16. Description: MSC has a requirement for Phase II of the T-AO Alarm Monitoring System life extension.
Phase II of this extension is comprised of the design, factory test, and first article install testing of replacement obsolete Analog Multiplexer Cards (949-3111) used in the TANO Data Acquisition and
Control (TDAC).

17. A search of previous and existing requirements and discussions with knowledgeable individuals at MSC revealed that L-3 Communications Corporation is the designer and producer of the subject system, and thus holds the proprietary rights for their systems and code needed to run under the operating system; no other sources are able to fulfill this requirement. This is the final phase of an ongoing requirement. Phase II of the upgrade to extend the life of the Alarm and Monitoring System aboard the T-AO class of ships is comprised of replacing obsolete Versa Module Eurocard (VME) computers with an industrial computer based solution. Phase II is a follow-on to phase I. This phase must be completed by L-3
Communications Corporation in order to keep the life extension on track and main continuity of service.
