1 SCOPE
Large Temperature & Humidity Test Chamber The intent of this Performance Specification is to establish minimum performance and quality requirements for the system to ensure that it will meet the specialized needs of the Environmental Test Facility (ETF). This document is intended to allow for manufacturing variables, provided that the specified minimum requirements for function, capabilities, design, quality and training are met.
The contractor shall submit all documentation necessary to determine if the requirements of this specification are met. The quotation package shall include an itemized response to each of the following requirements.
2 APPLICABLE REGULATORY COMPLIANCE
The system shall meet all the Military, Federal, National Fire Protection Association (NFPA), and National Electrical Code (NEC) standards/specifications in effect on the date the quote is provided.
3 DESIGN REQUIREMENTS
3.1 General Requirements
The Temperature and Humidity Chamber shall be a complete and functional stand-alone system consisting of any necessary equipment and accessories required by this specification. The operator shall be able to easily manipulate all functions of temperature and humidity control. Alarms and safeties shall be utilized to prevent damage to chamber and unit under test in anomalous situations. Alarm and diagnostic messages shall be easily accessible. The operating noise of the chamber refrigeration shall be reduced as much as practicable with sound deadening foam or like material.
3.2 Building Integration (Available Utilities)
The Temperature and Humidity Chamber shall operate properly with the below listed facility services. Any additional site utility requirements shall be listed in the contractor’s submitted quotation.
Electrical Power at 480V 3Ø 60Hz 100 Amps (OR) 240V 3Ø 60Hz 100 Amps
Floor Water Drain
LN2 Supply, 55 PSI, ½” Flare, overhead piping
Industrial water for Humidity System (equipment must be equipped with water filtering if needed)
Cooling water, 55-60˚ F
Low pressure dry shop air, 80 PSI Max.
4 CONSTRUCTION AND WARRANTY
4.1 Materials, Processes and Parts
The System shall utilize standard commercial parts, components, wiring, and hardware wherever practical to preclude costly delays in procuring special items. All hardware and material shall be new and consist of no refurbished or salvaged items.
4.2 Hazardous Materials:
The use of any material considered to be hazardous to human health shall be properly identified and documented.
4.3 Workmanship:
The System shall be fabricated and finished in a professional manner. Particular attention shall be given to absence of blemishes, defects, burrs, and sharp edges; cleanliness; accuracy of dimensions; radii of fillets; marking of parts; appearance of soldering, brazing, welding, riveting, painting and wiring; alignment of parts; and tightness of threaded fasteners.
4.4 Paint:
All metal parts of the chamber, other than stainless steel, that are susceptible to rust or corrosion shall be painted or powder coated. Paints shall be of an epoxy base that when dry shall be stable when exposed to common solvents used in cleaners.
4.5 Warranty:
It is desired that the contractor provide a minimum warranty on all delivered items of 12 months from installation, checkout and final acceptance by NUWC Keyport personnel, as provided by standard commercial warranty. It is desired that the warranty include parts, labor, shipping and travel costs for a service representative.
5 SAFETY
5.1 Personnel Safety
5.1.1 Electrical safety
All electrical connectors shall be protected against electrical hazards. Grounding shall be in accordance with industry standards.
Electrical cabinet interlock that prevents access to electrical cabinet while energized.
Main power circuit breaker with lockout, tag out compatibility.
Electrical system built to NEC and NEMA-1 standards.
5.1.2 Personnel hazards design:
Consideration shall be given to the adequacy of safety provisions for personnel and equipment during design, development, installation, testing, operation and maintenance. The equipment shall be constructed to protect personnel from protruding moving parts, accidental contact with energized circuit components, or other sources during normal operation and maintenance operations.
5.1.3 Equipment Safety
The System shall be protected against damage using common types of protective devices such as circuit breakers, fuses, pressure relief valves, shear bolts, loss of pressure interlocks, and over-temp protection; where appropriate, in order to prevent system damage when components or component systems fail, or when electrical power is interrupted.
6 CHAMBER PERFORMANCE REQUIREMENTS
6.1 Temperature:
The chamber shall have easily selectable temperature set points, ramp rates, and guaranteed soak times. The temperature ramp rate and cooling rate numbers provided below are with an assumed 75lb aluminum dead load.
Operating Range: -85F to 300°F minimum
Fluctuation: ±2˚F after stabilization
Heating Ramp Rate: 8°F/minute minimum, at the supply air.
Cooling Rate: 8°F/minute required, compressor only, from 185 to -5°F, at the supply air
6.2 Humidity:
The chamber shall have easily selectable humidity set points with the following performance envelope. If an air drier is required to obtain portion of humidity envelope, the equipment must be built into the chamber.
Range: 10 to 95% RH (w/o live load) from 41F to 185F.
