STATEMENT OF WORK (SOW)
Fleet Logistics Center Puget Sound, building 1245, RUBB Building
1.0 GENERAL. This is a non-personal supply procurement to provide all personnel, equipment, tools, materials, supervision, transportation, safety equipment, and other items and services necessary to remove the existing pallet rack and install new pallet rack and cabinets as defined in this Performance Work Statement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
2.0 Description of Supply/Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and any other items or non-personal services necessary to remove the existing pallet rack and install new pallet rack and cabinets as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
3.0 Background. Building 1245 is located on Wycoff Street on Naval Station Kitsap, Bremerton.
The current office size is not compatible with the current operational environment and needs to be expanded to meet mission needs and personal health/safety requirements.
4.0 Objectives. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and any other items or non-personal services necessary to remove the existing modular off and install a new modular office as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
5.0 Scope. Remove the existing pallet rack (dispose of or relocate as requested) and install new pallet rack and cabinets.
6.0 Pallet Rack:
6.1 UPRIGHT FRAMES The upright frames shall be of steel, all welded construction consisting of two columns, diagonal and horizontal braces, and floor bearing plates.
Each upright frame shall be capable of supporting fully loaded bays without permanent deformation. The upright frames of like racks shall be interchangeable.
Upright frames shall meet the following requirements, as a minimum. Capacity:
21,000 pounds for Pallet Racks Safety factor: 1.92 to 1
6.1.1 Racks shall be able to shelve two 48” pallets (total of 96 inches)
6.1.2 Racks shall have a space on each side.
6.1.3 The length of rack cross bars should be between 106 and 110 inches
6.2 COLUMNS: The columns shall be a continuous channel, box channel, rectangular, square or other formation approved by the Surveillance Officer. Each column shall have openings to readily accommodate beam connectors, end-to-end, at corresponding heights through the height range of the column openings.
6.3 The openings at the bottom shall allow for the tops of shelf beams to be installed at six inches above the ground and shall continue upward to the top of the column by 2 inch increments.
6.4 All openings of each column shall be identical to each other and identical to the openings of all other columns. The position of all correspond ding openings of the columns shall not vary more than 3/32 inch as measured from the bottom of the bearing plates. The arrangement of the openings and the fastening devices of the beams shall be such that the tops of the beams are flush, within 3/8 inch, with the top of the column.
6.5 The width of the column, facing the aisle, shall be a minimum 2 7/8 inches. The depth of the columns for the pallet racks shall be a minimum of 2 -7/8 inches with added reinforcing that provides additional resistance to impact damage to the front columns (aisle side) up to a minimum 36 inches from the floor.
6.6 BEARING PLATES: The bottom of each column shall have a load bearing plate securely attached. Each bearing plate shall be sufficiently sized to disperse the maximum load imposed by the column. Each bearing plate shall have a minimum of two punched holes to accept minimum 1/2-inch anchor bolts in accordance with
3.2.6. For the tire racks, a full-depth base channel shall be provided between each column frame. The full-depth base channel shall provide for the attachment of the bar stops.
6.7 DIAGONAL/HORIZONTAL BRACING: The columns shall be braced by horizontal and diagonal braces. Each end of all braces shall be securely welded to the columns.
The braces shall not protrude beyond the sides of the columns or obstruct the attachment of the shelf beams to the columns, at any height on the columns. The centerline of the bottom horizontal brace shall not be located more than 12 inches from the bottom of the upright frame, and the centerline of the top horizontal brace shall be located not farther than 12 inches from the top of the upright frame. Other diagonal and horizontal braces shall be uniformly spaced between the top and bottom horizontal braces.
6.8 SHELF BEAMS: Shelf beams shall be the box or step type. Any openings in the shelf beam construction shall face inward; they shall not face the aisle. The connector shall not be welded to the column. Shelf beam -to-column connection shall be of the locking type. Each pair of shelf beams shall provide a bay width as shown on AF Drawings specified herein. With a uniformly distributed load of 6,000 pounds per bay for the pallet and 1,100 pounds per bay for medium -duty racks, there shall be no permanent deformations, and elastic deflections shall not exceed 0.56 percent of the unsupported span, measured with respect to the two ends of the beam. Shelf beams shall be designed with a safety factor of 1.65 to 1. If cross-ties are used they shall be the drop-in type, the use of mechanical fasteners or welding is unacceptable. QTY: 68
6.9 CONNECTORS: Each end of the shelf beams shall have a multiple prong slip-fit or slip-joint type shelf beam-to-column connector. Separate shelf beams and connectors are unacceptable. The connectors shall be adjustable, allowing the shelf beams to be moved with no more than the use of a soft hammer. The connector shall be capable of transferring all loads and external forces of the shelf beam to the column without failure of the connection, or damage to the column or connector. The prongs shall be of sufficient number, size, and strength to withstand repeated loading and unloading of the rack, and to continually sustain the rated shelf beam load. The prongs shall engage with the openings of the columns in such a manner to prevent lateral rotation of the beam, with each prong contributing to the support of the beam. The prongs shall engage with the openings of the columns to ensure a snug metal-to-metal fit between the horizontal and vertical load carrying members. The prongs shall be of the same design as the opening.
