PERFORMANCE WORK STATEMENT FOR STORAGE SYSTEM
NAVSUP FLCPS
BLDG 1245, 1ST FLOOR, CODES 430/LSC
U.S. NAVAL BASE KITSAP, BREMERTON, WA
1. GENERAL
1.1. NAVSUP Fleet Logistics Center Puget Sound (FLCPS) requests the purchase, installation and disposal of storage system to replace existing storage system in Codes 430/LSC located in Building 1245, 1st floor on U.S. Naval Base Kitsap, Bremerton, WA.
2. OBJECTIVE
2.1. Contractor to provide consultation and coordination with the FLCPS POC to design a total of 40 bays to measure 44”D X 108”W X 240”H with 4 beam levels per bay with a maximum capacity per beam level of 5,000lbs with 2 wire decks per beam level, with minimum upright capacity 29,000lbs and will consist of all new materials. Layouts to match general layout and theme of the current design. Additionally, design a total of 5 bays to measure 44”D X 108”W X 144”H with 2 beam levels per bay with a maximum capacity per beam level of 5,000lbs with 2 wire decks per beam level, with a minimum upright capacity 29,000lbs and will consist of all new materials.
Lastly, install 6 total full width upright protection at the end the rows. 6”H structural angle with 12”H wrap around front column protection. Install 24”H apex column guards on front column of all uprights.
2.2. Installation of new storage system.
2.2.1. Transport new material to designated staging areas.
2.2.2. Contractor shall provide design, delivery and installation of 40 bays of storage systems. Because
Government operations are adversely affected by this installation, minimizing the installation duration and reducing impact to the operations of the team is important. The removal and disposition of existing storage systems is required
2.3. Storage System Minimum Requirement:
2.3.1. The general look and feel of each of the 40 bays shall be similar to that of the current layout, with a footprint measurement of 81’ x 85’.
2.3.2. Given the limitations presented by the facilities layout, this exact measurement may vary within the design presented with 40 bays being no less than 44”D X 108”W X 240”H with 4 beam levels per bay with a maximum capacity per beam level of 5,000lbs
2.3.3. 2 wire decks per beam level and with a minimum upright capacity 29,000lbs and 05 bays being no less than 44”D X 108”W X 144”H with 2 beam levels per bay with a maximum capacity per beam level of 5,000lbs
2.3.4. 2 wire decks per beam level, with a minimum upright capacity 29,000lbs.
2.3.5. Install 6 total full width upright protection at the end the rows. 6”H structural angle with 12”H wrap around front column protection. Install 24”H apex column guards on front column of all uprights.
2.4. Dimension: Contractor may propose layouts as long as the number of storage system bays remains as indicated herein.
2.4.1. Contractor to verify all dimensions prior to installation and ensure that existing power, phone and network connection points are accessible during and after installation.
2.4.2. Corridors, passages and clearance for personnel ingress and egress shall comply with current NFPA 101 life safety standards.
2.5. 40 storage systems shall be at a minimum 44”D X 108”W X 240”H with 4 beam levels per bay with a maximum capacity per beam level of 5,000lbs with 2 wire decks per beam level with a minimum upright capacity 29,000lbs and 5 storage systems 44”D X 108”W X 144”H with 2 beam levels per bay with a maximum capacity per beam level of 5,000lbs with 2 wire decks per beam level and with a minimum upright capacity 29,000lbs.
3. Specifications
3.1. The Contractor shall provide new storage system to accommodate the number of bays and general layout as shown on the attached drawings and/or exhibits.
3.2. The Contractor will also be responsible for transportation, unpacking and installation of the new storage system at designated locations within Building 1245; for disassembly, removal and palletizing of all existing storage system at a location in the immediate vicinity of Building 1245.
3.3. Staging and Storage: Location(s) adjacent or within the facility will be identified by the Government representative for staging, storage, and uncrating storage system as it is delivered and prepared for installation.
3.4. Coordinate all storage system installation work with the Government representative in order to provide space appropriate for receiving, storing, and securing of storage system product, including locating temporary containers for disposing of packing materials and debris.
3.5. Installation Hours: To minimize impact to Government operations, consideration will be given to extended working hours and performance of this work beyond normal working hours. Contractor will provide proposed installation schedule to designated Government representative for approval.
3.6. Verification of Shipments: Parts are to be checked at factory prior to shipping to insure order is complete and that installation will not be delayed as a result of missing parts or an incomplete delivery.