Fluctuation: ±5 at the supply air
6.3 Airflow:
The chamber shall provide as even of airflow as practicable across the test item rack, with a minimum average airflow rate of
150 feet/minute (Measured at the center of the test area).
7 CONTROL FUNCTIONS AND DISPLAY REQUIREMENTS
7.1 User Interface:
The Chamber user interface shall include the following capabilities:
Minimum 7in screen (measured diagonal), touch operation, color display.
It is desired that the controller be mounted on side of chamber using height and/or tilt adjustable system. Example would be a vertical slider that the controller chassis could move up and down and clamp in place.
On screen tabular and graphical display of user defined programs.
Minimum four channels of PID control. (Air Temp, Item Temp, Humidity, Auxiliary)
On screen alarm log with description of each alarm and the respective system location as applicable.
Built-in timer functions for automatic startup, delayed startup, and shutdown of chamber.
Controller must display the program start time, and current program step, and real-time process information
(air temp, item temp, %RH).
7.2 Hardware Requirements, Data Recording, Storage, Transfer
If controller is Microsoft Windows based; it must be Windows 10, NOT Windows 7, Windows 7 CE, or XP.
Adequate memory for minimum 20 user-definable programs with 50 steps each (Alphabetical Sorting).
Minimum 20 digit alphanumeric profile file name accepted by controller.
Adequate memory for minimum 30 days of paperless recording of minimum 4 channels with two temperatures + one humidity channel. (Example: Temp set point, Temp process value, Humidity set point, Humidity process value).
Sampling rate shall be user selectable or minimum 1 sample per minute.
Paperless recording data must be easily transferrable via Ethernet or USB, and in a common format readable via desktop computer (.csv, .txt), (No proprietary viewing software is permitted).
Humidity measurements must be accurate at temperatures from 41F to 185 F and be made via a solid state humidity sensor.
The controller shall have the ability to access profiles/programs on a network storage location via Ethernet connectivity.
8 CHAMBER DESIGN, WORKSPACE SIZE & FOOTPRINT REQUIREMENTS
8.1 Design Features
Volume: 43 to 46 cubic feet.
Standard door on the front (swings open horizontally, hinged on the left side is preferable).
Interior Dimensions (Viewed from the front) 38” wide minimum X 38” high minimum X 52” deep minimum
Thermal break doorframe that limits exterior frosting.
Drip-tray under doorframe must have 0.5deg ~ 2.0deg slope towards drain.
Welded stainless steel interior, including all access ports.
Service panel to access interior heaters, evaporators, and fans must be bolted (or like feature) in place utilizing stainless steel fasteners. No rivets are permitted.
Refrigeration lines shall be clamped to protect from vibration induced abrasion.
Minimum one adjustable & removable stainless steel shelf with support rails (100lb capacity at center, 0.5in maximum deflection when fully loaded)
A) It is desired that the shelf include forklift channels on the bottom, such that a heavy item can first be placed on the shelf, then lifted into the chamber via forklift.
B) Alternately, a separate aluminum “pallet” designed to rest on the floor of the chamber is acceptable. The thermal mass of the pallet is included in the 75lb dead load (not an additional load to account for).
The floor of the chamber shall be capable of supporting at least 400lbs distributed over a 2ft^2 area
Chamber floor must have 0.5deg ~ 2.0deg slope towards drain.
8.2
One 6” diameter cable port on right side of chamber, Two 6” diameter cable/arm ports in front door of chamber, spaced shoulder width apart. Plugs for each port must be provided.
The front of the chamber will have a minimum 12” X 12” heated viewing window capable of withstanding the temperature range with limited frosting.
Adjustable leveling feet.
Frame shall be sufficiently rigid to allow movement via single forklift of adequate capacity.
Minimum two interior lights.
Audible and visible alarm (strobe light mounted on top of chamber) indicators.
User set over-heat and over chill protection limit via separate limit/safety controller. (Watlow EZ-Zone PM Express preferred to support lab standard)
Humidity system must utilize Siemens IonXchanger Univeral Model II (3C0600002) humidity system demineralization cartridges and 2 spares shall be included with delivery.
Two spare compressor crankcase heaters (if applicable) shall be included with the delivery.
Footprint
The entire Chamber which consists of all necessary components to operate shall not exceed the maximum allowable footprint of
60” W X 85” D X 96” H (viewed from the front).
8.3 Refrigeration
For maintenance purposes, the system shall include easily visible refrigeration gauges on the high and low side of each compressor along with easy access service panels (90deg cam-locks, NOT bolts or rivets). For monitoring and trouble-shooting purposes, the system shall include measurements and the option to record historical plots of high and low stage suction/discharge pressures. This may be integrated or separate from the controller.
Acceptable refrigerants are R-507 & R-508B.
Scroll compressors are mandatory.
Automatic system protection via high/low refrigerant pressure switches.