6.10 SHELF BEAM-TO-COLUMN SAFETY LOCK: Each shelf beam-to-column connection shall have a safety lock which shall lock the shelf beam to the column.
The design and manner of construction of the device shall prevent accidental disengagement of the shelf beam -to-column connection during movement or shifting of the assembled rack unit due to impact to the upright frame or shelf beam from horizontal or vertical directions. The safety locking device shall be an integral, attached part of the shelf beam. The safety lock shall be employed without the use of tools, and no part thereof shall obstruct or restrict the loading or unloading of the racks.
6.11 LEVELING SHIMS: Leveling shims shall be provided with the rack units where necessary. The shims shall have holes corresponding to the holes in the bearing plate, and shall anchor or lock with the bearing plate when the rack is erected. Shims shall be equal in width and length to the bearing plate under which it is installed. Shims shall be of varying thickness so no more than five shims are installed at any point.
Slotted shims shall be unacceptable.
6.12 ANCHORING THE STRUCTURE The rack units shall be anchored to resist all design shears and uplift forces. The rack units shall be designed to be a rigid freestanding structure and shall not be connected to any existing building structure except the floor. Each bearing plate shall be securely anchored to the floor with minimum one 1/2 -inch diameter anchor bolt.
6.13 ASSEMBLY The assembled rack system shall be rigid, stable, and without deformation or skewing when each bay is loaded to the capacity of the design loads.
The rack system shall assemble so that the columns are perpendicular to the beams and parallel to each other. Shelf frames shall be straight and square. All horizontal members shall be level to within 1/8 inch per 10 feet measured over any distance in the rack system.
6.14 DECKING: Qty: 204 - 48” flanged cross bar pallet supports shall be provided for the pallet rack. 6 pieces of wire mesh decking shall be provided. The decking shall be heavy duty welded steel wire with integral support channels capable of supporting a uniformly distributed load of 5,000 pounds per bay for the pallet racks.
6.15 The decking shall be designed with a safety factor of 1.65 to 1. The decking shall not exhibit permanent deformation and elastic deformations shall not exceed 0.56 percent of the unsupported span. Decking shall be R -mark compliant. The decking shall be plated or galvanized to protect against corrosion. Decking shall be the appropriate type to interface with the type shelf beam being provided. The ends of the wire mesh decking shall bend over the shelf beam to provide a secure load supporting deck and keep the decking from accidentally disengaging from the shelf beams.

6.16 The removal of existing racks reflect the following dimensions: L: 1,115”= (9 ft and 11 in) W: 81”= (6 ft and 9 in). Height: 250”= (20 ft and 10 in)
7.0 MODULAR CABINETS:
7.1 TYPE 1 MODULAR CABINETS CHARACTERISTICS
7.2 Each Type 1 modular cabinet shall have an outside width of 29 inches + 1¼ inch, and an outside depth of 28 inches + ½ inch (excluding drawer pull). The cabinets shall have an outside height (which includes the height of the pallet base) of 60 inches + 1¼ inch. Each Type 1 modular cabinet shall have 9 drawers.
7.3 QTY: 13
7.3.1 DRAWERS
7.3.2 DRAWER DIMENSIONS: The inside drawer dimensions for Type 1 shall be 25 inches + 1 inch for both width and depth. The height of the sides and back wall of the drawer shall not be less than 48 percent of the drawer front height.
7.3.3 DRAWER LOAD CAPACITY: Each drawer shall have a minimum
capacity of 400 pounds. When fully loaded with 400 pounds, all drawers shall be capable of being opened and closed without jamming or twisting of the carriage. When fully loaded, an open drawer shall not exhibit deflection greater than 5/8-inch from its closed position, when measured from the floor to the middle of the front of the drawer.
7.3.4 DRAWER PUSH-PULL FORCES: The forces required to move a
drawer, loaded to the maximum capacity of 400 pounds per drawer, shall not exceed 25 pounds to start outward, 45 pounds to start inward, and 40 pounds to continue moving.
7.3.5 DRAWER DIVIDER STRIPS Divider strips shall be provided around the four inside walls of each drawer. The divider strips shall be factory installed, and an integral part of the drawer. The divider strips shall provide for spacing of partitions and crosswise dividers in a range of 1/2 inch to one inch intervals.
7.4 PARTITIONS: Partitions shall be defined as drawer dividers which run from front-to-back of each drawer. All partitions shall be made of steel. Partitions shall have slot spacings to match the drawer divider strips, for placement of crosswise dividers. Each partition shall be anchored, with a minimum of two bolts and nuts or two self-tapping metal screws, to the bottom of the drawer, to keep the partition flush with the bottom of the drawer. The height of the partitions and crosswise dividers shall be no less than 75% of the height of the drawer body. All partitions shall be installed across the depth of each drawer.
