QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential Offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Please clarify that CLIN 0002 Reimbursable Expenses includes only fuel and port charges and please clarify if CLIN 0002 is a non-priced CLIN or should Offerors submit a firm price, estimating fuel and port charges? If CLIN 0002 is a firm price, how do Offerors adhere to the requirement to obtain three quotes for reimbursement?

ANSWER: Fuel and port charges are estimated costs that the Government will fund on the contract at award under CLIN 0002. The Government will reimburse the contractor for actual fuel and port charges.

The requirement for soliciting 3 quotes would only apply if the chartered vessel obtained fuel or port charges while already under hire with the Government.

If the Contractor delivers the vessel fully fueled and there is no need to refuel during the charter then the Government will reimburse the contractor that difference in the amount of fuel remaining on board compared with what was on board at delivery. The value of this fuel is determined on the value of fuel at the time and place the vessel was delivered and accepted minus the value of the fuel at the time and place the vessel was redelivered to the contractor.

If the Contractor is required to refuel during the charter, then the Government will reimburse the fuel based on the amount of fuel at the time of delivery minus the amount of fuel at delivery. The value of the fuel is based redelivery spot price.

2. Please clarify if Offerors should enter a price in block 18A. – Full Operational Status Rates and which individual or combined CLINs reflect this rate?

ANSWER: Full Operating Status should represent your daily hire rate. The Other Costs in Block 22 shall include mobilization and/or demobilization costs, if any.
