MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS #1

19 July 2017

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1) What are the minimum submission requirements for offers (i.e. boxes, q88, etc.)?

ANSWER: Pages 9-14 of the RFP apply.

2) After initial offer, will negotiations or items stage take place?

ANSWER: It is intended to award off initial offers, but the Government reserves the right to hold communications after initial offers.

3) Will weapons be onboard by personnel?

ANSWER: See A0001, which addresses this question.

4) Will MSC TANKVOY or TANKTIME apply?

ANSWER: No, the RFP and any resulting contract stand alone.

5) Part 15.1 of the PWS states that the vessel shall be U.S. flag upon delivery. Please confirm this requirement.

ANSWER: See A0001, which deletes this requirement. Cargo preference still applies.

6) With respect to messing and berthing, is the requirement to provide five rooms or will one room able to accommodate five persons sufficient?

ANSWER: See A0001, which addresses this issue.

7) What does IVO stand for?

ANSWER: In the vicinity of.

8) Can freeboard requirements be met by using ballast water?

ANSWER: There is no requirement as to the methodology for maintaining the requisite freeboard as long as customary commercial practices are observed.
