N32205-17-R-3515 SSV East Coast

Question’s and Answer’s # 1-15

1. Question – The current laydays are 01 Sept 2017. Will the Government consider extending the laydays so that offeors have time to modify their vessels prior to 01 Sept 2017.

Answer – The Government is amending the solicitation to make the laydays from 01 Sept 2017 to 01 Dec 2017. Offerors shall propose laydays that cover a two week period to provide a range of delivery dates. Please see Amendment 0001 of the RFP boxes 5 and 18.

2. Question – Section H-41.2 requires that there be sufficient space and safety equipment for 12-armed Force Protection personnel. Please advise if this is in addition to the 25 government personnel referred to in section C-4.6 resulting in the capability of carrying a total of 37 personnel other than crew.

Answer - No, this is not in addition to the 25 personnel in section C-4.6

3. Question – Will electronic submission of proposals be allowed?

Answer - No, according section L-4 of the solicitation offers must be placed on 2 CDs or DVDs and either sent via FedEx or hand delivered.

4. Question- Will dock services be available such as: Shore Power, Potable Water, Sewage, internet, cable TV, etc.

Answer – In the event dock services are not available contractor agents will arrange services to be billed as reimbursable items under the contract.

5. Question- C-2.14. Is there a minimum spacing between the 2 retractable tubes?

Answer – No minimum spacing requirements. Location of the poles cannot cause operational interference.

6. Question- C-2.17 and C-2.18. Is there an expectation for a Communications Space and if so, what is the minimum square footage needed?

Answer – No requirement for a dedicated communications room.

7. Question- C-2.26. Rigging Equipment. Is this equipment reimbursable? If not, please provide a list of expected equipment needed?

Answer – GFE comes with rigging equipment. Vessel is to provide its own for ship specific evolutions (e.g. brow movements, loading/unloading supplies, raising/lowering transducer polls, etc.)

8. Question- C-3.3. Is OCONUS travel reimbursable?

Answer – Crew travel is not reimbursable.

9. Question- H-19.1. Is there an expectation to provide Internet Service at sea and/or at the dock?

Answer – Yes there is.

10. Question- If yes to question 4, what is the minimum anticipated bandwidth and data transfer usage?

Answer - Bandwidth is not specified but should be capable of handling the anticipated sponsor and mission personnel email volume.

11. Question- If yes to question 4, who will be required and/or expecting to use the internet connection?

Answer – The internet would be available for use by all crew and sponsor/mission personnel.

12. Question- C-4.4. this paragraph reference the disposal of Small boat bilge waste. Will this be pumped from a GFE tank or is the contractor required to provide one? If CFE, please provide expected quantity to manage.

Answer – The contractor would be expected to consolidate slops and dispose of HAZMAT in accordance with the contract. The volume is expected to be minimal; 5 gallons total per 90 day period. Absorbent pads may also be used and require disposal.

13. Question- C-4.8. This paragraph requires the feeding of 25 personnel while not in port (unless specifically requested). If the OPTEMPO exceeds 40% or the quantity of meals exceeds 146 days, will the contractor be reimbursed for additional meals?

Answer – Yes, if the vessel is at sea greater than 40% of the time or if the number of crew exceeds 25 sponsor personnel while at sea.

14. Question- Section I: 52.222-42. The provided MSC web link does not go to the relevant page.

Can you provide an updated link?

15. Question- Where do we place a completed Section B? Section L does not provide instructions referencing Section B, however instructions are listed in the Preamble on Page 2.

Answer - The solicitation has been amended to provide instructions on Section B in L-4.
