QUESTION 17:
Propeller shaft Installation Preparations
Please clarify the following:
1. Do the new GFM Propeller Shafts have GFR already installed?
1. It is our interpretation that the intent of item 915, paragraph 7.5.3 is to align each pair (port and starboard) of propeller and intermediate shafts as follows:
· Verify that the radial difference between flange diameters of the two shafts does not exceed .002”.
GOVERNMENT RESPONSE:
Concur.
· Verify axial alignment between the flanges by ensuring that a .0015” feeler gage cannot be inserted between the flange faces.
GOVERNMENT RESPONSE:
Concur.
· Verify best-fit angular alignment between boltholes on the intermediate and propeller shaft mating flanges, with the #1 bolthole in the intermediate shaft aligned to the propeller shaft #1 keyway.
GOVERNMENT RESPONSE:
Initially identify the legacy propeller shaft position to intermediate shaft when the shaft line is placed in the docking position prior to removal. The new propeller shaft can be placed in an identical position (with respect to the old propeller shaft position) See answer to next question for further definition.
· It is permissible to utilize the original coupling bolts as temporary fasteners during coupling boring and fitting operations by turning down the bodies to have a slight clearance between to the holes in both mating flanges.
GOVERNMENT RESPONSE :
The government is providing new fasteners however would like to reuse any legacy fasteners wherever possible. It is recommended that the bolt holes are measured on the intermediate and new propeller shafts, and the old fasteners are measured to determine how many can be reused. The shafts can be coupled and the ship can establish a new docking position mark on the interior of the ship.
· For the sake of good order we believe the estimated level of effort of eighty (80) hours allotted in paragraph 7.5.5 is not a sufficient amount of machining time for fitting the tapered bolts.
GOVERNMENT RESPONSE.
The contractor can track machine hours and submit a condition report if the 80 hours is depleted.
See answers above.

CARGO TANK LEVEL INDICATION SYSTEM SENSOR INSTALLATION
Drawing 506-NAG-SK-0053 file only contains sheet 21 of 21. Contractor requests that the Government provide the entire drawing.
The government provided sheet 21 of 21 because it is the only relevant sheet to Work Item 107.

QUESTION 19:
VDR Installation
The government indicates that it is providing a JRC JYC-1900 VDR. This is a full VDR that requires connections to radars, ECDIS, fire alarm, rudder order & actual, propulstion, WT doors etc. Fitting the JYC-1900 (VDR) rather than the JYC-1950 (SVDR) in place of the existing Transas S-VDR will require all the additional connections and interfaces in order for JRC to issue the APT COC.
S-VDR’s are allowed on non-passenger ships constructed prior to July 1, 2002 as an alternative to a full VDR.
Please indicate the government’s intent as to installation of the full VDR rather than an S-VDR.
As of July 1, 2014, ABS is only accepting VDRs and not S-VDRs.
The installation is for a full VDR. Any known additional connections should be included in the contractors pricing.

QUESTION 23:
Main Propulsion Shafting
Paragraph 7.15 directs contractor to transport all shafts to the shop and remove all paint and install the shafts in a lathe. The propeller shafts are being renewed. However, there is no direction as to disposition of the old propeller shafts.
Contractor recommends that the government have contractor refurbish the shafts and ship to government storage so the government will have suitable spare propellers on hand when needed.
In response to previoius question clarifying the disposition of the two (2) Propeller shafts removed from ship, the government revised WI915 to include preservation and packaging of the old propeller shafts for shipment to MSC. MSC currently doesn’t have the required liners to refurbish the propeller shafts. In addition, it is not certain that the refurbishment could be completed in the original POP.
