MILITARY SEALIFT COMMAND NORFOLK

SP64 471 EAST C STREET

NORFOLK, VA 23511-2419

J&A No. N102-18-Q-0165

JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC), Norfolk, VA.

2. Nature of Action: The requested procurement shall provide, install, and program security access and monitoring equipment to support an upgrade of the existing system installed within MSC Norfolk facilities. These upgrades to the existing system are required to meet MSC’s current security needs for buildings SP47, SP48, SP64, SP15, SP16, SP30, SP257, SP312, R48, R52, and W143. In addition, the existing security network operating system currently deployed by Military Sealift Command Norfolk is a Johnson Controls (Formerly ADT/TYCO) system and is, therefore, proprietary.

Modifications, repairs, and upgrades, etc. to this system must be contracted through Johnson Controls and thus, a Sole Source Justification is included in this request. Also, this procurement shall include all miscellaneous incidental materials such as EMT/Flex, Box Fittings and Tampers, etc. required to complete the installation.

3. Description of Supplies/Services: The upgrade shall:

Provide, install and program a new security system thus converting the existing Casi hardware and Picture Perfect (PP) 4.6 Migration to Lenel hardware and OnGuard Software Platform.

Upgrade the existing PP Micros located within each building to Lenel series M bridge boards that work within the Casi Micro enclosure therefore providing minimum down time with the access control system. All readers and down-stream modules will remain and integrate with the new OnGuard Software. There is a one-to-one swap for each Casi board.

Provide, install and program a new Lenel server in the server rack.

Provide, install and program three new client workstations with one having badging software installed. Monitors will remain for the new clients along with mouse and keyboards.

o Badging station shall include installation and programming (replacing existing) of:

One (1) computer with Identity Solution Software.

One (1) ID badge photo camera.

One (1) enrollment reader.

One (1) ID badge printer.

The new system shall communicate over the existing network to the exiting micros installed at each building. Buildings must be currently online and connected via fiber transmission prior to installation.

Program the system architecture and utilize internal tools thus allowing:

o Professional services group to import existing Picture Perfect cardholders and micro/reader devices into the new Lenel OnGuard Platform database.

o The Picture Perfect Cardholder Sync Tool shall:

Enable Picture Perfect to continuously update cardholder information in the new Lenel OnGuard Platform thereby allowing both systems to run synchronized and in parallel while transitioning hardware and data. Once the final micro is cut over, the Lenel OnGuard database will contain all current cardholder data and the use of the Picture Perfect Cardholder Sync tool can be discontinued. At that point, Picture Perfect can be used for offline reporting of archived data.

Once cut over is complete, MSC will be responsible for entering/re-entering all card holder credentials that need to be updated or adjusted into the new system.

Security system vendor (TYCO Integrated Security, Inc. will not be responsible for cleaning the current database.

Provide, install, and program access control multi-function readers in Building W143 Phase 3 area as follows:

o One on each entrance door (Two Total) o One on Communications Room Door o Panel shall be connected and interface with SP64 security system server Provide, install, and program access control keypads in Building W143 Phase 3 area:

o One inside main hallway/reception area.

o One inside communications room.

Provide, install, and program motion detectors in Building W143 Phase 3 area:

o Four as required in hallway.

o One as required in the communication room. Communication room shall be programmed separately.

Provide, install, and program one Aiphone Video Door Station with:

o One camera positioned at each entry door (Two Total) in Building W143 Phase 3 area.

o Master station shall be located at reception desk in Building W143 Phase 3 area.

o Remove existing access control multi-function reader in Building SP64 second floor B wing from exterior fire escape door and relocate to interior stair way door as required.

All Lenel Software and Licensing will be included with procurement.

4. Statutory Authority: 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-2, Only one responsible source can satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority: In accordance with FAR 6.302-1(a)(2), full and open competition need not be provided when the supplies or services required by the agency are available from only one responsible source that can satisfy agency requirements. This requirement supports the use of the authority cited in 10 U.S.C. 2304(c)(1) because the current system installed in all MSC buildings included in this procurement is a Johnson Controls system. Any upgrade of the software/hardware for the current security systems shall be made by Johnson Controls in order to maintain system integrity.

6. Description of Efforts made to Solicit Offers from as Many Potential Sources as Practical: Johnson Controls is the only source that is able to provide services to the systems presently installed in MSC buildings. As such, quotes will not be solicited from other sources, as it is not practical. If the need arises for MSC to procure a new security system for all buildings, market surveys will be conducted and offers will be solicited from all potential sources.

7. Contracting Officer’s Determination of Fair and Reasonable Price: This procurement represents the Government's minimum requirement. Although MSC is not utilizing GSA for this procurement, MSC intends to compare the pricing for this procurement against Johnson Controls’ GSA Schedule pricing. GSA makes the determination that the prices negotiated on GSA schedules are fair and reasonable.

8. Description of Market Research Conducted: Market research was performed to ensure that Johnson Controls GSA contract was still active for the use of fair and reasonable determination of this standalone purchase order. MSC also ensured that it is still in the best interest of the Government to have Johnson Controls update their systems rather than procuring new security systems for this requirement.

A new system would cost the Government substantially more than upgrading the existing system. If MSC were to purchase a completely new badge access security system, it would cost $1.2M and the period of performance would be 6-8 months for installation. At this time, having Johnson Controls upgrade the existing system provides the best value to the Government considering the factors discussed in this document.

9. Other Facts Supporting Use of Other Than Full and Open Competition: Use of other than full and open competition is supported because proprietary data does not allow for another contractor to render services to these systems. Also, the Government would incur a substantial duplication of costs to re-procure a new security system instead of using the current security system company (Johnson Controls) to upgrade the existing system. Additionally, any supplementary hardware procured for the existing system upgrade must be compatible with the current Johnson Controls hub center software located in SP64. Hardware cannot be purchased from another company to be used with Johnson Controls software because that would void the 1 year warranty provided by

Johnson Controls with the installation.

10. List of Sources That Expressed Interest in Writing: None.

11. Actions to Remove Barriers to Future Competition: If the need for a new security system arises, MSC will utilize market research to determine other vendors who may be able to fulfill MSC’s requirement and anticipates utilizing full and open competition for that requirement.

12. Delivery Requirement: Period of Performance is 26 March 2018 – 31 May 2018.

14. Acquisition Plan Supporting this Acquisition: An acquisition plan is not required for this acquisition as the dollar value is below the threshold. An acquisition strategy will be drafted and approved prior to solicitation release.