LN2 is available to support faster boost cooling ramp rates.
Compressor run time (hour meter) desired
9 DOCUMENTATION REQUIREMENTS
The Temperature and Humidity Chamber shall be delivered with complete, comprehensive documentation on all major components, both in digital and hardcopy format. This documentation shall include but not be limited to:
Operation manuals for the chamber, detailing all user functions as well as diagnostic and troubleshooting routines.
Preventative maintenance instructions and routine maintenance intervals for the system.
Installation instructions for all delivered hardware, plus system footprint, parts layout and identification of components.
Schematic diagrams showing all electrical circuits including a complete bill of materials.
Diagrams of all plumbing (air, water).
A complete refrigeration schematic including a complete bill of materials.
10 UNIT ACCEPTANCE
10.1 Factory Acceptance
The temperature and humidity chamber shall be tested and checked for proper operations and conformance to purchase specifications prior to shipment. The manufacturer shall provide operational checkout data of the chamber as part of the deliverables. This has historically been in print form as part of the operation and maintenance manual.
10.2 Delivery, Install, and Acceptance
Associated freight costs with chamber delivery are to be covered by the manufacturer. FOB destination
NUWC Keyport.
After notification by NUWC Keyport personnel that the site is prepared, the equipment located, and all utilities available, factory trained service personnel shall deliver the equipment to NUWC Keyport. NUWC
Keyport personnel will connect the equipment to utilities (water and power). Factory personnel will then put the chamber into operation.
Final acceptance will be performed after delivery and installation at NUWC Division Keyport, Keyport, WA
98345. Operational tests shall be performed in the presence of NUWC Division Keyport Code 224
Environmental Test personnel prior to final acceptance.
The performance levels required in Sections 6 and 8 shall be demonstrated to the satisfaction of the ETF personnel. Additional acceptance and reliability tests are expected to take 15 calendar days to complete. A total of 30 days are required for constructive acceptance.
Reliability tests will consist of simulating a mission profile environment continuously for a one week.
During the 7 day period, no changes or adjustments will be made or allowed.
The contractor representative shall provide on-site training covering all chamber operations, functions, and maintenance points for a minimum of three instrument operators. The training shall cover all pertinent user functions prior to final acceptance. Training shall be held between the hours of 7:00 AM and 4:00 PM, Monday through Thursday, exclusive of Federal Holidays.
11 GOVERNMENT PROVIDED EQUIPMENT
There is no government provided equipment.
12 GOVERNMENT PROVIDED SERVICES
The government provided services are located in Section 3.2.
13 CONTRACTOR PROVIDED INFORMATION
The Contractor shall provide the following data:
Documentation as stated in Section 9.
Documentation of applicable warranties of the Chamber and its components.
Contact information for the local service engineering representative.
All charts, recordings, and chamber checkout data shall be supplied to the purchaser at the time of unit acceptance.

Boost Cooling Rate : 25°F/minute required, compressor + LN2 boost, from 185 to -5°F, at the supply air
6.2 Humidity:

7.2 Hardware & Software Requirements. Data Recording, Storage, Transfer
If controller is Microsoft Windows based; it must be Windows 10, NOT Windows 7, Windows 7 CE, or XP.
Adequate memory for minimum 20 user-definable programs with 50 steps each. (Alphabetical Sorting)
Minimum 20 digit alphanumeric profile file name accepted by controller.
Adequate memory for minimum 30 days of paperless recording of minimum 4 channels with two temperatures + one humidity channel. (Example: Temp set point, Temp process value, Humidity set point, Humidity process value).
Sampling rate shall be user selectable or minimum 1 sample per minute.
Paperless recording data must be easily transferrable via Ethernet or USB, and in a common format readable via desktop computer (.csv, .txt), (No proprietary viewing software is permitted).
Humidity measurements must be accurate at temperatures from 41F to 185 F and be made via a solid state humidity sensor.
The controller shall have the ability to access profiles/programs on a network storage location via Ethernet connectivity.
8 CHAMBER DESIGN, WORKSPACE SIZE & FOOTPRINT REQUIREMENTS
8.1 Design Features
Volume: 5 to 8 cubic feet.
Interior Dimensions (Viewed from the front) 20” wide min X 20” high min X 20” deep min.
Thermal break doorframe that limits exterior frosting.
Drip-tray under doorframe must have 0.5deg ~ 2.0deg slope towards drain.
Welded stainless steel interior, including all access ports.
Service panel to access interior heaters, evaporators, and fans must be bolted (or like feature) in place utilizing stainless steel fasteners. No rivets are permitted.
Refrigeration lines shall be clamped to protect from vibration induced abrasion.
Minimum one adjustable & removable stainless steel shelf with support rails (50lb capacity at center, 0.5in maximum deflection when fully loaded)
The floor of the chamber shall be capable of supporting at least 50lbs.