3.7. Repairs: Correct at offeror's expense or pay the Government to repair any building damage caused by installation team, including damage to walls, ceiling and floors. Restore building to condition it was in at the start of storage system installation.
3.8. Contractor's Use of Installation Area: Prevent installation personnel from entering any area other than the designated project area. Maintain a means of egress from all designated work areas to comply with fire codes in all areas of installation, including staging and assembly areas, corridor, and stairs. Maintain clearances and passage requirements in all corridors. Assure that installation personnel do not eat, drink, or smoke on floors where storage system installation work is underway.
3.9. Building Utilities: Do not interrupt building utility services without the prior written approval from the Government representative. Arrange for outages for power connections with Government Representative providing three (3) days’ notice prior to the date of connection.
3.10. Storage system Installation Tasks: Install all new components and accessories necessary to complete all storage systems in accordance with the approved final installation plans and the manufacturer's specifications. Installation services include, but are not limited to, the following:
3.10.1. Coordination of project phasing and scheduling with client representatives.
3.10.2. In instances of delays during any phase of the installation, not the fault of the Government, actual damages costs will be determined and recouped.
3.10.3. The most current installation schedule signed by the successful offeror and the client will provide the basis for determining delays.
3.10.4. Assume responsibility for storage costs incurred for any items not delivered in accordance with the signed schedule.
3.10.5. Receive, unload and transport all product pieces to the staging and installation areas. Unpack all pieces and inspect the product for damage.
3.10.6. Plan and organize component staging to expedite each phase of the installation.
3.10.7. Verify conformance with design documents. Provide immediate notice to the Government representative for any layouts that vary from approved installation documents.
3.10.8. Install storage system in accordance to the manufacturers’ specifications, in a rigid manner, straight and plumb, utilizing a laser level to ensure that the tops of all components across each floor are even.
3.10.9. Adjust all components to ensure that all products are leveled, aligned, and cleaned to ensure secure function and operation according to Manufacturer's recommendations.
3.10.10. Touch-up all nicks and scratches on the storage system that occurs during installation.
3.10.11. Install components and accessories that are part of the systems storage system according to the
Manufacturer recommendations.
3.10.12. Obtain client's approval for all required cuts in the work surface, and their locations, are subject to the prior approval of the client's representative.
3.11. Necessary Components: The contractor shall provide all components, hardware, and parts necessary for proper assembly, installation, operation and disposal of the current storage system, even though certain items may not be specifically described in the specifications. This includes all fittings, couplers, brackets, adapters, and panel connectors, etc.
3.12. New and Unused: All materials shall be new, unused, produced from current production components, and shall be delivered ready for use. Installed components should be from the manufacturer's current parts catalogue.
3.13. Standard Components: Unless superseded by parts description specifications, the proposed storage system and related items shall include all components and accessories listed by the manufacturer as standard.
4.0 Upon Completion of Installation: When installation of storage system is substantially complete, perform the following tasks:
4.1 Protect all warranties by immediately correcting all omissions, mistakes, or damage.
4.2 Review installation with the Government representative.
4.3 Prepare a punch list of any problems that must be corrected.
4.4 Ensure that the installation conforms to the requirements of the Uniform Accessibilities Standards
(UFAS).
4.5 Unless directed otherwise by the Government representative, remove from the project site any defective product or material that has been delivered to the site in error.
4.6 Correct all minor deficiencies and make all minor adjustments as required for life safety within seventy- two (72) hours after completing the installation in each area. Replace all damaged or missing products by means that will eliminate or minimize installation delay. Assume replacement costs, including communications, shipping, and installation.
4.7 Correct all other punch list items, to the satisfaction of the client within ten (10) working days after completing the storage system installation.
4.8 Provide a professional installation that is square, plum, and properly aligned with the storage system, resulting in a securely interconnected and securely attached cluster of components
5.0 Trash: The Contractor shall provide temporary trash containers at project site for debris, packing materials and removal of existing storage system.
5.1 The Contractor shall remove from the work site, existing storage system, all equipment, tools, unsecured materials, and contractor generated trash, at the end of each work day.
5.2 All areas shall be left in a neat and clean condition, including removal of any debris generated in the performance of daily work. Debris and packaging material shall be disposed of into the Government designated dumpster(s).
5.3 The Contractor shall at all times ensure the work site is maintained in a safe condition for laborers, staff, and visitors.
6.0 Key Personnel: If one or more of the key personnel is unavailable for work under this task order, the contractor shall immediately notify the Contracting Officer or designated Government Representative and replace such personnel with personnel of equal qualifications. All personnel assigned to this project will be required to adhere to the security requirement as stated in the PWS.
