STATEMENT OF WORK (SOW)

Statement of Work

Background

The purpose of the following work is to conduct a materials suitability study for processing hazardous waste streams using plasma arc waste disposal and vitrification processes. The composition of the resulting byproduct to be disposed of is included as part of the testing.

Hazardous waste as referred to herein shall also include PCB and asbestos. The goal of this study is to determine what waste streams can be processed the energy inputs and outputs, and products and its composition of this specific waste treatment process.

Scope

The government shall provide hazardous waste in 55 gallon drums and for each identified hazardous waste stream the work described herein shall be performed. It is the intent of the

Government that a single (primary) contractor be awarded this contract and be responsible for the accomplishment of all work detailed herein. A table of waste streams has been listed on the following page. Waste stream numbers and the exact mass of each stream shall be identified by the government prior to pick up of waste.

The contractor assumes responsibility for the materials at time of pickup. The contractor will be responsible for transporting hazardous waste to their processing plant and process a minimum of

900 to a maximum of 1,100 lbs. of hazardous waste. The contractor shall be responsible for transportation, handling, and processing of all hazardous waste into their engineering-scale plant and process the waste through the entire treatment process. In addition, the contractor shall provide the deliverables as outlined in this document

General Requirements

1. The contractor shall follow all regulations and guidelines as outlined in WAC 173-303.

2. The contractor shall already have a proven out process and demonstrate that their process meets glass material passes land disposal restriction requirements (40 CF 268 and WAC

173-303-140).

3. Contractors and sub-contractors must use facilities and transporters that are on the current

Defense Logistics Agency Disposition Services “Qualified List”

(http://www.dispositionservices.dla.mil/newenv/hwdisposal.shtml). Contractor is required to provide certification to the Agency that the transporter is in compliance with all applicable Federal, state, and local requirements, and possesses all applicable Federal, state, and local permits for transportation of the materials.

4. The contractor shall contact the Government Technical Points of Contact (TPOC) of contact one week in advance of pickup to mutually arrange an acceptable pickup schedule and make arrangements for pickup.

5. Hazardous waste shall be handled, transported, and disposed of in accordance with all

Federal, DOD, DOT, EPA, OSHA, State, and Local rules, laws, and regulations, including all manifest requirements and any additional requirements for the types of waste identified in the waste stream identified herein. Contractor is responsible for training workers in accordance with all Federal (i.e. DOT, EPA, OSHA), State, and Local installation rules, laws, and regulations and for providing and wearing appropriate chemical splash personnel protective clothing (e.g.. TyChem QC), and all appropriate respiration or monitoring equipment when needed.

6. The contractor is solely responsible for all costs and liability resulting from any leak(s) or spill(s) during the pickup, transportation and disposal of waste. The contractor agrees to clean up all spills to the satisfaction of the Navy, Federal, State and Local laws and regulations at no cost to the Navy or generator.

7. The contractor shall prepare an incident (spill) report of any leak(s) or spill(s) occurring during contract performance. This includes but is not limited to; identification of the substance spilled, location, date, quantity, personnel injury involved, clean up procedures implemented, name and telephone numbers of all state, federal and navy personnel contacted; and description of circumstances surrounding the spill incidents. This report shall be sent to the Government TPOC’s.

8. Government shall reserve the right to witness the materials study performed herein.

Contractor shall provide at least two weeks’ notice prior to conducting a study.

9. The contractor will be responsible for all costs and work associated with the disposal of any residual hazardous waste resulting from the process. Disposal must be in accordance with all Federal, DOD, DOT, EPA, OSHA, State, and Local rules, laws, and regulations including but not limited to the Resource Conservation and Recovery Act (RCRA). A copy of a signed manifest must be provided to the Government TPOC for any waste that must be sent out for proper disposal.

Deliverables:

1. A report documenting the following below. Any format delivered by the contractor is acceptable. Units shall be SI unless otherwise indicated.

a. Set up steps required to treat each waste stream (any pre-processing type work).

b. Perform mass balance.

i. In: Waste stream in and any make-up glass added into the system.

ii. Out: Any glass pulled off and the entrained material. Effluent and its composition in terms of mass percentage.

c. Perform energy balance.

i. In: Power to run any ancillary equipment. Power requirements to the reactor (define split between AC and DC supplied).

ii. Out: Lower heating value of effluent gas.

d. Define any recycle streams used in the process, provide the constituents of the recycle stream, purpose of recycle stream, and mass flow rates.

e. Provide information on any additional utilities used, including but not limited to:

process water, steam, etc.

f. Define batch process time: X hours to process X kg.

2. A report documenting sample results from a third party laboratory, to include requirements relating to the third party laboratory’s methods or certifications such as compliance with EPA and state guidelines and/or certification by National Environmental

Laboratory Accreditation Program. Samples are to be taken of vitrified residue following removal from the treatment process for each waste stream. Refer to the table on page 3 for analytical requirements.