7.4.1 CROSSWISE DIVIDERS: Crosswise dividers shall be defined as dividers placed between adjacent partitions or between a drawer divider strip and a partition. All crosswise dividers shall be made of steel or aluminum. Crosswise dividers shall be easily removable and interchangeable with other crosswise dividers of the same size. All crosswise dividers shall be installed across the width of each compartment.
7.4.2 DRAWER PULL/LABEL-HOLDING SYSTEM: Each drawer front
shall have an aluminum drawer pull/ label holding system. The drawer pull/label-holding system shall be at least 20 inches long, and shall be designed to accept a label at least one inch high. The label-holding system shall have a clear plastic shield covering a paper label, with plastic or aluminum end caps that provide an enclosed label system.
The contractor shall provide two spare label end caps per cabinet.
There shall be no sharp protrusions on any part of the drawer pull/label-holding system.
7.4.3 DRAWER STOPS: Each drawer shall be equipped with drawer stops to prevent overtravel of the drawer when fully extended. These safety stops shall prevent the drawer from being removed, unless released by the operator.
7.4.4 CARRIAGES AND BRACKETS: The cabinets shall include carriages (defined as rolling intermediate members which permit 100 percent extension of the drawer interior) and minimum 10 gauge steel brackets or side channels (defined as those members fixed to the sides of the cabinets). Carriages shall operate on precision ball and/or roller bearings. All carriages and brackets shall be the same for all drawers and completely interchangeable to preclude any possibility of an unsafe mix-up of lightweight brackets and carriages with heavily loaded drawers.
7.5 CABINET HOUSING LOAD CAPACITY: Each drawer cabinet housing shall be capable of supporting a minimum static load of 10,000 pounds.
7.6 PALLET BASE: Each cabinet shall be provided with a built-in pallet base. The pallet base shall be an integral part of the cabinet and shall have the appropriate fork guides to interface with a forklift truck or pallet jack. The pallet base shall have a height of 2½ inches + ½ inch.
7.7 BASE ENCLOSURE: Each cabinet shall have removable base enclosure plates to cover the front and rear of the pallet base.
7.8 CABINET LOCK: Each cabinet of the modular cabinet system shall have a keyed lock. The lock shall prevent unauthorized entry into a cabinet drawer. The modular storage cabinet system shall have a minimum of five keys. All locks shall be keyed alike.
8.0 CONTRACTOR FURNISHED ITEMS AND SERVICES. New pallet rack & cabinets, dumpsters, lift equipment.
9.0 PROJECT TIMEFRAME: The requested installation time may not exceed thirty (30) days from start to finish.
10.0 GOVERNMENT SERVICES: The government will provide water, restrooms, and electricity, when available/necessary.
11.0 QUALITY CONTROL. The contractor shall develop and maintain a quality program to ensure that they provide the requirements of the contract as specified, in accordance with the standards accepted in commercial practices. The Government Surveillance Officer shall submit the Quality Control Program upon request.
11.1 The contractor shall guarantee the workmanship of the modular office for a one-year period from the date of completion.
12.0 HOURS OF OPERATION.
12.1The contractor shall perform the on-site services required under this contract during the following hours: 6:00am- 3:00 pm, Monday through Friday, except on U.S. holidays specified below.
12.2No on-site work shall be scheduled or performed on holidays unless previously approved or directed by the Contracting Officer. If the contractor desires to work on non-scheduled workdays or evenings, he must submit a written request to the POC for approval.
12.3The contractor is not required to provide service, except as noted above on the following days:

13.0 SECURITY REQUIREMENTS.
14.1 The contractor shall ensure that their employees have the necessary identification, and gate passes in accordance with U.S. military installation regulations prior to the start of this contract.
14.2 The contractor shall comply with applicable government published safety requirements and regulations, which will be available upon request by the contractor.
14.0 CONTRACTOR PERSONNEL REQUIREMENTS.
14.1The contractor shall provide a project manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s), who shall act for the contractor when the contract manager is absent, shall be designated in writing to the Contracting Officer five (5) working days prior to start of the project. The contract manager or alternate shall have full authority to act for the contractor on all contract matter relating to the daily operation of this contract.
The contract manager or alternate shall be available during normal duty hours.
14.2 Periodic Progress Meetings: The Contracting Officer, Government Surveillance Officer (GSO), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of any problems that they experience. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
15.0 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES.
15.1The Contractor is responsible for removing the existing modular office in the work area. The government is responsible for clearing all personal and government equipment from the modular office before the installation begins.
15.2 The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this SOW.
15.3 The Contractor shall provide all equipment required for removal of existing modular office and installation of new modular office.
15.4 Contractor will remove trash and debris daily.
16.0 METHOD OF PAYMENT.
16.1Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation.
16.2 The Government will pay the vendor via Government Commercial Purchase Card
