Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

L-215-H007 SUBMISSION OF QUESTIONS BY OFFERORS — ALTERNATE I (NAVSEA) (FEB 2020)
(a) Offerors may submit questions or request clarification of any aspect of this solicitation. It is the Offeror’s responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW or PWS (as applicable) and other solicitation documents attached hereto or incorporated by reference. Each question should identify solicitation number, document, page number, paragraph number or other identifier relating to the question. Questions without this information may not be answered. Acknowledgment of questions received will not be made.
(b) The deadline for receipt of questions is March 17, 4pm. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered.
(c) All questions shall be submitted via email to the point of contact listed for this solicitation. Responses will be posted to the beta.SAM web page at https://www.beta.SAM.gov.

VENDOR QUESTIONS AND ANSWERS:
QUESTION: What height is required for inspection of these cranes (for size of scissor lift or JLG)?
ANSWER: The crane rail is 25 feet off the deck.
QUESTION: Will the barge be in an area that protects it from wave action? (Will we have a stable platform for use of a man lift or scissor lift?)
ANSWER: There are minimal wave issues in the area where the barge is located.
QUESTION: The SOW refers to the Crane Technical Manual for maintenance of the crane. Will you provide access to this manual?
ANSWER: STATEMENT OF WORK SOW) INCLUDES THE FOLLOWING STATEMENT: (a) CRANE
TECHNICAL MANUAL Reference shall be provided onboard vessel for contractor review.
QUESTION: Will it be possible to have a site visit?
ANSWER: FAR CLAUSE 52.237-1 and NAVSEA HQ clause L-215-H007 have been incorporated to allow for site visits. Please coordinate with James Olson, 360-265-0934.
***All prospective Offerors are advised that no questions will be entertained during the ship check but may be submitted in accordance with clause L-215-H007. Additionally, unless the solicitation is amended in writing, it will

QUESTION: Is this a NAVFAC P307 crane? (Can one organization perform both maintenance and inspection?)
ANSWER: The crane for inspection and certification is not a NAVFAC P307 crane. The Statement of Work
(SOW) in the solicitation has been designed to be awarded to one vendor to provide both inspection and maintenance.
QUESTION: Item No 0001 refers to crane inspection and certification. Are you requiring us to sign a crane certification document or just the inspection and load test documents? Typically I would expect a local government certifying official to sign the certification package containing our signed inspection document and load test document.
ANSWER: Once inspection and any maintenance are completed, a final inspection is made with the vendor and technical point of contact. This project does not involve local government.
