VENDOR QUESTION:

Would you provide a copy of the maintenance records so that we can see what has been done previously?

RESPONSE:

The Statement of Work clearly indicates the government’s requirements.

Would you provide an OEM maintenance manual?

No

Would you provide a copy of the wire rope breaking strength and certification?

Manufacturer information is listed in the Statement of Work and CLIN descriptions. Contact the manufacturer.

Will you provide a list of maintenance supplies required if they are not specified in the manual?

Any maintenance supplies needed will be discussed with the Government Technical Representative.

Will you provide hook NDT records? Will you also provide base tram measurements for the hooks?

Not required as listed in Statement of Work

If broken parts are identified will the government reimburse for expenses related to the delay? (The rental of the scaffolding amongst other possibilities.)

Broken parts are identified in the inspection phase, per Statement of Work, Work Spec 01.

It may be necessary to change the height of the scaffolding in order to accommodate inspection of the upper parts of the bridge and also the lower parts of the bridge and trolley. This might cause a short interruption of the maintenance/inspection work. Will this be acceptable? There would be another interruption upon completion of the inspection to remove the scaffolding before the load test can be performed. Is this acceptable?

RESPONSE:

The purpose of this solicitation is for Crane Inspection and Maintenance. All work or delays must be coordinated with the Government Technical Representative in advance.

Will the government purchase any necessary replacement parts?

This procurement is for Crane Inspection and Maintenance. Work begins once the Government Technical

Representative has scheduled start date with the contractor. The Government will order replacement parts as needed via our channels.

If one of the crane is malfunctioning and significant troubleshooting is required or if engineering support is required to develop corrective actions do you want us to provide engineering support or will the government provide the engineering? If we provide the engineering support I assume that the contract would be modified to support that.

RESPONSE:

Any additional maintenance corrective actions will be discussed with the Government Technical Representative.

Modifications outside scope of order cannot be authorized without the Contracting Officer approval.

Would you provide a copy of the previous inspection report?

Would you provide any repair records?

Would you identify what kind of test weights were used previously? (We are having a difficulty imagining the logistics of transporting test weights to the barge and we are not sure if there is enough room for use of water weights).

Water Weights are a mandatory requirement of this procurement

Also, is it possible to use either the Bangor or Keyport test weights and rigging gear. It will be very expensive to rent test weights and very expensive to buy the rigging gear.

No, you will need to incorporate rentals as part of offer.

I assume that we will provide a maintenance report signed by our maintenance person, an inspection report signed by our inspector, and a load test document signed by the Test Director. Are there any other forms or signatures that you will require relative to this work?

RESPONSE:

The Statement of Work explains the reports required. See the Contract Data Requirements List (CDRL) posted with the solicitation on beta.sam.gov.
