About this file

This document is an amendment to a solicitation for shaft, bolt hole reaming services for the Department of the Navy Naval Supply Systems Command. The amendment updates questions asked and answered regarding the scope of work, which involves drilling and reaming coupling bolt holes between propeller, stern tube, and aft line shafts on board a naval vessel. The reaming will take place in two trips, with initial reaming in the X31 shop and additional reaming on the ship as required. Bidders must quote shipping costs directly to the U.S. Naval Ship Repair Facility in Yokosuka, Japan and certify that substitute bolt and nut materials meet original specification requirements. The amendment clarifies that only the specified coupling bolt holes are within scope and provides work schedule details.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF30 - CONTINUATION PAGE

The following have been modified:

QUESTIONS ASKED AND ANSWERED

1. Is the work being done in the X31 shop or on the ship?

Answer: Both, initial reaming will be done in X31 with additional reaming being performed on the ship as required.

2. Do we also need to quote manufacturing of the Bolts and Nuts?

Answer: YES

3. Are these new couplings?

Answer: YES

4. If not new are the bores just being oversized?

Answer: N/A

5. Do you need use to quote fitting the bolts?

Answer: NO

6. If fitting the bolts is there a Lathe on site that we can use or do, we need to ship one.

Answer: SRF will be fitting the bolts using the SRF Lathe

7. Do we need to quote shipping the equipment directly to site if not where?

Answer: Yes, please quote shipping directly to site. A firm shipping address will be provided at time of award. For quote purposes use:

U.S. Naval Base Yokosuka Japan U.S. Naval Ship Repair Facility & JRMC Yokosuka Bldg. A-61, 1-Honcho, Yokosuka, Kanagawa Japan 238-0041

8. Can this be worked 24 hour a day?

Answer: No, the working hours will be 6 days per week (Mon-Sat) 10hrs per day during each trip.

(1st Trip) On-site Tech Rep: 9/10/23 - 9/23/23 (14 days) (2nd Trip) On-site Tech Rep: 10/9/23 – 10/26/23 (18 days)

9. On the parts list bolt and nut material is MIL-S-24093 can you find out that is comparable to AISI?

N0040623R0033

Answer: The material for bolt and nut needs to be per MIL-S-24093 as stated by drawing.

10. We are having trouble finding the material MIL-S-24093, it converts to 4130 or 4340 quenched and tempered, is this is acceptable?

Answer: We would still prefer MIL-S-24093 if available, but technically acceptable (see attached) to substitute AMS 6414 or AMS 6415 (Grade 4340) for the coupling bolt and nut material and with following:

a. Material is heat treated to meet original specification (MIL-S-24093 Class C or E) mechanical properties and toughness requirements.

b. The heat treating shall be performed by a facility whose thermal processing equipment is controlled in accordance with AMS 2750.

c. The test reports are included as attachments.

11. On the request, it calls to make the bolts and nuts for DMSHO/B0002-Bolt and DMSHO/N0002-Nut – (QTY 52 Each). It looks like some of the holes we will be drilling, and reaming are 2.46” in diameter. So, would you not need any nuts and bolts for parts # DMSHO/B0001 and DMSHO/N0001?

Answer: The scope to drilling and reaming is only for coupling bolt holes between (Propeller Shaft / Stern Tube Shaft) and (Stern Tube Shaft/Aft Line Shaft). The 2.46” holes not part of scope of work. Parts # DMSHO/B0001 and DMSHO/N0001 not required. Bolt hole diameter is 3.156”

12. With the pins being tapered, would we be drilling these bolt circles per drawing on the first trip and then coming back and reaming the holes to fit the tapered bolts on the ship on the second trip?

Answer: It depends on OEM.

But plan on drilling, reaming, and manufacturing bolts in shop, then reaming and fitting bolts at the ship.
