Q1. When is the quotation due?
A1. April 25, 2018 at 0700 PST, as stated in the combined synopsis/solicitation.
Q2. Please specify all the services requested.
A2. This position is essentially a “consultation” and “mentoring” position. No certification or supervision of Chaplains will be required. Services requested are professional mentoring and consultation regarding the application and execution of clinical pastoral competencies in our Pastoral Care Team. This can include verbatim review, didactics, and facilitation of Interpersonal Relations sessions.
Q3. Are these services limited to 1.5 hours per week only on Monday afternoons?
A3. Yes.
Q4. Covering only the timeline from 5/1/18 through 9/31/18?
A4. Correct. Only the Monday afternoons during that time period. With the option to extend if the government so chooses.
Q5. What constitutes a diverse range of instruction ….. which will result in different levels of completion of certification…?
A5. A diverse range of instruction, mentoring, and consultation within the context of clinical pastoral competencies and related subject matter. Examples of instruction, mentoring, and consultation could be “Pastoral Authority”, “Ethics”, “Spiritual Development”, “Theology of Spiritual Care”, “Self-care”, “Spiritual Injury/Trauma”, etc. . . The contractor will not be certifying or supervising Chaplains. The mentoring and/or consultation that the contractor provides will help our Pastoral Care Team in the pursuit and/or maintenance of Clinical Pastoral certifications.
Q6. Only NAVY Chaplains plus contract clergy and pastoral counselors serving with Navy and Marine Corps?
A6. Correct. The contractor will be working at a Navy Installation and working with Active Duty Chaplains and contract personnel associated with that installation.
Q7. Are these Chaplains and/or Pastoral Counselors already certified?
A7. Yes and No. Most of the Chaplains and staff have at least 4 units of CPE and several are board certified. There are occasions, however, when Chaplains may be present who do not have that kind of training.
Q8. Already CPE trained (four units)?
A8. Yes. Most of our team.
Q9. Or in process?
A9. Yes. Occasionally. This is rare.
Q10. Are some, but not all?
A10. Correct.
Q11. NO CPE Units will be awarded?
A11. Correct. The contractor is only providing mentoring and/or consultation. Not certification or supervision.
Q12. How can the Contractor certify these staff chaplains?
A12. The contractor is only providing mentoring and/or consultation. Not certification or supervision.
Q13. Whose licensing goals???
A13. The individual Chaplain’s or Contractor’s on our Pastoral Care Team. Typically this is certification through the Association of Professional Chaplains (APC), the National Association of Veterans Affairs Chaplains (NAVAC), and the Navy Bureau of Medicine (BUMED).
Q14. What resources specifically?
A14. This would refer to books and/or recommended resources that the contractor might need. The contractor would not be required to provide resources to our team. We would work with the contractor to supply necessary resources.
Q15. All this in 1.5 hours with a group ranging from 3-15 depending on the day?
A15. Correct.
Q16. Do you mean depending on the particular MONDAY?
A16. Correct. Operational demands of Active Duty Chaplains may cause attendance to fluctuate depending on the operational schedule.
Q17. What if a longer time periods needed?
A17. Any session that needs to be extended beyond the 1.5 hours of time set aside would need to be continued the following week.
Q18. I count twenty (20) total Mondays in the specified time period from 5/1/2018 - 9/30/2018. Do you agree?
A18. No. There are 21 Mondays in the specified time period inclusive of two federal holidays. Excluding the holidays there are 19 Mondays in the specified time period.
Q19. At 1.5 hours multiplied by 20 sessions we arrive at a total of thirty (30) total session hours - not counting preparation and travel for Contractor. Do you concur?
A19. Concur with the math. When multiplied by 19 sessions vs 20 the total comes to 28.5 hours.
However, this is a firm fixed-priced (FFP) contract, which will be billed at a flat monthly rate.
