QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. What security clearance is required to attend the pre-sail conference, during the operation, and during the post-sail conference?

ANSWER: None – the pre-sail and post sail conferences, as well as the operation, are unclassified.

2. Will the Government sponsor a pre-existing clearance for purpose of the event?

ANSWER: Not applicable – as stated above, the operation is unclassified.

3. How many meals will be required to be provided to the Navy personnel per day?

ANSWER: Three

4. On page 11, the term “unfaired WQC hydrophone” is used. Is the vessel expected to have a Contractor Furnished hydrophone, or will the government provide a hydrophone? Will the government temporarily install a hydrophone?

ANSWER: As described in section 7 of the RFP, the Government will provide this equipment, which is portable and will be installed by the Government.

5. Please provide the quantity, frequency range, output power, modulation type, antenna requirement, and quantity of each radio required to be on the vessel.

ANSWER: Offerors are referred to the table of Minimum Vessel Characteristics, (Section 6. of the PWS) for the requirement for Radio Communications. Offerors can satisfy this requirement by providing radio communication equipment that has the “ability to transmit and receive on two UHF, as well as on HF circuits simultaneously, including 243.0 MHz, or equivalent system capabilities (Very High Frequency [VHF] and INMARSAT-C).” Radio communications also are required to have the capability to communicate on the submarine HF/UHF or equivalent system capabilities (VHF/INMARSAT-C) circuits.

6. What is meant by the term “dedicated power supply?

ANSWER: a 110v 60hz power receptacle that can be dedicated to Government use.
