG and ABS final approval. The Contractor will not be responsible for the cost of the ABS review/approval process. The Contractor shall maintain contact with MSC throughout the review process. All drawings, calculations, and technical documents shall be owned by MSC and submitted to MSC Technical Library upon completion of the TO.

25. Ordering Period. This contract contains one (1) five (5) year ordering period.

26. Contract Type. This will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with firm-fixed-price task and delivery orders. Under this type of contract, no work may be performed until directed by a task or delivery order.

27. Ordering Procedures.

After Contract award, individual orders will be issued as necessary to support Contract requirements. The Contractors will be sent a Request for Quote (RFQ) or Request for Proposal (RFP) for services to be performed or parts to be delivered. Each RFQ will include a Performance Work Statement (PWS), if applicable, instructions for submitting quotes, and the Government’s evaluation procedures. In response to the RFQ, the Contractors may provide a firm-fixed-price to complete the requirements and any information required by the RFQ/RFP’s instructions. This firm-fixed-price shall include all labor. Travel and materials shall be priced separately under each order. Prices shall be broken down as follows:

Individual part by part number and description, unit price, total price when factoring in part quantity, delivery lead time, shipping origin location, and shipping weight

Shipping costs for all parts ordered including shipping quotes justifying the price quoted

Labor broken down by labor category, rate, number of labor hours, and key person by associated laborer

Travel costs broken down by number of travelers, airline origin and destination, airline prices, per diem meal and hotel prices, rental car prices, and any other related travel prices

The Contractors shall respond to each RFQ/RFP within the time established by the Government for response (will vary on an Order by Order bases but is typically five (5) to 10 business days after receipt of the RFQ/RFP). MSC Contracting personnel will notify the Contractors of the successful Quoter. The successful Quoter/Offerors will be directed to commence work via an order sent from the Contracting Officer or Contract Specialist. For quotes, the Contractor shall provide notice of acceptance of the TO by either commencing work or signing the SF 1449 and returning it to the Contracting Officer or Contract Specialist. For proposals, Government’s acceptance of the offer creates a binding order.

Electronic mail are acceptable forms of transmission for all orders, modifications, and correspondence issued under this Contract. Orders may be issued orally by the Contracting Officer; however, orally issued orders will be followed up with a written order within seven

(7) business days.