7.0 Performance of Work on Government Premises: Current rules and regulations applicable to the premises, where the work will be performed, shall apply to the contractor and its employees. These regulations include, but are not limited to, presenting valid identification for entrance to the base, smoking restriction and safety procedures as outlined in the site regulations.
8.0 INSTALLATION
8.1 Provide on-site management, coordination, and technical assistance by a project manager working with the Government representative throughout the installation phase. Also provide continuous on-site management (supervision) at any time storage systems are being installed and delivered.
8.2 At least one (1) week prior to beginning of delivery and installation, the contractor's representative, supervisor, and representatives of the installation crew must provide the following information to
FLCPS POC:
8.2.1 Company Name, Address, Telephone Number.
8.2.2 Supervisor's name.
8.2.3 Name of each individual installer.
8.2.4 Listings of vehicle requests for base access and vehicle registrations and comprehensive car insurances.
8.2.5 Professional U.S. Driver’s License.
8.3 The Contractor will be responsible for confining the crew and work to the designated project areas.
The contractor will also be responsible for ensuring that the installation personnel are identifiable and provide continuous on-site management (supervision) any time the storage system is being installed and delivered.
9.0 DELIVERALBES: Contractor shall provide two copies of each of the following:
Report Electronic / Hard Copy
Planned Installation Drawings. 1 Installation Instructions. 1
Material list for final installed systems with part numbers.
Copies of final as installed drawings. 1
Product Warranties. 1
10. OTHER REQUIREMENTS
10.1 Energy Conservation: Contractor shall instruct its employees and subcontractors in utilities conservation practices and shall operate in ways that prevent the waste of utilities. Contractor is subject to Navy and Activity guidelines and shall cooperate with Activity energy conservation initiatives. Contractor shall implement conservation programs to ensure that the utilities used by Contractor personnel are the minimum necessary to carry out the requirements of this contract.
10.2 Safety and Occupational HEALTH (SOH) PROGRAM REQUIREMENTS: The Contractor shall ensure a safe and healthful workplace is provided for its employees and ensures that SOH regulations are being followed particular to their work areas and work processes. The Contractor shall ensure that its employees wear required and appropriate personal protective equipment (PPE) and clothing, are familiar with all relevant emergency procedures, have access to a telephone and telephone numbers, including emergency telephone numbers in the facility where work is performed.
10.3 SOH Compliance: The Contractor must comply with all applicable SOH requirements, including any local instructions. Particular attention should be paid to the Navy Occupational Safety and Health (OSH) Program Manuals, OPNAVINST 5100.23 (series), U.S. Army Corps of Engineers Safety and Health Manual EM-385-1-1, NAVFAC P-307, P-300, NAVSEA OP SWO 23, and other related instructions, regulations that pertain to worker safety.
10.4 SOH INSPECTIONS: Contractor workspaces/work processes may be inspected periodically by SOH representatives for potential SOH non-compliance. The Contractor shall immediately notify the designated Government Representative and Contracting Officer of SOH inspections. The Contractor shall provide assistance to the Navy SOH Representative escorting the inspectors, as required. If the Contractor receives a notice of non-compliance the Contractor is responsible for abatement action and any monetary penalty that may be assessed.
10.5 REPORTING OF UNSAFE OR UNHEALTHFUL WORK CONDITIONS. The Contractor shall comply with OSHA, Navy, and other regulatory agency requirements for record-keeping and reporting of all incidents. The Contractor shall report any injury, occupational illness, or property damage to the designated Government Representative and Contracting Officer within the time frames IAW with the local SOH instruction. The Contractor shall record and report promptly to the designated Government Representative and Contracting Officer observations of unsafe or unhealthful working conditions and abatement actions to the Navy activity Safety
10.6 Representative. The Contractor shall record and report promptly to the designated Government Representative and Contracting Officer all available facts relating to each instance of damage to Navy property or injury to Contractor, subcontractor, of Navy personnel. Copies of all accident reports shall be provided to the designated Government Representative and Contracting Officer IAW local instructions.
10.7 EMERGENCY MEDICAL RESPONSE. Emergency medical response is available at the base covered by this PWS, to Contractor employees who suffer on the job injury. Prior to work performance at each location, the Contractor shall verify the correct emergency response number and procedures at each location. The employee may be billed, if non-governmental ambulance services are required to haul injured employee, such as: when Advance Life Support (ALS) is required.