Chamber floor must have 0.5deg ~ 2.0deg slope towards drain.
One 6” diameter cable port on the side of the chamber. Plug must be provided for this port.
The front of the chamber will have a minimum 6” X 6” heated viewing window capable of withstanding the temperature range with limited frosting.
Entire unit shall be self-contained and on casters, including the refrigeration and humidity systems.
8.2
5in~8in rubber or polyurethane casters with foot operated lock on two minimum. Two casters fixed and two casters with 360deg rotation.
Minimum one interior light.
Audible and visible alarm (strobe light mounted on top of chamber) indicators.
User set over-heat and over chill protection limit via separate limit/safety controller. (Watlow EZ-Zone PM Express preferred to support lab standard)
Humidity system must have removable water tank and utilize Siemens IonXchanger Univeral Model II
(3C0600002) humidity system demineralization cartridges. Two spares shall be included with delivery.
Two spare compressor crankcase heaters (if applicable) shall be included with the delivery.
Footprint
The entire Chamber which consists of all necessary components to operate shall not exceed the maximum allowable footprint of
40” W X 50” D X 78” H (viewed from the front).
8.3 Refrigeration
For maintenance purposes, the system shall include easily visible refrigeration gauges on the high and low side of the compressor along with easy access service panels (90deg cam-locks, NOT bolts or rivets). For monitoring and trouble-shooting purposes, the system shall include measurements and the option to record historical plots of high and low stage suction/discharge pressures. This may be integrated or separate from the controller.
Acceptable refrigerants are R-507, R410A, R404A.
Scroll compressor is required. Single stage refrigeration system, no cascade.
Automatic system protection via high/low refrigerant pressure switches.
LN2 is available to support faster cooling ramp rates, and to reach the extreme low limit temperature.
Sight glasses at compressor sump, as well as at least three at key location for each refrigeration loop.
System must be air cooled.

9 DOCUMENTATION REQUIREMENTS
The Temperature and Humidity Chamber shall be delivered with complete, comprehensive documentation on all major components, both in digital and hardcopy format. This documentation shall include but not be limited to:
Operation manuals for the Chamber, detailing all user functions as well as diagnostic and troubleshooting routines.
Preventative maintenance instructions and routine maintenance intervals for the system.
Installation instructions for all delivered hardware, plus system footprint, parts layout and identification of components.
Schematic diagrams showing all electrical circuits including bill of materials.
Diagrams of all plumbing (air, water).
A complete refrigeration schematic including bill of materials.
10 UNIT ACCEPTANCE
10.1 Factory Acceptance
The temperature and humidity chamber shall be tested and checked for proper operations and conformance to purchase specifications prior to shipment. The manufacturer shall provide operational checkout data of the chamber as part of the deliverables. This has historically been in print form as part of the operation and maintenance manual.
10.2 Delivery, Install, and Acceptance

Associated freight costs with chamber delivery are to be covered by the manufacturer. FOB destination
NUWC Keyport.
After notification by NUWC Keyport personnel that the site is prepared, the equipment located, and all utilities available, factory trained service personnel shall deliver the equipment to NUWC Keyport. NUWC
Keyport personnel will connect the equipment to utilities (water and power). Factory personnel will then put the chamber into operation.
Final acceptance will be performed after delivery and installation at NUWC Division Keyport, Keyport, WA
98345. Operational tests shall be performed in the presence of NUWC Division Keyport Code 224
Environmental Test personnel prior to final acceptance.
The performance levels required in Sections 6 and 8 shall be demonstrated to the satisfaction of the ETF personnel. Additional acceptance and reliability tests are expected to take 15 calendar days to complete. A total of 30 days are required for constructive acceptance.
Reliability tests will consist of simulating a mission profile environment continuously for a one week.
During the 7 day period, no changes or adjustments will be made or allowed.
The contractor representative shall provide on-site training covering all chamber operations, functions, and maintenance points for a minimum of three instrument operators. The training shall cover all pertinent user functions prior to final acceptance. Training shall be held between the hours of 7:00 AM and 4:00 PM, Monday through Thursday, exclusive of Federal Holidays.
11 GOVERNMENT PROVIDED EQUIPMENT
There is no government provided equipment.
12 GOVERNMENT PROVIDED SERVICES
The government provided services are located in Section 3.2.
13 CONTRACTOR PROVIDED INFORMATION
The Contractor shall provide the following data:
Documentation as stated in Section 9.
Documentation of applicable warranties of the Chamber and its components.
Contact information for the local service engineering representative.
All charts, recordings, and chamber checkout data shall be supplied to the purchaser at the time of unit acceptance.

NOTE 11: COMPLIANCE WITH SPECIFICATIONS

(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on
