USNS MATTHEW PERRY (T-AKE 9) ROH/DD

REQUEST FOR SPECIFICATION CLARIFICATION #08

NAME OF CONTRACTOR: OFFEROR

SPECIFICATION ITEM NO.: 918

PARAGRAPH / SECTION NO: Paragraphs 5.5, 7.13 through 7.13.2, 7.19, and 7.19.1

TITLE: FREEBOARD CLEANING AND PAINTING (SPOT BLAST)

A.) Paragraph 5.5 states, “Grit blasting is specified due to the lack of adequate existing surface profile. No alternative surface preparation will be accepted. Bids should reflect all containment, staging and cover up necessary for grit blasting and airless spray application of the coating.”

BAE Systems issue:

Due to the location for the surface preparation and preservation, and the local environment conditions during the POP (often times of high winds) installing a containment to endure the high winds is not feasible and if attempted will create non-stop rework in containment repairs.

B.) Paragraph 7.13 states, “Accomplish blasting in accordance with Surface Preparation Standard, SSPC-SP12/NACE 5 to the area identified in paragraph 7.4.”

BAE Systems issue:

In review paragraph 7.4 we find this paragraph includes information regarding a “CHECKPOINT” and does not indicate an area as cited in paragraph 7.13. Additionally noted is in review of SSPC SP-12/NACE5 standards, we find that this paragraph contrary to the SOW cited in paragraph 5.5 for “Grit Blasting”, as SSPC SP-12/NACE 5 is for Waterjet surface preparation.

C.) Paragraph 7.13.1 states, “Contactor is to assume 30% of the total surface area identified in paragraph 3.1.1 will be blasted to SSPC-SP12/NACE 5.”

BAE Systems issue:

In review of paragraph 3.1.1 we find no quantity to for which a calculation of the 30% spot preparation be made to; additionally noted is in review of SSPC SP-12/NACE5 standards, we find that this paragraph contrary to the SOW cited in paragraph 5.5 for “Grit Blasting”, as SSPC SP-12/NACE 5 is for Waterjet surface preparation.

D.) Paragraph 7.13.2 states, “Areas identified as needing to be brought to bare metal but not able to be blasted to SSPC-SP12/NACE 5 are to be mechanically cleaned.”

BAE Systems issue:

In support of the issue cited in “A.)” above, power tool surface preparation to SSPS SP-11 is recommended as this standard covers the requirements for power tool cleaning to produce a bare metal surface and to retain or produce a surface profile. This standard is suitable where a rough clean, bare metal surface is required, but where abrasive blasting is not feasible or permissible.

E.) Paragraph 7.19 states,” For 100% of the total surface area identified in paragraph 3.1.1, apply one (1) full coat of Amershield (Haze Gray), 3-4 mils DFT.”

F.) Paragraph 7.19.1 states, “All coatings shall be applied by airless spray” BAE Systems issue:

In support of the issue cited in paragraph 5.5 and above in the BAE Systems Issue for “A.)” regarding containment, we have experienced success with “Roll-on” application of all freeboard paint systems (primers, base coats and top coats) and have recently used this method on the Cesar Chavez and other MSC hulls, thus eliminating the potential hazards for overspray contamination of the vessel and the local environment.

QUESTION:

A.) Recommend that the statement regarding Grit Blasting be relaxed to ensure that, especially in areas like San Francisco with known high winds, the requirement for surface preparation shall provide acceptable surface profiles for application of the GFM coating system provided for use.

B.) Please clarify the “area identified in paragraph 7.4” where the surface preparation is to be performed at.

Also as SSPC SP12/NACE 5 standard is a Water Jet surface preparation method, it is recommend that the paragraph be revised to remove the SSPC SP12/NACE 5 standard, and consider a combined approach using SSPC SP-10 standards for Grit Blasting, and SSPC SP-11 standards for Power Tool Cleaning areas requiring surface preparation.

C.) Please clarify the 30% of the total surface area identified in paragraph 3.1.1 so an estimate can be developed for surface preparation. As SSPC SP12/NACE 5 standard is a Water Jet surface preparation method, please revise the work item paragraph as written and consider and approve a combined surface preparation approach using SSPC SP-10 standards for Grit Blasting, and SSPC SP-11 standards for Power Tool Cleaning for the areas requiring surface preparation.

D.) As SSPC SP12/NACE 5 standard is a Water Jet surface preparation method, please revise the work item paragraph as written and consider and approve a combined surface preparation approach using SSPC SP-10 standards for Grit Blasting, and SSPC SP-11 standards for Power Tool Cleaning for the areas requiring surface preparation.

E&F.)

Please consider and revise paragraph 7.19.1 to allow the “roll on” method of the “top coat” in lieu of spray paint application.

ANSWER:

A. Para 5.5 is a typo. The surface preparation does not include Grit Blasting.

B. No Grit Blasting. All areas SSPC SP12 and SP 11 where required.

C. Again, all SSPC SP12 and 30% of the total 74,883 SQFT (22,465 SQFT) will be to bare metal.

D. Combined method of this item is SP 12 and SP 11.

E. Requirement stands. No Change will be made.