11. QUALITY PROGRAM
11.1 CONTRACTOR Quality Program: Contractor shall establish and maintain a Quality Program for review by the Government for compliance with PWS specifications. The contractor shall submit with its proposal a comprehensive Quality Plan that supports the outcome(s) stated in PWS.
11.2 Scope of the Quality Plan. Contractor shall implement a quality program aimed at achieving high and increasing levels of Supported Command satisfaction and to ensure quality services and products are delivered consistently. Requirements shall include developing, reviewing, documenting and maintaining policies and procedures where the absences of such procedures could result in product non-conformity or inconsistent quality. All policies and procedures shall be effectively communicated and understood throughout the Contractor’s organization. Periodic self-checks and internal reviews shall be performed to verify adherence to established policies and procedures. Quality records of all processes, policies, procedures, changes and reviews are continuously updated and maintained to allow easy access for review by the Production Officer.
All issues resulting from product or service non-conformance or Supported Command complaint shall be documented, analyzed and reviewed to ensure root cause is addressed and systematic problems are resolved effectively. All new, outstanding and resolved issues are reviewed by the Contractor’s management staff on a quarterly basis to ensure the goals of the quality control system are achieved. A file of all Quality Control audits and inspections, both performed and scheduled including results, dates, and details of corrective actions taken, shall be maintained by the Contractor through the term of this contract.
11.3 Government PERFORMANCE ASSESSMENT (PA). Installation over 30 days. Each phase and occurrence of the services rendered under this contract is subject to Government inspection, during the Contractor’s operations and after completion of the tasks. The Government's Performance Assessment Program is not a substitute for QC by the Contractor. The Government reserves the right to choose the inspection methods to be used in implementing its Performance Assessment Program and to vary the inspection methods utilized during the work, without notice to the Contractor. The Navy will evaluate the Contractor’s performance by using a variety of work surveillance methods and by reviewing the Contractor’s QC Records. It is the Government’s intention that the requirement for Government performance assessment be kept to a minimum through effective Contractor QC and reliance on accurate Contractor QC Records. Contractor shall establish and implement a program to interface with the Government's Quality Assurance Program in an effort to resolve or correct identified problems and take the necessary actions to ensure future performance conforms to contract requirements.
11.4 FACILITIES & UTILITIES. The Government will have restroom facilities available to Contractor Personnel during the delivery and installation process. In addition, 115V 50Hz electrical outlets will be available for tools that require electricity or are in need of charging.
12. CONTRACTOR PERSONNEL When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are Contractor employees and not DOD personnel when working in any situation where their contractor status is not obvious to third parties. Contractor employees shall clearly identify themselves as a Contractor (i.e. company shirt, pin, visible company identification, etc.) in a visible location as to who their employer is, to avoid creating an impression that they are government officials. All Contractor produced documents, and/or reports shall be suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
13. BASE ACCES Installation will occur on a U.S. military installation. Contractor personnel or any representative of the contractor entering Naval Base Kitsap, Bremerton shall abide by all security regulations imposed by Installation Commander at all times and shall be subject to security checks.
Contractor personnel and property may be subject to search and seizure upon entering the confines of the installation, while on, and upon leaving the confines of Naval Base Kitsap, Bremerton.
13.1 If the Contractor utilizes a rental vehicle, the authorized driver must provide the associated rental contract. Vehicles shall be owned, operated, and maintained in accordance with all federal and local laws. No Contractor personnel shall be allowed to operate a privately owned vehicle (POV) on Naval Base Kitsap, Bremerton property other than for ingress and egress.
14. HOURS OF OPERATION
14.1 The Contractor shall contact the Government representative at least ten business days prior to on-site installation to coordinate installation days and hours.
14.2 Normal government hours of operation are 0630 - 1700 hours, Monday through Friday and exclude Federal Holidays.
14.3 The Government will consider extended working hours and performance of this work beyond normal working hours and encourages efforts to minimize total duration of the installation and impact to operations.
14.4 If the contractor desires to change scheduled working hours, a written request indicating the changed hours and days of desired work shall be submitted to Government Representatives three
(3) working days in advance.
ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION(ERMA)(IAW 10 USC
235 & 2330A:
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the services under the contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) S, Utilities ONLY; (5) V, Freight and Shipping ONLY. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
NAVY COMMERCIAL ACCESS CONTROL SYSTEM (NCACS):
Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, background vetting, screening, issuance of credentials through a designated independent contractor NCACS service provider.
Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis.
